Dong Loc commune was established on the basis of merging the original status of Khanh Hop, Thinh Truong and Nghi Thach communes with a natural area of ​​29.32 km2.², population 31,219 people. The commune Party Committee has 51 grassroots Party organizations with 1,878 party members.

Implementing the Resolution of the Commune Party Congress for the 2020-2025 term, Dong Loc commune's socio-economic development has seen positive developments, infrastructure continues to be invested and upgraded; Internal solidarity and unity; National defense and security are consolidated, social order and safety are maintained. Party building and rectification work has seen many positive changes.

The average economic growth rate reached 10.04%; the economic structure has shifted positively towards increasing the proportion of services and industry; the agricultural sector continues to play a fundamental role with effective production models, key products gradually forming an agricultural value chain of fruit trees, building a local brand.

Economic and social infrastructure has been invested synchronously, contributing to changing the face of the countryside. In particular, the new rural program has had a positive mark, 100% of old communes have met the advanced new rural standards.

Education, healthcare, culture, and social security continued to receive attention; the multidimensional poverty rate decreased rapidly, down to 0.8%; the material and spiritual life of the people improved significantly. The movement of the whole people uniting to build a cultural life spread widely, contributing to preserving cultural identity and improving the happiness index of the people.

National defense and security are maintained, social order and safety are ensured; foreign affairs are strengthened.

The work of building the Party and the political system has seen many clear changes; the leadership capacity and fighting strength of the Party organization have been consolidated, the administrative apparatus has been increasingly streamlined, operating effectively and efficiently. The great national unity bloc continues to be strengthened, creating a solid political foundation for the successful implementation of local development tasks.

Ensuring green - clean - sustainable development

Term 2025 - 2030,Dong Loc Commune Party Committee identifies the goal of building a strong Party and political system; applying science and technology and digital transformation; developing the economy towards urbanization associated with services and trade; building Dong Loc commune to develop rapidly and sustainably.

To achieve the above goal, the Congress has set out 5 development perspectives, 27 main targets, 5 key tasks, 3 breakthroughs, and 7 solution tasks. Accordingly, the Dong Loc Commune Party Committee determined the annual economic growth target to reach 13%;The economic structure has shifted towards continuing to reduce the proportion of agriculture and increasing the proportion of services and industry; the commune-level digital transformation index ranks 15th; average income per capita reaches over 100 million VND/person/year.

Speaking at the congress, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and highly appreciated the important achievements that the Party Committee, government and people of Dong Loc commune have achieved in recent times.

The Standing Deputy Secretary of the Provincial Party Committee emphasized that the congress is a political event of utmost importance, marking the beginning of a new development period for the Party Committee, Government and People of Dong Loc commune, taking place at a historic time in the country when implementing the two-level local government organization model.

The political report and draft Resolution presented at the congress clearly demonstrated the direction, goals, tasks, solutions, political determination, aspirations for innovation and solid steps in socio-economic development and consolidation of the local political system.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Party Committee, government and people of Dong Loc commune with new determination and strategic vision, to successfully carry out the tasks set out by the congress, contributing to the rapid and sustainable development of the province as well as the whole country.

In particular, regarding the Party building work, the Standing Deputy Secretary of the Provincial Party Committee requested Dong Loc commune to build a truly strong and exemplary Party organization, in which, continuing to improve the leadership capacity and fighting strength of grassroots Party organizations and Party members, consolidating the great national unity bloc. Promoting administrative reform in the Party, applying information technology in management and operation, contributing to building a clean and strong Party organization.

Regarding socio-economic development orientation, after the congress, the Party Committee of Dong Loc commune needs to urgently rebuild the commune-level indicator set including 8 indicators according to Official Dispatch No. 12067/BTC-CTK dated August 7, 2025 of the Ministry of Finance.

Implement development restructuring and new spatial planning to serve socio-economic development, take advantage of mergers to re-plan development space, clearly distinguish production areas, service areas, and residential areas; effectively exploit available potentials, promote the private economy to become an important driving force in the spirit of Resolution No. 68 of the Politburo.

Correctly identify advantages and challenges in the new context to have breakthrough thinking, determine the right and accurate direction.

Rural urbanization areas must aim to provide high-quality public services, ensure a civilized living environment in harmony between economic development, preserving traditional values ​​and protecting the environment; ensure green - clean - sustainable development.

Developing the commune's specific agriculture needs to be linked to the value chain linked to the market and applying digital technology in rural areas. Restructuring agriculture cannot go alone but must be linked to the market, the processing industry and tourism. Along with that, promoting the value of historical relics that have developed in the area linked to tourism and services.

Regarding the socio-cultural field, the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee of the commune to pay attention to the synchronous development of essential infrastructure systems in health and education to improve the quality of human resources to meet the development requirements of the locality. At the same time, preserve the identity, traditional culture and characteristics of the locality in the new development space.

Promote the application of science, technology, innovation and digital transformation in management, administration and socio-economic development towards building digital government and modernizing social governance in the spirit of Resolution No. 57 of the Politburo.

Fifth, strengthen national defense and security with the core task of maintaining security and order in the area. Focus on synchronously implementing solutions to ensure security and order, effectively prevent and suppress all types of crimes and social evils, and prevent the emergence of "hot spots" of political security and social order and safety.

Promote the movement of all people to protect national security, build a solid people's security posture associated with the national defense posture. Proactively coordinate with other sectors in preventing and responding to natural disasters, epidemics, fires, explosions, and unexpected incidents related to security and order.

The Standing Deputy Secretary of the Provincial Party Committee emphasized that this congress is an opportunity for us to thoroughly discuss key tasks and breakthrough solutions for the next term. Innovation from thinking to action at the grassroots level will be an important premise to unleash resources to inspire and build trust among the people.

At the same time, it is proposed that the congress discuss democratically and make practical contributions to the process of perfecting the documents of the provincial congresses and the documents of the 14th National Congress.

At the congress, delegates approved the Decision of the Provincial Party Standing Committee on appointing the Commune Party Executive Committee for the 2025-2030 term, consisting of 22 comrades, and the Commune Party Standing Committee, consisting of 11 comrades. Comrade Duong Dinh Chinh was appointed as the Commune Party Secretary.

Delegates unanimously approved the Congress Resolution, demonstrating political determination to put the resolution into practice.
