Estimated budget revenue is nearly 10,000 billion VND

In the first 9 months of 2018, the gross domestic product (GRDP) growth rate is estimated to increase by 8.02%; in particular, the average industrial production index (IIP) is estimated to reach 17.34% over the same period. The estimated budget revenue is 9,717.6 billion VND, reaching 76.6% of the estimate. As of September 30, 2018, the province has issued business registration certificates to 1,337 enterprises, bringing the total number of enterprises in the province to 19,106.

Currently, 12/27 communes registered to meet the new rural standards in 2018, meeting 19/19 criteria, and are completing the verification and assessment steps. Up to now, the whole province has 181/431 communes recognized as meeting the new rural standards, accounting for 42% of the total number of communes.

The cultural and social fields also achieved many important results, in which in 9 months jobs were created for about 30,375 workers, reaching 81% of the plan, of which 9,638 workers were exported, reaching 71% of the plan.

Party building and political system building work has always received attention, been implemented synchronously and had many innovations in the fields of propaganda, organization, mass mobilization, inspection - supervision, and internal affairs.

At the meeting, leaders of districts, cities and town Party Committees highly agreed with the results achieved by the province in the first 9 months of the year; at the same time, proposed a number of issues such as: administrative reform (AR) in handling procedures of investors; organization of grassroots apparatus; infrastructure construction, new rural construction;...

Leaders of some departments and branches of the province also responded and clarified the recommendations and opinions from the grassroots. Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai requested localities to focus on supporting investors such as site clearance work... so that registered projects can be implemented soon; focus on directing to minimize the number of completed projects that have not been settled; work with related branches to effectively implement budget collection (excluding land fees) to ensure growth targets...

Concluding the meeting, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation assessed that in general, in the first 9 months of the year, all socio-economic targets met the set plan.

Assessing the substance of grassroots Party organizations

Regarding the tasks of the fourth quarter of 2018, regarding the Party building work, Provincial Party Secretary Nguyen Dac Vinh assessed the implementation of the Project on reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province in the period of 2018 - 2021 and the following years. At the provincial level, specialized agencies have tried and actively implemented it, while noting that similar implementations in all localities need specific instructions for simultaneous implementation, avoiding districts carrying out individual procedures. Secretary Nguyen Dac Vinh also requested that district, city and town Party Committees assign Party Committee offices to coordinate with specialized departments and offices to regularly review, periodically inspect and control the progress of implementing resolutions and directives; at the same time, focus on thoroughly grasping new viewpoints on personnel work in Resolution 7 of the Central Committee (12th tenure) for good implementation.

In conjunction with the work of evaluating, classifying, summarizing, and rewarding organizations and individuals at the end of the year, comrade Nguyen Dac Vinh also noted the need to evaluate the grassroots Party organizations in a substantial and good manner. From there, measures will be taken to improve the quality of the political system at the grassroots level, focusing on improving the quality of the staff.

According to Regulation No. 132 - QD/TW of the Politburo on annual quality review and assessment of collectives and individuals in the political system, the number of collectives and individuals classified as "Excellently completing tasks" must not exceed 20% of the number classified as "Goodly completing tasks". The Provincial Party Secretary noted that localities, departments and branches should thoroughly grasp and implement this policy.

Regarding administrative reform, Secretary Nguyen Dac Vinh requested that not only the provincial level but also the district level must perform well; at the same time, he noted that the reception and settlement of procedures at the one-stop shop must be carried out equally, according to procedural order, and avoid individual settlement as much as possible. The Provincial Party Secretary also requested the Department of Home Affairs to study and advise the Provincial People's Committee to further reform administration, including better handling of procedures for investors.

Maintain growth momentum, fight against debt and tax losses

Regarding socio-economic issues, first of all in the agricultural sector, the Provincial Party Secretary requested that in the fourth quarter, solutions be focused on to maintain the growth momentum as in the first three quarters of the year.

Localities also need to evaluate and survey the prospects of communes reaching the new rural target in 2019 and 2020 to have an implementation plan and must ensure reaching the target without causing outstanding debts. Meanwhile, mountainous districts need to focus on building villages and hamlets that meet new rural standards. The Department of Agriculture and Rural Development advises the Provincial People's Committee on policies to support the policy of building new rural villages and hamlets.

In addition, comrade Nguyen Dac Vinh also noted that the district level continues to coordinate well with the province to effectively carry out site clearance and develop industrial infrastructure for projects called for by the province; at the same time, proactively call for investment in smaller projects such as garment, leather, agricultural investment, etc. in the locality.

In the last 3 months of the year, Secretary Nguyen Dac Vinh requested to do a good job in budget collection, especially in fighting against arrears and tax losses; and budget expenditures must be implemented in the spirit of quick resolution, ensuring strictness, thrift and efficiency, in which priority is given to investment expenditure for development, counterpart funds for key programs, and overcoming the consequences of damage caused by storms and floods.

"Unless absolutely necessary, we should invest in headquarters at this time, as these projects have not yet shown much effectiveness," the Provincial Party Secretary noted.

In the fourth quarter, the Provincial Party Secretary also requested effective implementation of public investment capital disbursement; support the education sector to complete the school year successfully; have solutions to prevent smuggling and trade fraud, especially before and after Tet; care for the poor; continue to ensure national defense and security stability in a proactive spirit, not being subjective; resolutely fight against drug abuse.
