Land specialized in wet rice cultivation is supported by the State budget with 1 million VND/ha/year.

According to Decree 35/2015/ND-CP on management and use of rice-growing land recently issued by the Government, the State budget will support localities producing rice with 1 million VND/ha/year for land specializing in wet rice cultivation.

Specifically, based on the rice-growing land area, the state budget prioritizes supporting rice production for localities (including investment and regular expenditures) through the state budget allocation norms decided by competent authorities according to the provisions of the State Budget Law.

In addition to support from the state budget according to current regulations, rice-producing localities also receive state budget support of 1 million VND/ha/year for land specializing in wet rice cultivation; support of 500,000 VND/ha/year for other rice-growing land, except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice cultivation.

The supported rice-growing land area is determined according to land statistics of provinces and centrally-run cities announced by the Ministry of Natural Resources and Environment of the year immediately preceding the year of budget allocation.

Regarding support for land reclamation and improvement of rice cultivation land, the State budget supports localities producing rice with 10 million VND/ha of rice cultivation land, except for upland rice cultivation land reclaimed from unused land or restored from abandoned land. In cases where there are many different regulations, the principle applies that each piece of land is supported only once, the level of support is decided by the Provincial People's Committee. Support of 5 million VND/ha of land specializing in wet rice cultivation converted from single-crop rice cultivation land or land for growing other crops according to the planning and plan for rice cultivation land use.

Regarding sources and support mechanisms, for localities receiving additional balance from the central budget and Quang Ngai province, 100% of the funding will be supported; for localities regulating revenue sharing to the central budget of less than 50%, 50% of the funding will be supported; the remaining localities will use the local budget for implementation.

3 conditions for converting from rice cultivation to annual crop cultivation

The Decree also specifically stipulates 3 conditions for converting from rice cultivation to annual crop cultivation or rice cultivation combined with aquaculture:

1- Do not destroy suitable conditions for re-growing rice: Do not deform the ground, do not pollute or degrade rice-growing land; do not damage traffic works and irrigation works serving rice cultivation.

2- In accordance with the plan to convert crop structure from rice cultivation to annual crop cultivation or rice cultivation combined with aquaculture on rice-growing land at the commune level.

3- In case of rice cultivation combined with aquaculture, it is allowed to use a maximum of 20% of the rice-growing land area to lower the land area for aquaculture, but the land area can be restored when converted back to rice cultivation.

Land users register to convert crop structure on rice-growing land with the People's Committee at the commune level. The People's Committee at the commune level considers compliance with the prescribed conditions when receiving the registration and keeps statistics on the use of rice-growing land.

Rice-growing land that has converted its crop structure to meet the above regulations is still counted as rice-growing land, except for the rice-growing land area that has been completely converted to annual crop cultivation or aquaculture.

The Decree takes effect from July 1, 2015.
