Nghe An orients strategy, expands development vision for localities through Party congress approval work
The Standing Committee of Nghe An Provincial Party Committee organized the approval of congresses for Party committees of communes and wards, not only to check and complete the content of documents and congress programs, but this is also an opportunity for the Standing Committee of the Provincial Party Committee to convey major orientations, enhance vision and development thinking for the grassroots.

Suggesting vision and key development directions
Chau Tien commune was established on the basis of merging and consolidating 4 communes: Chau Thuan, Chau Binh, Chau Tien, Chau Thang, belonging to the old Quy Chau district. On the morning of July 31, the Standing Committee of the Provincial Party Committee organized the approval of the first Party Congress of the commune, term 2025 - 2030, together with 6 other localities.
Comrade Lo Thanh Luan - Secretary of Chau Tien Commune Party Committee said: Through the provincial congress approval activities with the participation of leaders of provincial departments, branches and sectors, many specialized and in-depth contents in all fields have been contributed and suggested for the locality.
In particular, many opinions have contributed to help localities build a system of indicators that both ensure the province's unified general indicators and have specific indicators for the locality when implementing a two-level government.

Associated with the targets are the tasks, solutions and breakthroughs that need to be focused on for the new term; at the same time, suggesting key economic development directions for the locality on the basis of exploiting potentials and strengths to develop specialty products, such as Japonica rice, Quy duck, brocade weaving... associated with promoting ecological and cultural values to develop tourism.

Also appreciating the responsible and intelligent comments of the leaders of provincial departments and branches on the draft political report of the locality, comrade Nguyen Xuan Hoa - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Chan commune said: Through the comments, our locality is more confident to enter the new term when clearly identifying the "bottlenecks" to propose breakthroughs in investment in transport infrastructure and building dynamic economic models. The focus is on developing the forest economy, focusing on planting large timber forests associated with economic development under the forest canopy, developing large-scale livestock and poultry farming; preserving natural ecosystems and traditional ethnic culture, associated with the development of experiential tourism and community tourism.
The locality also identified a breakthrough in human resources, building a team of qualified cadres, promoting administrative reform, applying information technology, digital transformation in leadership, direction and management as well as socio-economic development; associated with raising awareness, changing thinking and production and business level of the people, striving to bring Hung Chan commune out of poverty, gradually developing sustainably.

Kim Bang Commune was established on the basis of merging the entire area and population of 3 communes: Thanh Ha, Thanh Thuy and Kim Bang (old); where Thanh Thuy Border Gate and Vinh - Thanh Thuy Expressway are located, which is being promoted for implementation in the overall Hanoi - Vientiane Expressway project. In addition to playing a key role in connecting traffic between Nghe An and Laos, this route is also an important route in the East - West economic corridor, connecting the North Central provinces of Vietnam with Laos and Thailand.
From that advantage, leaders of provincial departments and branches have also directed localities to take shortcuts, prioritize planning, including land planning. On that basis, identify economic zones to focus on attracting investment, forming clusters, industrial parks, logistics, etc.

Dai Dong commune was formed on the basis of merging the entire area and population of 4 communes (Dai Dong, Thanh Phong, Thanh Ngoc, Dong Van and the old Dung town).
According to the speech of comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council: The locality must consider building the commune into a central urban area, a satellite urban area of the province with a breakthrough mindset of developing urban expansion on both sides of the Lam River; promoting development into a regional center for trade and services, combined with the development of high-tech agriculture, goods, etc.
Increase inclusiveness and connectivity in approach
To carry out the work of approving the congresses for the Party Committees of 130 communes and wards in the province, the Provincial Party Standing Committee has established 11 working groups headed by the Standing Committee members and the Provincial Party Standing Committee. The content of the congress approval includes the work of preparing for the congress, drafting the political report, drafting the congress resolution, the congress program and the expected time to organize the Party Congresses of communes and wards for the term 2025 - 2030.
Therefore, the congress review activity plays a very important role, on the one hand, reviewing and providing technical guidance on drafting documents and congress programs, on the other hand, helping the grassroots "broaden their vision", gain deeper access to the major policies and orientations of the Central Government, the province and the development-linked regions associated with local development.

Accordingly, in addition to suggesting new visions and development directions for each locality based on existing potentials and strengths, the provincial working groups also contributed ideas and proposed that localities study in depth the policies and development orientations of the Central and the province.
In particular, it is necessary to pay attention to the two resolutions of the Politburo on breakthroughs in science and technology development, innovation, national digital transformation and private economic development, in conjunction with Resolution No. 39 of the Politburo on Nghe An, along with the planning of Nghe An province for the period 2021 - 2030, with a vision to 2050. At the same time, carefully study the draft political report of the 20th Provincial Party Congress, term 2025 - 2030 to build strategic goals and accurate targets; especially the compatibility between the development targets and tasks of the commune and provincial levels.
Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee said: The general growth target of the province in the coming period is 2 digits, specifically the average growth rate of gross regional domestic product (GRDP) in the period 2026 - 2030 reaches 12% or more.
Therefore, localities with favorable conditions, potential and room for development need to identify appropriate targets to achieve the province's general goals; specifically, they must set a growth target of at least 12% or more and the average income per capita must also be higher than the average income of the province.

Or for the poverty rate target, some working groups also reminded localities of the general spirit of the Central Government that by 2030 there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025. Therefore, localities need to build this target in line with the general spirit and must have high political determination to propose key and breakthrough tasks and solutions for this task.
In addition to the above issues, a highlight in the congress review activities of this term is the emphasis of the Provincial Party Standing Committee on regional connectivity to create sustainable development momentum for each locality, overcoming the "narrow" development mindset within administrative boundaries and existing resources.

Along with regional connectivity, the issue of industry and sector connectivity in development is also of concern, instead of the previous single-sector, single-sector approach.
For example, communes with agricultural advantages should not only focus on increasing productivity or area, but also consider developing along the value chain, connecting with businesses, and orienting export markets.
Mountainous communes and ethnic minority communes combine cultural and ecological conservation with tourism development and small-scale handicraft villages. Suburban communes must have an orientation to adapt to the urbanization process, shifting labor and land structures, etc.
Along with the key orientations, increasing comprehensiveness and connectivity in the approach, the working groups also help the establishments clearly identify breakthroughs based on clearly identifying weaknesses, bottlenecks, and bottlenecks that hinder development in the 2020-2025 term and forecasting that may occur in the new term 2025-2030, in order to propose solutions to resolve them in the new term.
In particular, it suggests 3 key breakthroughs, including: Breakthrough in restructuring the new development model; breakthrough in focusing on completing planning, including land planning, on that basis, identifying each corresponding production area to exploit the potential and advantages of each locality and attract resources to develop internal transport infrastructure in each locality associated with regional linkages; breakthrough in human resources, building a team of quality staff, promoting administrative reform, applying information technology, and digital transformation.
Currently, Nghe An is facing a historic opportunity to successfully implement Resolution 39, rising to become a fairly developed province of the country, a national growth pole. Therefore, improving thinking and development strategy along with unifying action ideas at all levels plays an important role, creating a premise for the 2025 - 2030 term to make a stronger breakthrough in each locality and the whole province.
