Regarding the report requesting the Provincial Party Standing Committee's approval for the conversion of rice paddy land for an investment project to raise monosex tilapia using Israeli technology, Vice Chairman of the Provincial People's Committee Dinh Viet Hong stated: The area to be converted is 7 hectares, located on rice paddy land in Hung My commune, Hung Nguyen district. However, the entire area is under the commune's management, not land allocated to households, and is situated in a low-lying area where production has been inefficient for a long time.
Vice Chairman of the Provincial People's Committee Dinh Viet Hong also affirmed: The conversion of this area will improve land use efficiency, while also being consistent with the province's policy of restructuring the agricultural sector and in accordance with Decree No. 210/2013/QD-CP on encouraging enterprises to invest in agriculture.
During the meeting, the issue of greatest concern to the Standing Committee was the effectiveness of the project. Comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of the Vinh City Party Committee, emphasized: The Provincial People's Committee needs to consider, research, and calculate the effectiveness of this project, because the market demand for tilapia is currently not large; to avoid the investor holding onto the land.
Provincial Party Secretary Nguyen Dac Vinh also emphasized: The core and most important aspect of this fish farming project is the market, a stable output of the product; avoiding the situation where an investor is granted 7 hectares, and then, if it is not effective, the land is converted to other uses.
Addressing the concerns of the delegates, Vice Chairman of the Provincial People's Committee Dinh Viet Hong stated that: The investment project for raising monosex tilapia using Israeli technology is invested by SYNOT ASEAN Joint Stock Company with a total investment of over 50 billion VND.
The project aims to produce commercial fish and supply fish fry for aquaculture in the region, creating a large volume of commercial fish for export.
Based on the opinions of the members of the Provincial Party Standing Committee, the leaders of the Provincial People's Committee, and representatives of several departments and agencies, the Provincial Party Secretary Nguyen Dac Vinh concluded that he agreed with and supported the policy of converting rice cultivation land for the implementation of the Israeli-technology monosex tilapia farming investment project submitted by the Provincial People's Committee.
Comrade Nguyen Dac Vinh also suggested that Hung Nguyen district should study and reconsider the detailed planning as well as the impact of the project on the water flow, because this is a low-lying area, to avoid the project's implementation causing localized flooding and affecting the production and lives of the people.
The Provincial Party Secretary also requested the investor to adhere to the project's schedule, and committed that if the project is not implemented within 24 months from the date of land allocation, it will be revoked…

The Standing Committee of the Provincial Party Committee also heard a report on the results of the five-year implementation of Directive No. 19/CT-TW, dated November 5, 2012, of the Party Central Committee on strengthening the Party's leadership over vocational training for rural laborers.
After listening to the opinions of several members of the Provincial Party Standing Committee, Provincial Party Secretary Nguyen Dac Vinh requested that the results of vocational training for rural laborers be evaluated in line with the practical realities of economic restructuring, thereby creating a shift in the labor structure and vocational training structure for laborers in the province.
The Provincial Party Secretary also noted that in the coming period, Nghe An's economy will shift strongly towards industry and services; and along with that, the demand for labor will also be very high.
Therefore, vocational training orientation must adapt to labor market trends, and vocational schools also need to be flexible to meet market training needs, contributing to improving the quality of the workforce.
"Improving the quality of the workforce is one of the factors that attracts businesses to invest. On the other hand, when more businesses invest, it opens up more job opportunities for workers, thereby promoting vocational training," the Provincial Party Secretary emphasized the reciprocal relationship between vocational training and attracting investment.

Also within the framework of the Standing Committee's collective work program, the Provincial Party Standing Committee listened to and gave opinions on the development and implementation of projects to carry out Decision No. 2468/QD-TTg dated December 29, 2015, of the Prime Minister approving the Project to develop Vinh City into an economic and cultural center of the North Central region by 2020 in accordance with the spirit of Resolution No. 26/NQ-TW of the Politburo; and listened to and gave opinions on the report on the results of clearing violations of traffic safety corridors in the province.
