Now, Mr. Ba has left, leaving behind a bank debt that the households have to bear.
(Baonghean) -In a petition sent to Nghe An Newspaper, people of Nghi Truong Commune (Nghi Loc District) reported: Vice Chairman of Nghi Truong Commune Farmers' Association, Mr. Nguyen Huy Ba, while preparing bank loan applications for households, took advantage of the situation to borrow more money for himself. Now, Mr. Ba has left, leaving behind a bank debt that the households have to bear.
To find out the truth, we went to Nghi Truong commune, when Mr. Ba's name was mentioned, many people were amazed and discussed his fraudulent behavior that caused a burden for many families. Mr. Nguyen Dinh Thuu, in hamlet 8, said: "Because of difficult conditions, we had to borrow 10 million VND from the bank, so my family asked Mr. Ba to guide us through the procedures. In return, Mr. Ba asked us to borrow another 15 million VND for him. Because we trust each other and are also commune officials, I agreed.
After borrowing, every quarter the family sent the interest of 10 million for Mr. Ba to pay the bank. Not only that, on July 10, 2011, the family also sent the principal of 10 million for Mr. Ba to pay the bank. But unexpectedly, on November 11, 2011, the bank staff came to say that they were collecting the interest, then my family discovered that the entire amount of money, including interest and principal, my family had not paid to the bank. We did not know who to call, all because we were too trusting, so the family had to borrow money from here and there to have enough money, both principal and interest, to pay the bank, because if we wait too long, the interest will increase, which will be even worse.
Mr. Nguyen Huy Ba's house is in hamlet 4, Nghi Truong commune.
Mr. Phan Thanh Hai - Director of Nghi Loc District Agricultural Bank said: Customers who need to borrow must come to the bank to transact directly. In particular, they are not allowed to borrow for others, and are not allowed to deposit a part of the loan to others. If discovered, the bank will require borrowers to repay before the due date. |
The families of Mr. Pham Hong Thanh (Hamlet 11), Mr. Le Xuan Nghia (Hamlet 12)... also got into debt to the bank because they trusted Mr. Ba too much. What is worth mentioning here is that because of their trust, the families did not have any confirmation documents when giving money to Mr. Ba.
We met Mr. Ba's wife, she completely confirmed that some households said that Mr. Ba asked them to borrow money, took their money and did not pay the bank. She said: Because of gambling, Mr. Ba fell into debt, had to leave home to go to the Central Highlands, it has been more than a year now (since October 2011). When he left, he left a debt of up to 400 million, his mother and children at home also had to sell this and that but could only pay 100 million. Of which, to pay the bank debt to get the land title of the family, Mr. Ba had previously borrowed 47 million, a small amount was set aside to pay for about 5-6 families. She also said that since leaving, Mr. Ba has sent home 20 million to pay the debt. Through phone calls, Mr. Ba also said he could not pay all at once but would pay gradually. There were cases where Mr. Ba even texted them directly and promised to pay.
Talking to us, Mr. Hoang Van Bien - Secretary of Nghi Truong Commune Party Committee said: Before leaving, Mr. Nguyen Huy Ba was Vice Chairman of the Commune Farmers' Association. Mr. Ba voluntarily left his job, after the 2012-2017 term Farmers' Association Congress, the commune elected a new person. The Party Committee also worked with the Party cell, if Mr. Ba left without reporting, did not participate in Party cell activities for 3 terms, the Party cell had the right to remove his name.
So it is clear that the families were so trusting that they put their names in the bank loan book to borrow more money for Mr. Ba and asked him to handle the transaction to receive money from the bank. Up to now, the families that were deceived by Mr. Ba only know to meet Mr. Ba's wife to collect the debt, but no family has written a petition to the commune government to request intervention.
Therefore, Nghi Truong commune, Nghi Loc district and relevant agencies need to investigate and take measures to deal with a party member like Mr. Ba.
