Dong Loc commune was established by merging the existing communes of Khanh Hop, Thinh Truong, and Nghi Thach, with a natural area of ​​29.32 km².²The commune has a population of 31,219 people. The commune's Party Committee has 51 grassroots Party organizations with 1,878 Party members.

Implementing the Resolution of the Party Congress of Dong Loc commune for the 2020-2025 term, the socio-economic development of Dong Loc commune has made significant progress; infrastructure continues to be invested in and upgraded; internal unity and cohesion are maintained; national defense and security are strengthened, and social order and safety are upheld. Party building and rectification work has seen many positive changes.

The average economic growth rate reached 10.04%; the economic structure has shifted positively towards gradually increasing the proportion of services and industry; the agricultural sector continues to play a fundamental role with effective production models, key products are gradually forming agricultural value chains for fruit trees, and building unique local brands.

Socio-economic infrastructure has been invested in comprehensively, contributing to changing the face of rural areas. In particular, the New Rural Development Program has made a positive impact, with 100% of former communes now meeting the advanced New Rural Development standards.

Education, healthcare, culture, and social welfare continue to receive attention; the multidimensional poverty rate has decreased rapidly to 0.8%; and the material and spiritual lives of the people have improved significantly. The movement for national unity in building a cultured way of life has spread widely, contributing to preserving cultural identity and improving the happiness index of the people.

National defense and security are maintained, social order and safety are ensured; and foreign relations are strengthened.

Party building and the political system have seen many significant changes; the leadership capacity and fighting strength of Party organizations have been consolidated, and the administrative apparatus has become increasingly streamlined, operating effectively and efficiently. The great national unity bloc continues to be strengthened, creating a solid political foundation for successfully implementing the local development tasks.

Ensuring green, clean, and sustainable development.

Term 2025 - 2030,The Party Committee of Dong Loc commune has set the goal of building a strong Party and political system; applying science and technology and digital transformation; developing the economy in the direction of urbanization associated with services and trade; and building Dong Loc commune into a rapidly and sustainably developing area.

To achieve the above objectives, the Congress set forth 5 development perspectives, 27 key targets, 5 priority tasks, 3 breakthroughs, and 7 tasks and solutions. Accordingly, the Dong Loc Commune Party Committee set the goal of achieving an annual economic growth rate of 13%.The economic structure is shifting towards a continued decrease in the proportion of agriculture and an increase in the proportion of the service and industrial sectors; the digital transformation index at the commune level ranks 15th; and average per capita income has reached over 100 million VND/person/year.

In his address to the congress, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - acknowledged and highly appreciated the important achievements that the Party Committee, government, and people of Dong Loc commune have achieved in the past time.

The Standing Deputy Secretary of the Provincial Party Committee emphasized that the congress is a political event of paramount importance, marking the beginning of a new development phase for the Party Committee, Government, and people of Dong Loc commune, taking place at a historically significant time for the country as it enters the implementation of a two-tiered local government organizational model.

The political report and draft resolution presented at the congress clearly demonstrated the direction, objectives, tasks, solutions, political determination, aspiration for innovation, and steady steps in socio-economic development and strengthening the local political system.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - requested the Party Committee, government, and people of Dong Loc commune, with renewed determination and strategic vision, to successfully implement the tasks set forth by the congress, contributing to the rapid and sustainable development of the province as well as the whole country.

Regarding Party building, the Standing Deputy Secretary of the Provincial Party Committee requested that Dong Loc commune build a truly strong and exemplary Party committee, continuing to improve the leadership capacity and fighting strength of the grassroots Party organization and Party members, and consolidating the great national unity. He also urged the commune to accelerate administrative reform within the Party, apply information technology in management and operation, and contribute to building a clean and strong Party committee.

Regarding socio-economic development orientation, after the congress, the Party Committee of Dong Loc commune needs to urgently revise the set of commune-level indicators, consisting of 8 indicators, in accordance with Circular No. 12067/BTC-CTK dated August 7, 2025, of the Ministry of Finance.

Implement restructuring and new spatial planning to serve socio-economic development, leveraging mergers to replan development space, clearly defining production zones, service zones, and residential zones; effectively exploit existing potential, and promote the private sector as an important driving force in accordance with Resolution No. 68 of the Politburo.

Accurately identifying the advantages and challenges in the new context is crucial for innovative thinking and determining the right and effective direction.

Rural urbanization areas must aim to provide high-quality public services, ensuring a civilized living environment that harmonizes economic development, the preservation of traditional values, and environmental protection; ensuring green, clean, and sustainable development.

Developing the commune's unique agricultural practices needs to be linked to value chains connected to the market and the application of digital technology in rural areas. Agricultural restructuring cannot proceed in isolation but must be linked to the market, the processing industry, and tourism. Alongside this, the value of historical relics already developed in the area should be promoted in conjunction with tourism and services.

Regarding socio-cultural aspects, the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee of the commune to focus on the comprehensive development of essential infrastructure systems in healthcare and education to improve the quality of human resources to meet the development requirements of the locality. At the same time, it is important to preserve the identity, traditional cultural features, and unique characteristics of the locality within the new development space.

Promoting the application of science, technology, innovation, and digital transformation in the management, administration, and socio-economic development towards building a digital government and modernizing social governance in accordance with the spirit of Resolution No. 57 of the Politburo.

Fifth, strengthen national defense and security, with the central task being maintaining security and order in the area. Focus on implementing comprehensive solutions to ensure security and order, effectively preventing and deterring all types of crime and social evils, and preventing the emergence of "hot spots" regarding political security and social order.

Promote the nationwide movement to protect national security, building a solid people's security posture linked to the national defense posture. Proactively coordinate inter-agency efforts in preventing and responding to natural disasters, epidemics, fires, explosions, and unexpected incidents related to security and order.

The Standing Deputy Secretary of the Provincial Party Committee emphasized that this congress is an opportunity for us to thoroughly discuss key tasks and breakthrough solutions for the next term. Innovation from thinking to action at the grassroots level will be an important prerequisite for unlocking resources to inspire and build trust among the people.

At the same time, it is proposed that the congress hold democratic discussions and make practical contributions to the process of finalizing the provincial-level congress documents and the documents of the 14th National Congress.

At the congress, delegates approved the Decision of the Provincial Party Standing Committee on the appointment of the Commune Party Committee Executive Board for the 2025-2030 term, consisting of 22 members, and the Commune Party Standing Committee, consisting of 11 members. Comrade Duong Dinh Chinh was appointed as the Secretary of the Commune Party Committee.

The delegates unanimously approved the Congress Resolution, demonstrating their political determination to put the resolution into practice.
