Although the state budget is difficult, investment capital for traffic works is still guaranteed.
In 2008, from the central government's support fund, Nghe An allocated 85,000 million VND for transportation (of which 17,728 million VND was used to pay off the previous year's construction debt).
In 2009, due to inflation, the allocated capital decreased, mainly implementing transitional projects but still ensuring 70,000 million VND (transitional projects 41,500 million VND). In 2010, the investment capital for transportation was 104,800 million VND. Of which, debt repayment projects were only 2,000 million.
This year, although the Government requested the provinces to review and reduce unnecessary basic construction projects to fight inflation (the province has cut 11 projects), the capital for transportation projects is still 95,000 million VND, mainly for ongoing and new projects. (Debt repayment capital is only 2,000 million). This is a priority because compared to the agriculture-forestry-irrigation-salt industry sector, in 2011 there was only 70,600 million VND. Of which, debt repayment projects accounted for 8,560 million VND.

Specifically, the capital for 2 projects to pay off debt in 2011 is to renovate and upgrade Road 33 (from Thanh Linh to Cat Van (Thanh Chuong) with 868 million VND and the debt for Lam Khe suspension bridge with 1,191 million VND. The remaining 24 road projects continue with a total capital of 66,000 million VND. Among them are large capital projects such as: the traffic road in the cassava material area of Yen Thanh district with 4,000 million VND; the traffic road in Quynh Thach - Quynh Thanh - Quynh Luong (Quynh Luu) with 4,000 million VND and the road right on the main axis of the new district center of Nghia Dan with 4,000 million VND.
The main road from Nghia Xuan commune through Minh Hop - Van Loi - Ha Son in the mountainous district of Quynh Hop was also allocated 3,000 million VND. The road to Uncle Ho's hometown (connecting Sen village, Kim Lien village with Dan Nhiem village (Xuan Hoa commune) was allocated 5,500 million VND. The remaining projects are only from 1 to 3 billion VND.
For 11 new construction projects this year, the capital allocation is 27,000 million VND.
Except for Road 33 (Yen Thanh District) which was allocated up to 6,000 million VND, and Road 205 from National Highway 7A to Dien Thap Commune (Dien Chau) 4,000 million VND, the remaining is only from 2,000 to 3,000 million VND. Thus, it is still a priority because the new project in the field of basic construction for 9 irrigation and clean water projects is only 6 billion VND.
In addition to the above-mentioned central budget support, the city, town and district this year are allocated 954,460 million VND in capital for basic construction. Of which, localities also allocate from 1/3 to 1/2 of the total capital for the transport sector. That is not to mention the capital contributed by "State and people working together" in communes and wards worth billions of VND in the movement to build roads and build new rural areas.
Particularly in mountainous areas, projects under Program 135 also prioritize traffic works and combined traffic and irrigation works. In 2010, the infrastructure construction investment project managed by the Ethnic Committee had capital of 118,600 million VND; including 37 roads connecting villages to major roads. This year, although the number of items is less (only 35), the investment capital has increased by 8%.
