Creating a foundation for the future

Hoang Mai Ward, Nghe An Province, was established on the basis of merging 3 old commune-level administrative units: Quynh Thien Ward, Quynh Trang Commune and Quynh Vinh Commune (Hoang Mai Town (old). The Party Committee has 61 grassroots Party organizations with 1,605 Party members.

During the past term, the Party Committees of communes and wards before the merger made efforts to overcome difficulties and challenges, achieving important and quite comprehensive results.

Notably, the economic growth rate is quite high, the average of the 3 old localities reached 13%; the economic structure has shifted in the right direction. Investment in economic and social infrastructure has been focused, especially in the transportation, irrigation, schools and healthcare systems. The total social investment (of the 3 localities) in 5 years reached over 4,537 billion VND, an increase of 20.97% over the same period.

The cultural and social fields have made much progress; education and training have achieved many positive results, with clear changes in general quality and key quality; some schools are among the top schools in the province; social security is basically guaranteed, and policies for people with meritorious services are well implemented.

Per capita income increased rapidly, estimated to reach 90.34 million VND in 2025, 2.2 times higher than at the beginning of the term; people's lives were significantly improved. The poverty rate decreased to 0.88%, lower than the average of the province.

National defense and security are maintained; social order and safety are ensured; foreign affairs are strengthened.

Party building and political system building are regularly focused on. People's trust in the Party's leadership is increasingly enhanced.

Become a civilized and beautiful city

In the 2025-2030 term, Hoang Mai Ward Party Committee strives to become a civilized and prosperous urban area by 2030. To realize this goal, the commune has set out 8 key tasks, 3 breakthroughs and main groups of solutions. Accordingly, the ward is determined to achieve an economic growth rate of 13 - 14%; Average income per capita reaches 200 - 210 million VND/year. The ward's digital transformation index is in the top 13/130 commune-level units.

Speaking at the congress, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and highly appreciated the results achieved by the three localities before the merger.

He suggested that delegates need to discuss in depth, analyze the causes and limitations, especially the subjective causes, to find solutions to overcome them, creating momentum for the development of Hoang Mai ward in the new period. At the same time, the Standing Deputy Secretary of the Provincial Party Committee also suggested and clarified 6 key tasks for the congress to study and discuss.

In particular, comrade Hoang Nghia Hieu emphasized that Hoang Mai ward needs to focus on reviewing, arranging, and assigning staff to ensure sufficient positions, meeting the quality requirements of knowledge, political qualities, professional capacity, proactively applying digital technology, exploiting digital platforms to improve management efficiency. This is an extremely important task, decisive for the successful implementation of the goals and tasks of the Congress, decisive for the development of Hoang Mai ward.

Suggesting the orientation of socio-economic development, comrade Hoang Nghia Hieu suggested that Hoang Mai ward should exploit the available conditions, potentials and advantages; flexibly apply and promote internal resources, and take advantage of attracting external resources to serve the common development goals of the ward.

In particular, it is necessary to clearly identify the shifting structure and the right direction, focusing on developing industry combined with trade, services, agriculture, forestry, and aquaculture...

To ensure sustainable development, Hoang Mai ward needs to carry out a harmonious planning between industry and tourism services with agriculture in a sustainable and mutually supportive direction; prioritize attracting clean industry and tourism support industry; and at the same time strictly control sources of environmental pollution.Hoang Mai Ward must consider these as pillars for rapid development while ensuring balance, comprehensiveness and stability.

In addition, Hoang Mai ward also needs to prepare well the related infrastructure from the planning stage to ensure synchronization and connectivity; use land funds reasonably, especially in preparing the site to attract investors.

At the same time, the ward needs to focus on implementing Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation - this is an inevitable trend and a breakthrough solution to improve work efficiency.

Along with that, it is necessary to take comprehensive care of cultural and social fields; pay attention to improving the quality of material and spiritual life for the people, ensuring social security, especially for policy households. Develop education, health care, culture, and sports in a high-quality direction; focus on building a civilized urban lifestyle, office culture, and behavioral culture in the community. At the same time, strengthen national defense and security associated with the key task of maintaining security and order in the area.

At the same time, the Ward Party Committee needs to continue to promote the building and rectification of the Party and the ward political system to be strong, streamlined, effective and efficient, quickly meeting the requirements and major tasks of the two-level local government; taking the satisfaction of the people and businesses as a measure of the quality of government operations.

The Standing Deputy Secretary of the Provincial Party Committee suggested that, immediately after the Congress, the Ward Party Committee should urgently concretize the Resolution with action programs, implementation plans, and practical projects that are close to reality; select key, key, breakthrough, and widespread tasks to focus on leading and directing resolutely, creating clear changes right from the beginning of the term. The action program needs to have a clear and specific division of labor according to the spirit of 5 clear: clear people, clear work, clear progress, clear results, and clear responsibilities.
