1937 (Year of the Ox)

In March and September 1937, the Central Committee held conferences to draw lessons on the Party's organizational work. On March 26, 1937, the Central Committee published a book on "the Party's new organizational policy", affirming: "New circumstances and new tasks require our Party to have a new political path, and the new political path requires a new organizational path." From then on, the Party's organizations were consolidated and developed, some of the Party's activities were made public, semi-public, and legal, organizing mass struggles against colonial reactionaries and their lackeys, expanding the movement to fight for people's livelihood and democracy; electing a number of people to run for election to the House of Representatives, district councils, and city councils. The September 1937 Central Committee plenary conference added comrade Nguyen Van Cu to the Central Standing Committee.

1949 (Year of the Ox)

To promote the all-people, comprehensive resistance war in the second phase, the Party Central Committee convened the sixth Central Cadre Conference from January 14 to 18, 1949 in Viet Bac to "review the past year, assess the current situation, assess the tasks and the path ahead to prepare for a general counter-offensive, and gain final victory". The Party set out the following tasks: actively train and boldly promote cadres; open training courses to improve the political and theoretical level of Party members; promote the movement to build self-working Party cells; strongly develop the Party nationwide, especially in the South and South Central regions; build Party organizations in Laos and Cambodia; strive to build and develop Party bases in areas temporarily occupied by the enemy, especially in urban areas and ethnic minority areas...

On May 31, 1949, the Party Central Committee issued a Directive to build widespread Party bases, especially in large cities and important strategic and economic areas. To continue to promote the work in enemy-controlled areas and launch a general counterattack in all three free, temporarily occupied and disputed areas, on September 20, 1949, the Inter-Zone Committee of Zone III convened a Party Conference for the entire Zone to review the work, discuss and pass a resolution on Party building work in enemy-controlled areas.

The resolution sets out specific tasks: Building bases in associations; developing strongly in cities and towns, focusing on enterprises, especially the working class; emphasizing the consolidation work, focusing on training and maintaining automatic party cells; simplifying the apparatus, working methods oriented towards practical work; training, practicing and taking care of the lives of cadres; educating on the awareness of keeping secrets, and guarding against spies.

1961 (Year of the Ox)

In the North, the organizational work focused on serving the implementation of the first 5-year state plan, carrying out major campaigns: Building grassroots party cells and party committees according to the requirements of "4 goods" (good production, good fighting; good policy implementation; good mass work and good Party consolidation) associated with campaigns to improve cooperative management, improve enterprise management, "three builds, three fights" (build: raise sense of responsibility, strengthen financial management, improve techniques; fight: embezzlement, waste, bureaucracy); Providing human and material resources for the Southern revolution and carrying out international missions, contributing to the creation of many patriotic and socialist emulation movements such as: striving to achieve the title of "socialist labor team", studying and competing with advanced models: "Duyen Hai waves" (in industry), "Dai Phong wind" (in agriculture), "Ba Nhat flag" (in the army), "Bac Ly drum" (in the education sector)... Paying attention to the work of protecting internal politics, educating cadres and party members to raise the spirit of revolutionary vigilance, fighting against the plots and sabotage tricks of hostile forces that take advantage of our difficulties, shortcomings and weaknesses to cause division and factions to oppose the Party.

In the South, after the Dong Khoi movement in 1960, the revolution entered a new phase. The Central Office for Southern Vietnam was re-established according to the Resolution of the Party Central Committee on January 23, 1961 to directly lead the revolution in the South, gradually defeating the "special war" strategy, the "local war" strategy and the "Vietnamization of the war" strategy.

1973 (Year of the Ox)

On February 20, 1973, the Politburo issued Resolution No. 225-NQ/TW "on personnel work in the new period". The Resolution clearly stated that personnel work must be closely linked to the rectification and consolidation of the organization, on the basis of building the organization, promoting the strength of the organization to do well the personnel work. It is necessary to clearly define the functions, tasks, nature of work, organizational structure, standards of work, responsibility regime of the collective and each individual, thereby training, fostering, arranging and assigning appropriate personnel.

