List of deputy ministers transferred to localities

44 cadres were transferred in the first phase according to the decision of the Politburo and the Secretariat. Among them are 25 Deputy Secretaries of Provincial and Municipal Party Committees; 19 Vice Chairmen of Provincial and Municipal People's Committees. There are 2 members of the Party Central Committee, 19 Deputy Ministers and equivalent, 25 Department Directors, Division Directors and equivalent, and 3 female cadres.

All of the transferred cadres are in the planning for key leadership positions in central agencies and units, including 22 cadres planned for the position of Central Party Committee member for the 2016-2021 term and subsequent terms.

Below is a list of some of the deputy ministers rotated this time:

Mr. Nguyen Thanh Nghi: Deputy Secretary of Kien Giang Provincial Party Committee

Year of birth: 1976.

Position before transfer: Deputy Minister of Construction; alternate member of the Party Central Committee.

Mr. Nguyen Thanh Nghi defended his doctoral thesis in Civil Engineering at George Washington University (USA). Before being appointed Deputy Minister of Construction, he was Vice Principal of Ho Chi Minh City University of Architecture.

Mr. Tran Van Son: Deputy Secretary of Dien Bien Provincial Party Committee

Year of birth: 1961.

Position before transfer: Deputy Minister of Construction.

Professional qualification: Construction Economics Engineer.

Mr. Tran Van Son is from Hai Hau district, Nam Dinh province.

Before being appointed Deputy Minister of Construction in February 2009, Mr. Son was Chairman of the Board of Directors and General Director of Bach Dang Construction Corporation.

Mr. Dang The Vinh: Deputy Secretary of Hau Giang Provincial Party Committee

Year of birth: 1963.

Position before rotation: Deputy Chairman of the National Assembly Economic Committee.

Professional qualifications: Master of International Commercial Law.

Mr. Dang The Vinh is from Gia Lam, Hanoi.

He is currently a National Assembly delegate of Long An delegation.

Mr. Nguyen Huu Tu: Deputy Secretary of Binh Duong Provincial Party Committee

Position before transfer: Deputy Chief of Office of the Party Central Committee.

Mr. Nguyen Huu Tu used to work at the Economic Department, Office of the Central Party Committee.

Mr. Le Thanh Long: Deputy Secretary of Ha Tinh Provincial Party Committee

Year of birth: 1963.

Position before transfer: Deputy Minister of Justice.

Mr. Le Thanh Long is a Doctor of Law, from Quang Xuong, Thanh Hoa.

He was appointed to the position of Deputy Minister of Justice since October 2011.

Previously, Mr. Long was Director of the Department of General Issues on Lawmaking.

Mr. Le Quang Huy: Deputy Secretary of Nghe An Provincial Party Committee

Year of birth: 1966.

Position before rotation: Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment (deputy minister rank).

Mr. Le Quang Huy is from Hoai Duc, Hanoi.

Professional qualifications are Master of Information Technology, Civil Engineering.

He is a National Assembly delegate of the 12th and 13th terms of the Bac Lieu provincial delegation.

Mr. Phan Van Mai: Deputy Secretary of Ben Tre Provincial Party Committee

Year of birth: 1973.

Position before transfer: Standing Secretary of the Central Youth Union.

Professional qualifications: Master of Economics, Bachelor of Foreign Languages.

Mr. Pham Van Mai is from Giong Trom, Ben Tre.

Before being Secretary of the Central Executive Committee of the Youth Union, Mr. Mai was Secretary of the Ben Tre Provincial Youth Union.

Mr. Duong Van An: Deputy Secretary of Binh Thuan Provincial Party Committee

Year of birth: 1971.

Position before transfer: Secretary of Central Youth Union.

Qualification: Bachelor of Science.

Mr. Duong Van An is from Phu Vang district, Thua Thien - Hue.

From January 2012 to present, he is Secretary of the Central Committee of the Youth Union, Permanent Deputy Chairman of the National Committee on Vietnamese Youth.

Previously, Mr. An was Secretary of Thua Thien - Hue Provincial Youth Union.

Position before transfer: Secretary of Central Youth Union.

Ms. Nguyen Thi Ha is from Nghi Xuan district, Ha Tinh province.

From August 2009 to present, she is Secretary of the Central Youth Union Executive Committee, Chairwoman of the Central Council of the Young Pioneers, Head of the Central Youth Union's Children's Work Committee, member of the Central Executive Committee of the Vietnam Women's Union, and Permanent Vice Chairwoman of the Central Youth Union's Scientific Council.

Mr. Son Minh Thang: Deputy Secretary of Soc Trang Provincial Party Committee

Year of birth: 1960.

Position before transfer: Member of the Party Central Committee, Deputy Head of the Ethnic Committee.

Mr. Son Minh Thang was appointed as Deputy Chairman of the Ethnic Committee since July 2011.

Mr. Thang is from Tra Vinh.

He used to hold the position of Vice Chairman of Tra Vinh Provincial People's Council.

Ms. Nguyen Thi Thu Ha: Deputy Secretary of Vinh Long Provincial Party Committee

Position before transfer: Vice President of Vietnam Women's Union

Ms. Nguyen Thi Xuan Thu: Deputy Secretary of Thanh Hoa Provincial Party Committee

Position before rotation: Deputy Minister of Agriculture and Rural Development

Ms. Nguyen Thi Xuan Thu was appointed Deputy Minister in June 2010.

Previously, she was Director of Aquaculture Research Institute III.

Mr. Pham Gia Tuc: Deputy Secretary of Can Tho City Party Committee

Position before transfer: Vice President of Vietnam Chamber of Commerce and Industry (VCCI).

Mr. Le Hong Quang: Deputy Secretary of Tien Giang Provincial Party Committee

Year of birth: 1968.

Position before transfer: Deputy Chief Justice of the Supreme People's Court.

Professional qualification: Master of International Commercial Law.

Mr. Le Hong Quang is from Kien Giang.

He was appointed as a judge of the Supreme People's Court in May 2003.

In January 2014, he was appointed Deputy Chief Justice of the Supreme People's Court.

Mr. Quang is currently Editor-in-Chief of TAND magazine.

Mr. Le Minh Khai: Deputy Secretary of Bac Lieu Provincial Party Committee

Year of birth: 1964.

Position before transfer: Deputy State Auditor General.

Education: Master of Economics.

Mr. Le Minh Khai is from Phuoc Long, Bac Lieu. He was appointed to the position of Deputy State Auditor General in March 2007.

Mr. Nguyen Hoang Hiep: Deputy Secretary of Bac Kan Provincial Party Committee

Position before transfer: Vice Chairman of the National Traffic Safety Committee, Ministry of Transport.
