Training high-tech workers: Need to balance training and use

By the end of 2011, the province had 62 vocational training establishments, including 3 universities, 8 colleges, 14 vocational secondary schools, 33 vocational training centers and 4 other establishments providing vocational training. This is the result achieved by the province after many years of efforts to build Nghe An into a high-quality training center of the country. Thanks to that, the vocational training structure has been transformed and expanded to ensure better compliance with the requirements of the labor market. Some occupations have initially met the socio-economic development of the province and the needs of using technical labor from other provinces and exporting labor. Also on the basis of developing and upgrading the vocational training system and investing in increasing training capacity, by the end of 2011, there were 13,500 digital workers trained at intermediate and college levels, an increase of nearly 2.5 times compared to 2005.

The good news is that among graduates, the rate of people finding jobs is nearly 95% and up to 15,000 people go to work abroad. Schools such as Vietnam - Korea Technical Vocational College, Viet Duc Technical Vocational College, Vinh Technical Pedagogical University... have for many years become "red addresses" for foreign companies and industrial processing zones when there is a need to recruit workers. Many courses, students have just graduated and companies have come to recruit right at the school.
The above results show that Nghe An's labor potential and potential to become a highly skilled labor market are very large, and this is also an opportunity for us to solve the current unemployment problem. However, the current training results of highly skilled workers in the province have only reached 80.58% of the set target, while 5/9 occupational groups have not met the target, including: agricultural engineering, information technology, construction, small-scale industry, and mechanics. In addition, some technical labor sectors in cement, construction materials, hydropower, beer, large-scale livestock farming and milk processing, which are needed to meet the socio-economic development requirements of the province as well as the labor market, have not received attention from schools. Currently, most training institutions still focus on training according to the capacity of the institution without focusing on training according to market needs, the training level structure is not suitable, there is an imbalance between college and intermediate vocational training and primary vocational training. In addition, the training program for technical workers is slow to innovate to adapt to technology and production reality, the program content is heavy on theory, and practical skills are limited.
According to the representative of the Department of Labor, War Invalids and Social Affairs, the reason for this inadequacy is that in recent years, the forecast of training targets has not been consistent with reality, leading to a situation of surplus and shortage of industries. Training is also difficult to achieve high quality because the facilities and equipment of some vocational training institutions are not suitable and synchronous to keep up with the development of science and technology and the demands of the labor market. In addition, vocational training for high-tech workers has not attracted many students because the majority of young people who have graduated from junior high school still have a mentality of being fond of degrees, few people choose to study vocational training, so recruiting students right from the start has encountered many difficulties.
Furthermore, because the coordination relationship in providing information on labor supply and demand and the training and employment of technical workers between vocational training institutions and enterprises is not yet synchronous and effective, many people are still afraid of not being able to find a job after studying. Particularly in Nghe An labor market, job opportunities in industrial parks are still difficult because enterprises are not interested in high-tech workers, the majority of job opportunities for graduates are in the southern provinces.
Faced with the above reality, to ensure the shift of labor structure in the whole province towards reducing labor in the agriculture, forestry and fishery sectors and gradually increasing labor in the industry, construction and services sectors, the province has proposed many tasks and solutions for the coming time. In particular, with the target of 416,000 trained workers by 2015, of which 85,000 are technical workers with intermediate vocational and college level, focusing on capacity building, expanding scale, and improving training quality.
It is expected that by 2015, the whole province will have 70 vocational training facilities, developing training facilities in the direction of socialization, giving priority to encouraging enterprises and economic groups to build training facilities in a number of fields such as oil and gas, electronics, telecommunications, hydroelectric plant operation, large-scale livestock farming and milk processing; arranging land funds to meet the required area for schools, planning expansion to ensure that schools can upgrade to vocational colleges; coordinating with enterprises, production facilities, and production linkages to use technological equipment in teaching and practicing small-scale industrial technical workers...
To make workers feel secure when choosing a career, the province needs to have many solutions to improve the efficiency of using technical workers after training, including promoting the development of the Southeast economic zone, concentrated industrial parks, industrial clusters in regions, districts and cities to attract workers; determining the labor needs to supplement specific occupations to develop annual enrollment plans, ensuring a balance between training and use.