Party committees in sectors, central agencies and local party committees continue to expand the implementation of Directive No. 192-CT/TW of the Central Party Secretariat on removing unqualified party members from the Party. This not only disciplines party members but also builds and consolidates political, ideological and organizational Party organizations, improves the quality of party members, and contributes to the completion of the Party's political tasks. Pay attention to building Party organizations in small-scale handicraft and industrial cooperatives. Focus on training and improving the quality of party members and developing the Party's team.

1985 (Year of the Ox)

From January 7 to 10, 1985, the Central Organizing Committee held a conference to review the Party building and organization work in 1984 and discuss directions and tasks for 1985.

The conference discussed and agreed on directions and measures to create a new step forward in Party building organization, in which it is necessary to actively prepare with high quality to successfully conduct Party congresses at all levels and the 6th Party Congress in 1986. The important thing is to prepare personnel at the Party committee level and summarize the Party building work. Thoroughly implementing the resolution of the 8th Central Conference (5th term), the whole Industry focused on reviewing and evaluating the staff, especially key staff in the ministries, branches of the general economy and circulation, distribution (planning, prices, finance, banking, labor, materials, food, domestic trade, foreign trade...) from the Central to localities, units and key staff in production, business and service units.

Through the implementation of the resolution, promptly discover capable cadres who meet the requirements of the new management mechanism, include them in the planning and promotion. Strengthen and promote the leadership role and fighting strength of the Party Central Committee, ensure good implementation of the resolution from the grassroots. Strengthen the training and fostering of cadres, improve the level of awareness, capacity and qualities of cadres and party members to adapt to the new management mechanism. Educate cadres, party members and the masses about organizational discipline, improve revolutionary ethics, and fight against negative manifestations in life. Review the functions, tasks, organizational structure, and payroll in accordance with the requirements of conducting economic accounting and socialist business, making the organizational structure of administrative agencies streamlined, properly performing functions and regulations, ensuring good service for the task of improving management, and promoting production and business.

1997 (Year of the Ox)

The Central Organizing Committee advised the Central Executive Committee to issue Resolution No. 03-NQ/TW dated June 18, 1997 on “Personnel Strategy in the period of promoting industrialization and modernization of the country”. The Resolution identified a system of basic viewpoints to guide the building of cadres, proposed major policies and solutions to carry out cadre work tasks in the new period. Advised the Politburo and Party committees at all levels to arrange, assign, and perfect the team of key leaders at the Central and local levels, taking an important step in transferring generations of cadres, especially high-ranking cadres of the Party and State.

Continue to build, expand and improve the quality of clean and strong Party organizations; reduce the number of weak Party organizations (by 2000, 60% of Party organizations will be clean and strong). Focus on building and synchronously implementing a system of cadre policies to create motivation to achieve the goal of building and developing the cadre team.

2009 (Year of the Ox)

In early January 2009, our Party held the 9th Central Conference to review the work of the first half of the 10th Party Congress term, giving opinions on the summary of 10 years of implementing Resolution No. 03-NQ/TW dated June 18, 1997 of the Central Committee on "Personnel Strategy in the period of accelerating industrialization and modernization of the country". Implementing the conclusion of the 9th Central Conference (February 2009) on Party organization and building, the whole Industry focused on creating new changes and progress in personnel work; promoting the implementation of the Personnel Strategy; advising the Politburo to issue Directive No. 37-CT/TW dated August 4, 2009 on Party congresses at all levels towards the 11th Party Congress. Advising and preparing for Party congresses at all levels, focusing on preparing personnel for Party congresses at all levels and personnel for the 11th Congress.

Continue to implement the Central Resolution 6 (10th term) on improving the leadership capacity, fighting strength of the Party Central Committee and the quality of cadres and party members. Continue to promote the training and fostering of young and talented cadres, especially leaders and managers at home and abroad... Implementing Project 165, in 2009, 1,052 students were selected and sent for training and fostering abroad, of which 308 cadres were trained in foreign languages ​​to study for master's degrees and doctoral degrees; 26 delegations went for short-term research and fostering abroad with 424 cadres (65 cadres under the management of the Politburo and Secretariat, 359 cadres at the department, office and equivalent levels).
