List of centralized purchasing assets and assignment of purchasing units in Nghe An province
Nghe An Provincial People's Committee has just issued a Decision on the List of centrally purchased assets and assigned centralized purchasing units in Nghe An province.
Accordingly, the list of assets to be purchased centrally in Nghe An province includes:
a) Laptop;
b) Desktop computers (including UPS);
c) Printer;
d) Photocopier;
d) Projector;
e) Working desks and chairs;
g) Auditorium tables and chairs;
h) Teachers' and students' desks and chairs (except for preschool level);
i) Document cabinets;

For the purchase of chemicals, testing supplies, and medical equipment, the Provincial People's Committee will issue a separate Decision.
Centralized procurement of assets specified in Clause 3, Article 67, Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government, amended and supplemented in Clause 49, Article 1, Decree No. 114/2024/ND-CP dated September 15, 2024 of the Government and specialized assets decided by competent authorities shall not apply.
For career development funds, revenue from providing public career services that do not use the state budget and other service activities of public career units that self-insure regular and investment expenses, public career units that self-insure regular expenses: Centralized purchasing is not applicable (except in cases where the unit has a need).

Assign Nghe An Financial Support and Consulting Center (a public service unit under Nghe An Department of Finance) to perform the following tasks:
Conduct centralized purchasing of asset categories specified in Clause 1, Article 1 of this Decision.
Conduct centralized asset procurement for agencies, organizations, and units under the province's management for assets on the list of goods and services subject to national centralized procurement, except for drugs, medical equipment, and testing supplies specified in Clause 50, Article 1, Decree No. 114/2024/ND-CP dated September 15, 2024 of the Government.
Centralized shopping registration time:
Based on the scope of the assigned budget estimate and the permitted funding source, agencies, organizations and units that need to purchase assets in the list of centralized procurement assets specified in Clause 1, Article 1 of this Decision with a total estimated value of 300 million VND or more and assets in the list of goods and services subject to national centralized procurement shall prepare a centralized procurement registration document and send it to the superior management agency (focal unit) for synthesis and sending it to the centralized procurement unit of the province before March 31 every year.
Agencies and units that need to purchase assets in the list of centralized procurement assets with a total estimated value of less than 300 million VND are encouraged to register for centralized procurement according to regulations. Agencies, organizations and units are responsible for registering their asset procurement needs.
In case the prescribed deadline has passed and the agency, organization or unit has not submitted a request for centralized procurement of assets for which the budget for procurement has been assigned and which are in the list of centrally procured assets, it will not be allowed to purchase those assets.
In case there is a need to purchase assets on the list of centralized procurement outside the budget assigned at the beginning of the year and the competent authority or person has approved the additional procurement budget but the deadline for synthesizing the centralized procurement needs has expired, the agency, organization or unit with the need to purchase shall report to the competent authority or person deciding on the procurement for consideration and decision to assign the agency, organization or unit with the need for assets to organize the procurement in accordance with the provisions of the law on bidding.
Responsibilities of agencies, organizations and units:
The Department of Finance and the Nghe An Financial Support and Consulting Center, based on their assigned functions and tasks, are responsible for guiding agencies, organizations and units to implement centralized purchasing in accordance with the provisions of law.
The provincial centralized purchasing unit shall, based on current legal regulations and registration of agencies, organizations, and localities, organize timely purchasing to serve professional activities effectively and economically.
Agencies, organizations and units shall, based on current legal provisions and assigned tasks, develop a list of assets, usage features, technical configurations and estimates of machinery and equipment according to the professional needs of their units and submit them to the direct superior management agency according to the hierarchy for approval of tasks and procurement estimates or appraisal and submission to the competent authority for approval of tasks and procurement estimates (if exceeding authority), and at the same time be responsible for the accuracy.belong to asset portfolio,technical configuration and procurement estimateof that machinery and equipment.
This Decision comes into force from the date of signing (April 14, 2025).
