Training high quality human resources in Vietnam
The signing ceremony of the memorandum of understanding (MOU) between the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Education and Training, the Ministry of Industry and Trade and the Japan Business Association in Vietnam on cooperation in human resource training (MOU), was held on the afternoon of August 13, in Hanoi.

This is an activity within the framework of the "Vietnam-Japan Joint Initiative" phase 5. Deputy Prime Minister Nguyen Thien Nhan; Secretary of the Japanese Embassy in Vietnam Sturuya Yoko witnessed the signing ceremony.
Speaking at the ceremony, Deputy Prime Minister Nguyen Thien Nhan emphasized: The signing ceremony of the cooperation agreement between Vietnamese ministries and the Japan Business Association is an important event of practical significance on the occasion of the 40th anniversary of Vietnam-Japan relations.
Affirming that Japan has been a strategic partner of Vietnam for many years, Deputy Prime Minister Nguyen Thien Nhan hopes that in the coming time, the two sides will continue to cooperate in many fields, not only in economics and politics but also in culture, education, science and technology...
Deputy Prime Minister Nguyen Thien Nhan stated: Japan's strength in science and technology will be promoted in Vietnam because Vietnamese human resources are guaranteed to meet the needs of Japanese enterprises in terms of both quantity and quality. "Foreign enterprises, including Japanese ones, must succeed in Vietnam. Your success is Vietnam's success," Deputy Prime Minister Nguyen Thien Nhan emphasized.
Deputy Prime Minister Nguyen Thien Nhan proposed that the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Education and Training, the Ministry of Industry and Trade and the Japanese Business Association in Vietnam hold regular meetings every six months to report to the Government on the process of cooperation in human resource training.
The signing of the MOU is to form a basis for cooperation between the parties involved in providing a workforce that meets both quality and quantity requirements in Vietnam; promoting investment by Japanese enterprises in Vietnam; and improving the investment environment.
The MOU also clearly defines the roles and responsibilities of the signatories to effectively carry out activities to achieve the above goals. The areas of human resource training include: enhancing learning opportunities from Japan as well as Japanese "production activities" in Vietnam (school education); creating job opportunities for Vietnamese workers who wish to work in Japanese enterprises (employment support); promoting the desire to improve the skills of Vietnamese workers (on-the-job training: including both unskilled and skilled workers); enhancing learning opportunities about Japanese management models in Vietnam (management training).
The MOU implementation period is determined in parallel with the period of phase 5 of the “Vietnam-Japan Joint Initiative,” from July 2013 to December 2014./.
