'Four No' Party Congress - Correct policy, in line with people's wishes in Nghe An

This year’s Party Congresses at all levels in Nghe An will be a “four no” congress: no paper, no flowers, no performances, no gifts. This policy is receiving widespread support from cadres, party members and the people.

Continuing the policy of organizing meetings without paper and flowers; at the Party Congresses at all levels for the 2025-2030 term, the Standing Committee of Nghe An Provincial Party Committee continues to advocate not organizing performances or buying gifts; becoming a congress with "four no's": no paper, no flowers, no performances, no gifts. The 1st Congress of Dai Hue Commune Party Committee, term 2025 - 2030 is a particularly important political event, of great significance in orienting local development in the coming period. Therefore, we have carried out the preparation work carefully and thoroughly with full content according to the instructions.

However, immediately after the Provincial Party Standing Committee directed not to organize a cultural program or give gifts at the congress, the Party Standing Committee of Dai Hue commune held a meeting and agreed to adjust the organization plan. This demonstrated the spirit of strictly following the instructions of superiors and, more importantly, the consensus with a reasonable, logical and highly humane policy.

In the context that the entire Party and people are actively practicing thrift; at the same time, with a sense of responsibility and sharing with the people of the communes in Western Nghe An, and Dien Bien and Son La provinces to overcome the consequences of natural disasters, reducing formal activities such as performing arts and gifts is completely appropriate.

Not only stopping at “no art performances, no gifts”, Dai Hue commune also resolutely implemented digital transformation in organizing the congress with the spirit of “no paper”, “no flowers”, but still ensuring a solemn, thoughtful and effective atmosphere. This spirit was widely promoted by the Party Committee of the commune and received high consensus and support from cadres, party members and people.

I believe that the thrifty and practical organization is the basis for the congress to spread the spirit of innovation, responsibility and solidarity between the Party and the people. And that is also the condition for the congress resolution to soon enter life in an effective and sustainable way; so that the spirit of thrift and sharing is the responsibility of every cadre and party member.

As a cadre working in Party building, I completely agree and support the direction of the Provincial Standing Committee on not organizing art programs and not buying gifts for delegates attending the Party Congress of the commune.

Not organizing a welcoming performance or giving gifts to delegates does not reduce the political significance of the congress, but on the contrary, demonstrates exemplary, thrift, and anti-waste practices in organizing Party activities. On the other hand, currently, in the context that the communes in the West of Nghe An province and some northern provinces are suffering severe impacts of natural disasters, storms and floods, directly affecting the lives and production of the people. Nghe An Provincial Party Committee is directing the entire political system and calling on all classes of people to join hands and support the communes in the West to overcome the consequences of natural disasters... At the same time, the merger of newly operating communes also faces many difficulties, so the policy of the Standing Committee of the Provincial Party Committee is very correct, saving the budget, avoiding ostentation and also demonstrating the spirit of solidarity and sharing with the communes facing many difficulties caused by natural disasters.

Simplifying the formalities helps the Party Committee focus on better preparing documents, working programs, and running the congress as well as improving the quality of discussion opinions, contributing to building resolutions that are closer to reality. At the same time, it also creates high consensus among cadres, party members and people - those who always want the congress to not only be successful in terms of organization but also bring about practical and feasible results.

This correct and accurate policy of the Provincial Party Standing Committee will be an important step in administrative reform, combating formalism and improving the effectiveness and efficiency of Party organizations. The upcoming Quynh Anh Commune Party Congress will certainly be a great success with a spirit of seriousness, thrift and responsibility, creating a solid foundation for the new term.

I completely agree with and appreciate the direction of the Standing Committee of Nghe An Provincial Party Committee on organizing the congress with “no gifts, no performances”. This is a very correct and reasonable policy and is especially suitable for the current context, especially for the newly merged mountainous and border communes such as Tien Phong – where there are still many difficulties and challenges in organizing activities and balancing the budget.

Not organizing performances or buying gifts for delegates will help the locality save a significant amount of money, which can then be used for more practical purposes such as supporting the livelihoods of poor households and disadvantaged people, or supporting remote communes affected by natural disasters, especially those along National Highway 7A. This is not only an act of saving but also a vivid expression of the spirit of sharing, solidarity and humanity in organizing the congress.

This policy of Nghe An province aims to implement the Party's policy of practicing thrift and studying and following Ho Chi Minh's ideology on practicing thrift, fighting against extravagance, ostentation and waste. Especially, in the context of the local government being in the initial stage of operating at two levels, with a limited budget, this direction further demonstrates the concern and responsibility of the provincial leaders towards the grassroots. More importantly, the lack of gifts and performances does not affect the quality, content, effectiveness and significance of the congress.
