We visited Hung Tan commune (Hung Nguyen) on this occasion, clearly feeling the peaceful life of a rural area. However, three or four years ago, Hung Tan people were always worried because of the complicated security situation, theft and robbery occurred continuously, all of which originated from the drug problem. At that time, drug addicts in Hung Tan often gathered and connected with people from other places to exchange and sell "white goods", making people always feel insecure.

Faced with the above situation, with the consent of the superiors, Hung Tan commune implemented the Project to build a drug-free area. The goal of the project is to promote the collective strength of the masses through organizations and unions under the leadership and direction of the Party Committee and the government to gradually push back drug abuse. Accordingly, each organization and union is responsible for propagating and mobilizing members to sign a commitment not to let family members fall into drug abuse. Members of unions also have the task of monitoring and supervising the security and order situation in the area, and when they see suspicious signs, they must immediately report to the union level. 11 departments, branches, unions and 9/9 hamlets and 978 households in the whole commune all participated in signing a commitment to implement the goal of a commune free of drug abuse. Notably, 9/9 hamlets of Hung Tan have set up a "Crime Complaint Box" located at the hamlet's cultural house. Any resident who notices a suspicious person in their area can write on a piece of paper and send it to the mailbox. Periodically, the commune police will open the mailbox, and if there is a complaint, they will immediately screen and verify the subject. With this method, Hung Tan Commune Police has received a lot of important information, made a list of suspected drug-related subjects to monitor and find solutions to prevent.

The project to build a clean area for drugs in Hung Tan commune has created a high consensus and agreement, so it has quickly brought into play its effectiveness. After more than 1 year of implementation, drug abuse has been pushed back, currently the whole commune has only 3 addicts, of which 1 is working far away. Through discussion, comrade Nguyen Van Nho - Head of Hung Tan Commune Police affirmed: "Implementing the Party Committee's policy and the Commune People's Committee's plan, we have stepped up propaganda work to make everyone see clearly the harmful effects of drugs. Organizations, unions and families all participated in signing the commitment, everyone clearly recognized their responsibility to community life, so they were determined and agreed to push back this evil".

Coming to Tam Quang commune (Tuong Duong), we also noticed that the security and order situation here has had positive changes. About 5 years ago, walking along the roads in Tam Quang, we often saw groups of young people sitting together. At night, taking advantage of the quiet time, these people robbed passersby. Tam Quang commune is located in the center of the district, with National Highway 7 passing through, the starting point of National Highway 48C and a number of inter-village routes, of which Khe Bo intersection is the "center". Drug criminals consider this a favorable location for transporting and exchanging "white goods". For that reason, the rate of drug addicts in Tam Quang is quite high, at one point there were about 170 people, including those who were both addicted and organized to transport, store and retail drugs.

Faced with this situation, the local government is determined to push back the drug problem and restore peace to the villages. In addition to coordinating with the district police to solve major cases, Tam Quang commune police regularly organize classification, screening, patrolling and monitoring of suspicious subjects. Commune leaders determined that drug eradication cannot be successful without utilizing the strength of organizations and the masses. Local organizations all organize for members to sign a commitment not to let drugs enter their families. Villages all set up "hotlines" so that when people in the village show signs of drug use or possession or when people from other places show signs of suspicion, they immediately report to the police or commune police for verification and handling. It is this "hotline" that has made drug criminals wary and not dare to operate openly.

Veterans associations even let members take turns sitting in front of the houses of drug addicts to monitor them, not allowing them to go out to inject drugs and collude with people from other places. For those who participate in drug rehabilitation in the community or in the Education - Labor and Social Center, the village management board, organizations and people often come to encourage, visit and donate money for them to improve their health. People also do not discriminate against those who have made mistakes, but on the contrary, always advise and encourage them to give up drugs, take care of building family life and maintain the peace of the village.

In essence, the way Tam Quang commune does is the concretization of Resolution 03 "On strengthening the Party's leadership in building healthy, drug-free communes, villages, agencies and schools" of the Party Committee of Tuong Duong district. The spirit of Resolution 03 (2011) is to promote the role of Party committees and authorities at all levels, the combined strength of the entire political system and the solidarity of the people. Because, for a long time, Tuong Duong has been known as a "hot spot" of drug abuse with prominent locations such as Pu Lom (Luong Minh), Doc Ve (Yen Na), Pu Huot (Xieng My)... The activities of drug criminals in Tuong Duong are complicated, sometimes very reckless, ready to use "hot" weapons to fight back against the authorities.

Drug dealers have spread "white death" throughout the villages of Tuong Duong, pushing many families into misery, making community life insecure. Currently, the whole district still has 1,230 drug addicts with records. Therefore, the fight against drug crimes and pushing drug abuse out of the village community is not only the task of the functional forces, but also the responsibility of the whole society here. Talking to us, comrade Luong Ba Vin, Chief of the Office of the Tuong Duong District Party Committee, said: "After 4 years of implementing Resolution 03 of the District Party Committee, the drug crime situation in the area is gradually decreasing, which affirms its effectiveness. In the near future, the district will conduct a summary, evaluation and draw lessons to gradually push back drug abuse".

The actions of Hung Tan and Tam Quang communes and the issuance of the Resolution on drug prevention and control by Tuong Duong district have affirmed the role and responsibility of the Party Committee, the government and the strength of the people in the fight against drug crimes. Since 2013, the Standing Committee of Nghe An Provincial Party Committee has issued a Directive on "Continuing to strengthen leadership and direction of drug prevention and control in the new situation", and the Government has also issued Resolution 09 on the National Program on Drug Prevention and Control, and Prevention of Human Trafficking Crimes. This affirms that drug crime prevention and control is not only the task of the functional forces but also requires the joint efforts and contributions of the entire community and society.
