General Secretary To Lam attends the National Conference to review Party building and organization work in 2024 and deploy tasks for 2025.

Comrade - General Secretary To Lam attended, chaired and delivered a speech at the Conference. Comrade Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee and other leaders of the Central Organization Committee co-chaired.

Attending the conference at the main bridge in Hanoi, the leaders of Nghe An Provincial Party Committee included comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Duc Cuong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee.

At Nghe An bridge, comrade Pham Trong Hoang - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee chaired the conference. Attending were comrades Secretaries and Heads of Organization Boards of district, city, town Party Committees, and Party Committees directly under the Provincial Party Committee.

The whole country has more than 5.6 million party members.

In 2024 and looking back from the beginning of the term until now, despite facing many difficulties and challenges, the entire Party Organization and Building Sector has completed a huge amount of work, including many urgent, complicated, sensitive, and especially important tasks of the Party, which have been highly appreciated by the Politburo, the Secretariat, the Central Executive Committee, and Party committees at all levels.

The Organization Sector has advised on the comprehensive, synchronous and effective implementation of key tasks and issued many resolutions, directives, conclusions, regulations and statutes to concretize the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress; organized the synchronous implementation of all aspects of Party building work from the Central to the grassroots level. Since the beginning of the term, the sector has submitted to the Central Executive Committee, the Politburo and the Secretariat for approval 79 projects and tasks, advised on the issuance of 72 documents contributing to the completion of the Party's regulations on Party building work.

The industry has also actively advised on preparations for party congresses at all levels towards the 14th National Party Congress, ensuring synchronization and comprehensiveness in terms of content, personnel, organization and service for the congress.

Along with that, the industry synchronously and effectively implements personnel work and builds a contingent of cadres associated with preparing personnel for party congresses at all levels; advises on institutionalizing and concretizing many policies, principles, and solutions on personnel work through regulations, statutes, and procedures to ensure more synchronization, democracy, transparency, and strictness.

The quality of staff planning has been improved; staff rotation has many innovations; more attention has been paid to training, fostering, and updating new knowledge according to job title and position standards, closely following task requirements.

Personnel policies are fully and promptly implemented. The work of selecting, arranging, using, appointing, and recommending candidates for leadership and management positions at all levels has many innovations; timely dismissal and replacement of disciplined officials, limited capacity, and diminished prestige according to the motto "some in, some out", "some up, some down".

The work of managing cadres is increasingly disciplined and strict, tightening discipline, promoting responsibility, and controlling power. The work of protecting internal politics is carried out seriously and effectively, contributing to protecting the regime and ensuring political security.

The industry has also promptly advised on perfecting key leadership positions of the Party, State, agencies and units with strict, democratic, objective, and regulated processes and methods, right people, right jobs, clearly affirming the steadfast political will, steadfastness, solidarity, wisdom, intelligence and high unity in the Politburo, Secretariat and Central Executive Committee.

In particular, the sector has advised on the drastic, active, comprehensive and effective implementation of resolutions on Party building and rectification, and the building of the political system; in which, promptly advising on the early summary of Resolution No. 18-NQ/TW of the Central Executive Committee, rearranging the organizational apparatus, streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees with the highest sense of urgency and determination, creating high consensus and unity among cadres and party members from the Central to local levels. Reviewing, supplementing and perfecting functions, tasks, powers and working relationships; strengthening decentralization and delegation of authority, coupled with inspection, supervision and control of power.

The work of consolidating and building grassroots party organizations and improving the quality of party members has received attention and achieved some positive results. The leadership capacity and fighting strength of grassroots party organizations have been enhanced. The work of developing new party members has achieved positive results. As of November 24, 2024, the whole country has admitted 166,934 new party members, bringing the total number of party members in the whole Party to 5,604,808.

Advise and propose to build a streamlined, efficient and effective political apparatus

Speaking at the conference, General Secretary To Lam praised the comprehensive results of the entire Party building organization sector; at the same time, pointed out the existing limitations and some lessons learned, thereby requesting the entire Party building organization sector to focus on thoroughly overcoming them in the coming time.

In particular, General Secretary To Lam requested that the entire industry continue to focus on advising and proposing the building of a streamlined political apparatus that operates efficiently and effectively, in which the role of the head of the Party Committee is extremely important.

General Secretary To Lam also proposed to urgently review Party regulations, amend and supplement, and promulgate new regulations on functions, tasks, organizational structure, working relationships, and working regulations of Party committees of agencies and units, ensuring unity and synchronization from the Central to the grassroots levels; each level and sector should restructure the staff, strongly innovate the work of recruiting, promoting, and appointing officials, have a mechanism to attract talented people, and at the same time remove incompetent and unqualified officials from the State apparatus, agencies, and political system.

The Central Organizing Committee and the entire Party Building Organization sector carry out tasks on Party building organization work in conjunction with preparations for Party Congresses at all levels towards the 14th National Party Congress.
