(Baonghean) - The Charter of the Communist Party of Vietnam (11th tenure) in Chapter X, Article 44 states: The Ho Chi Minh Communist Youth Union is the Party's trusted reserve force, regularly supplementing young forces for the Party.

The book “History of the Ho Chi Minh Communist Youth Union and the Nghe An Youth Movement” (published in 2001) in the last pages affirms: “The Nghe An Youth Union is an abundant source of cadres for all levels of the Party, government, organizations, professional sectors, and armed forces. Many middle and high-ranking managers in the province and the whole country started out as cadres of the Nghe An Youth Union”.

The 76-year history of the Ho Chi Minh Communist Youth Union of Nghe An province, especially the last 30 years, has proven the above.

Up to now, we have not had a complete statistics of the number of Youth Union cadres from district to provincial level who have matured and held key leadership positions in the district and provincial political system. Therefore, within the scope of this article, we would like to mention some typical Youth Union cadres at provincial level.

During the revolutionary movement of the period 1936 - 1939, the Nghe An Democratic Youth Union was established. Comrade Nguyen Nhat Tan - also known as Sieu Hai, as Secretary, was not only a person with great merit in restoring the Union organization, but also a political and cultural theorist of the Party.

At just over 20 years old, he was the author of “The Disaster of War and the Problem of Indochina Defense” - a valuable political theory work. He was a key writer, representing the Party’s cultural and artistic viewpoint in the war of words between the art for life and art for art’s sake. Arrested, imprisoned, and brutally tortured, Comrade Sieu Hai passed away due to serious illness on August 23, 1939, at the age of 24.

After comrades Tran Van Binh, Cao Ngoc Tho, Van Ba ​​Kiem, comrade Chu Manh at the age of 25 was the Secretary of Nghe An Provincial Youth Union. Having matured in practice, he was assigned the important responsibility of Chairman of the Provincial People's Committee. Before retiring, he was Deputy Minister of Agriculture. After that, comrade Le Van Muu was the Secretary of the Provincial Youth Union for a period of time and was assigned to the position of Vice Chairman of the Provincial People's Committee. From 1961 to present, many leading cadres of Nghe An Provincial Youth Union were mobilized to take up tasks at the Central Youth Union and the Central Party Organization Committee.

They are comrades Hoang Dinh Song, Pham Ba Sum, Ho Dinh Tu, Phung Ngoc Hung, Nguyen Dinh Phu, Hoang Trong Hung, Tran Thi Huong... From the title of specialist, they have strived to use all their capacity to complete the assigned tasks well and after a while were assigned the positions: Head of the Central Youth Union, Head of the Central Organizing Committee, Chief of the Office of the Central Organizing Committee, Central Mass Mobilization Committee, Vice President of the Presidium of the Vietnam Women's Union.

Besides the comrades who were transferred to the Central Government, many comrades were trained and tested in practice, and were assigned to leadership positions in the sectors, the Provincial People's Committee, and the Provincial Party Committee. Comrade Nguyen Thi Minh De is the Head of the Provincial Emulation Committee, Comrade Tran Thanh is the Deputy Director of the Department of Culture and Sports of Nghe Tinh. Comrades Bui Nguyen Hai, Nguyen Thi Minh Chau, Nguyen Huu Ban are members of the Provincial Party Committee Standing Committee, Heads of the Mass Mobilization Committee, the Organization Committee, and Chairman of the Provincial Party Committee's Inspection Committee...

From 1995 to now, the process of national and homeland renovation requires creating conditions for young cadres in general, and Youth Union cadres in particular, to promote their capacity, contribute and grow. This is the time when many leaders of Nghe An Provincial Youth Union were transferred to hold the positions of Secretary, Deputy Secretary of District Party Committee, Chairman, Vice Chairman of District People's Committee. According to incomplete statistics, there have been more than 20 comrades transferred and rotated like that.

Another direction of training and development is that many key cadres of the Provincial Youth Union are transferred to unions and socio-economic sectors at the provincial level. Currently, there are 7 comrades working as department directors and equivalent, 4 comrades are deputy department directors and equivalent, 4 comrades are members of the Provincial Party Standing Committee, 1 comrade is the Standing Deputy Secretary, Chairman of the Provincial People's Council, 7 comrades are deputy heads of the Provincial Party Committee, heads and deputy heads of the Provincial People's Council. Notably, there is one comrade who is an alternate member of the 12th Party Central Committee.

With the efforts of each comrade, and the conditions and environment for training and testing, most of them have basically affirmed their qualities and abilities. Since then, many comrades have been considered, arranged and promoted to take on higher positions in the Party apparatus, government and provincial organizations.

Youth Union cadres in general are a part of the young cadre force, which is the source for a new generation of cadres to supplement and inherit the previous generations of cadres. If 40-50 years ago, Youth Union cadres mainly matured from the grassroots, from practical activities of the Youth Union and youth movements, today Youth Union cadres have received quite basic training and experienced practical work of the Youth Union, they have more conditions to mature more quickly. Youth Union cadres, in any period, are likened to a multi-purpose knife. This characteristic allows Youth Union cadres to have many directions and many fields to develop.

From the above reality, we can be proud and trust the young generation in general, and the current generation of Youth Union cadres in particular. And more importantly, it is time to conduct a summary of the work of cadres from Youth Union cadres, at each commune, ward, base to district and province. Through the summary, the work of cadres in general and the work of cadres from training resources to using resources and developing resources will achieve better results. Only with a team of successor cadres with qualities and abilities can we have strong internal resources to bring our province up quickly and sustainably.

President Ho Chi Minh advised: "Training the next generation of revolutionaries is a very important and necessary task" (President Ho Chi Minh's Testament - Ho Chi Minh Complete Works; volume 12, page 510).

Our Party has determined that Party building is a key task. Cadre work is the key of the key. Training and cultivating cadres from Youth Union cadres is to nurture the core for the next generation of revolutionaries. Training and cultivating cadres from Youth Union cadres is a major task in the key of the key task.

On the occasion of the 86th anniversary of the founding of the Ho Chi Minh Communist Youth Union, we are proud of the glorious history of the Union, and remind the Union cadres who are worthy of being "the Party's reliable reserve force" and will be even more worthy in the period of development and integration of the country and homeland.
