Investing in modern medical equipment to meet people's medical examination and treatment needs
(Baonghean.vn)- Voters in Nghe An province reported that the list of medical equipment invested from government bonds approved in 2008-2009 is now too old, of poor quality or has been discontinued. They requested the health sector to find solutions to invest in appropriate medical equipment for medical examination and treatment.
The Ministry of Health responded to this issue as follows:
The list of medical equipment of district-level hospitals invested from Government bonds is stipulated in Decision 3333/QD-BYT dated September 8, 2008; that of regional polyclinics is stipulated in Decision 431/QD-BYT dated February 10, 2009 of the Ministry of Health.
Article 2 of Decision 3333/QD-BYT states: Directors of the Department of Health of provinces and cities shall, based on the actual situation of the locality, the needs and ability to use equipment, establish investment projects, supplement and upgrade medical equipment for hospitals from government bonds and other legal capital sources for the period 2008-2010 in accordance with State regulations.

In addition to the list of essential equipment issued with the decision, medical facilities may purchase additional necessary equipment to ensure medical examination and treatment according to professional tasks and report to competent authorities for approval to invest from other legal funding sources.
The Ministry of Health issued Circular No. 43/2013/TT-BYT dated December 11, 2013, detailing the technical professional classification for the system of medical examination and treatment facilities. Accordingly, medical examination and treatment facilities are encouraged to develop technical professional capacity and perform techniques of higher levels when they have sufficient conditions in terms of facilities and professional capacity.

Therefore, there is no restriction on investment in equipment for hospitals from local budgets and other legal sources of capital. It is recommended that the Provincial People's Committee base on the actual professional capacity of medical staff and the medical examination and treatment needs of people at each hospital to consider and decide on the purchase of equipment outside the list of Decision 3333/QD-BYT dated September 8, 2014 and Decision 431/QD-BYT dated February 10, 2009 of the Ministry of Health./.
