Reporting to the Standing Committee of the Provincial Party Committee for approval to convert the purpose of using rice-growing land to implement the investment project of raising monosex tilapia using Israeli technology, Vice Chairman of the Provincial People's Committee Dinh Viet Hong said: The scale of the converted area is 7 hectares, belonging to rice-growing land in Hung My commune, Hung Nguyen district. However, this entire area is under the management of the commune, not land allocated to households and is located in a low-lying area, where production has not been effective for a long time.
Vice Chairman of the Provincial People's Committee Dinh Viet Hong also affirmed: This converted area will improve land use efficiency, and is consistent with the province's agricultural restructuring policy and Decree No. 210/2013/QD-CP on encouraging businesses to invest in agriculture.
At the meeting, the issue that the Standing Committee was most concerned about was the effectiveness of the project. Comrade Vo Viet Thanh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Vinh City Party Committee, emphasized: The Provincial People's Committee needs to consider, research, and calculate the effectiveness of this project, because the market demand for tilapia is currently not large; to avoid investors holding land.
Provincial Party Secretary Nguyen Dac Vinh also emphasized: The core and most important thing of this fish farming project is the market, the stable product output; avoid granting 7 hectares to the investor, then if it is not effective, then change the purpose of use.
Responding to the concerns of the delegates, Vice Chairman of the Provincial People's Committee Dinh Viet Hong said: The investment project to raise monosex tilapia using Israeli technology is invested by SYNOT ASEAN Joint Stock Company with a total investment of more than 50 billion VND.
The project's objective is to produce commercial fish and provide fish fry for regional farming to serve as satellites, creating a large volume of commercial fish for export.
Based on the opinions of the comrades in the Provincial Party Standing Committee, leaders of the Provincial People's Committee and representatives of a number of departments and branches, concluding this content, Provincial Party Secretary Nguyen Dac Vinh agreed and supported the policy of converting the purpose of using rice-growing land to implement the investment project of raising monosex tilapia using Israeli technology submitted by the Provincial People's Committee.
Comrade Nguyen Dac Vinh also suggested that Hung Nguyen district should study and review the detailed planning as well as the impact of the project on the flow, because this is a low-lying area, to avoid the project implementation causing local flooding, affecting production and people's lives.
The Provincial Party Secretary also requested the investor to implement the project on schedule, and committed that if after 24 months from the date of land allocation, the project is not implemented, the project will be revoked...

The Provincial Party Standing Committee also heard a report on the results of 5 years of implementing Directive No. 19/CT-TW, dated November 5, 2012 of the Secretariat on Strengthening the Party's leadership in vocational training for rural workers.
After listening to the opinions of some comrades in the Provincial Party Standing Committee, Provincial Party Secretary Nguyen Dac Vinh requested that the results of vocational training for rural workers be evaluated closely to the reality of economic restructuring, thereby creating a shift in labor structure and vocational training structure for workers in the province.
The Provincial Party Secretary also noted that in the coming time, Nghe An's economy will shift strongly towards industry and services; along with that, the demand for labor will also be very large.
Therefore, vocational training orientation must adapt to labor market trends and vocational schools also need to be flexible to meet training needs according to the market; contributing to improving labor quality.
“When the quality of labor is improved, it is also one of the factors that attract businesses to invest. On the other hand, when many businesses invest, it opens up many job opportunities for workers, thereby promoting vocational training,” the Provincial Party Secretary emphasized the mutual relationship between vocational training and investment attraction.

Also within the framework of the collective working program of the Standing Committee, the Standing Committee of the Provincial Party Committee also listened to and gave opinions on the development and implementation of projects to implement Decision No. 2468/QD-TTg, dated December 29, 2015 of the Prime Minister on approving the Project to develop Vinh city into an economic and cultural center of the North Central region by 2020 in the spirit of Resolution No. 26/NQ-TW of the Politburo; listened to and gave opinions on the report on the results of the implementation of clearing violations of traffic safety corridors in the province.
