Vocational training needs to avoid 'jobs that don't have people, jobs that don't have people'

STRENGTHENING INSPECTION AND SUPERVISION

At the discussion session, delegates highly agreed with the assessment of the province's socio-economic situation in the first 6 months of the year such as: growth rate, budget revenue, especially investment attraction achieved in more difficult than favorable conditions.

However, the delegates also raised many recommendations and solutions based on the practical situation to promote the results of implementing the tasks in the last 6 months of the year. Secretary of the Party Committee of the Provincial Agencies Bloc Nguyen Thi Kim Chi - Delegation of Cua Lo town said that it is necessary to strengthen inspection, supervision, and disciplinary action against officials, civil servants, and state agencies if violations are discovered.

Citing the recent fact that a number of cadres, party members, experts and employees have been prosecuted, delegate Nguyen Thi Kim Chi said that this is sad but very necessary because in reality, although not all, there are still agencies that have not shown interaction and coordination; that causes the system to be delayed in carrying out common tasks and common work.

Emphasizing the need to frankly acknowledge public service ethics through satisfaction measures, indexes, and feedback from people and businesses, the representative of Cua Lo town stated: We must change ourselves and we must review ourselves. If the recent handling of cases is not enough of a deterrent, we must continue to implement it more strongly in the coming time.

Only then, with the mechanisms and policies of the Central Government and the Government for the province; the drastic direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, can we take steps and achieve better results in the coming time, meeting the expectations of the people and the desires of businesses.

Delegate Nguyen Thi Kim Chi also gave her comments on the draft resolution regulating support policies for preschool teachers who have signed labor contracts according to Decree 06/2018 of the Government and Joint Circular No. 09/2013 of the Ministry of Education and Training - Ministry of Finance - Ministry of Home Affairs; the draft resolution on strengthening training and human resource development in Nghe An province.

In particular, regarding the draft resolution on policies to support preschool teachers, delegates stated that this is an extremely necessary resolution, hoping that delegates will agree to pass it at this Session. If the resolution is issued, delegates also emphasized that it is very important that the three departments: Home Affairs, Education and Training, and Finance actively work with localities to reserve annual staffing for this group, so that by 2025, along with many other solutions, these teachers will be recruited into civil servants.

Regarding the draft Resolution on strengthening training and human resource development in Nghe An province, delegate Nguyen Thi Kim Chi said that it was still a bit general, while this was a very urgent need. Accordingly, the delegate suggested that there should be stronger policies, such as: support mechanisms for capital and employment; mechanisms for workers and businesses to work closely together to provide vocational training with recruitment addresses; avoiding general training, which leads to "there are no people when there is a need, and no people when there is a need".

PROPOSAL OF 3 SOLUTIONS TO SPEED UP THE DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL

Coming from the Thai Hoa Town Delegation, delegate Pham Tuan Vinh - Secretary of Thai Hoa Town Party Committee expressed his opinion that the disbursement of public investment capital in the first 6 months of the year was slower than the same period.

According to the delegate, there are 3 reasons: 2022 is the first year of implementing the contents of the medium-term public investment plan for the period 2021-2025, so the workload of implementing public investment projects is very large, leading to overload from localities to departments and branches; at the same time, the high price of raw materials affects the progress of project preparation, approval, as well as the commencement of construction works; the capacity, quality, and quantity of staff working in project management have not met the requirements set out in the current period.

According to delegate Pham Tuan Vinh, in the coming time, to accelerate the disbursement plan for public investment capital: In addition to the initiative of investors, it is recommended that departments, branches and sectors pay attention to coordinating with investors in the process of establishing, appraising and approving public investment projects. The departments of Finance and Construction need to regularly update the price of raw materials and promptly notify to facilitate the approval process of projects.

In particular, according to delegate Pham Tuan Vinh, it is necessary to build a project management board apparatus for localities, departments and branches that can truly meet the requirements of the task. Regarding this issue, the delegate from Thai Hoa suggested that the Department of Home Affairs advise the Provincial People's Committee to issue specific instructions on granting autonomy to local project management boards.

“As for the autonomy in staffing, we are very confused because there is no guidance. The district-level People's Committee does not have enough authority to assign staffing to project management boards, but must be assigned by the province,” said delegate Pham Tuan Vinh, urging the province to provide guidance soon because in reality, each district and locality is doing it differently. Meanwhile, to do well in public investment and disbursement of public investment capital, the apparatus must be strong and the work must be secure.

Regarding the work, planning and implementation of urban projects in the province, delegate Pham Tuan Vinh said that the projects change the face of the city, meeting the needs of the people, however, he suggested that relevant parties should speed up the issuance of land use right certificates in urban areas because it is currently slow; at the same time, the delegate also suggested that there should be a definite viewpoint on whether or not it is possible to merge plots of land in urban areas because currently there are places where it is possible and places where it is not.

Regarding solutions in the coming time, Provincial People's Council delegate Le Hong Son - Chairman of Nam Dan District People's Committee requested the Provincial People's Committee to study and have solutions to support farmers in the context of increasing prices of agricultural materials, while agriculture is a very important field.

Venerable Thich Tho Lac - delegate of Vinh City also expressed his opinion on promoting the development of spiritual and cultural eco-tourism; cremation projects and enhancing the role of religions in moral education.

Also at the discussion session, the delegates' opinions also mentioned opinions on many other contents such as: having solutions to solve the current shortage of human resources in the tourism industry; gender imbalance; creating a useful and safe playground for students during the summer, avoiding drowning; accompanying the grassroots more closely in solving the problem of redundant staff after merging communes; handling oversized and overloaded vehicles; supporting cement for new rural construction needs to be more timely;...
