The most obvious change after 5 years of implementing the job creation program in Nghe An province is that people's awareness of employment has been raised. People have understood more clearly that if they want to have a job and improve their income, each person must really strive to have more opportunities to access and have a job, or create their own job.
In recent times, the authorities have issued many mechanisms and policies to attract investment; focusing on solving difficulties and problems of enterprises to boost production and business, creating more new jobs. In the past 5 years (2006 - 2010), the whole province has attracted 278 investment projects, attracting tens of thousands of new workers. Along with that, creating conditions for economic sectors to develop, with more than 4,500 newly established enterprises (raising the total number of enterprises in the whole province to over 8,000) along with tens of thousands of production and business households coming into operation, contributing positively to stabilizing local employment and attracting more workers to have new jobs.
In addition, the province pays attention to developing small-scale industry, construction, especially craft villages with a total of 253 craft villages and villages with newly developed crafts in the province; attracting and creating more jobs for 30,000-40,000 workers. On the other hand, the province has also had many policies and mechanisms to promote vocational training, improve human resources, and increase the rate of trained workers from 16.5% (in 2006) to 33% (in 2010).
All levels and sectors have also actively shifted the economic structure; promoted the implementation of programs, projects, and economic models of agriculture, forestry, and fishery; small-scale industry, craft villages, farm economy, cooperative economy, household economy, etc. Thereby, creating more jobs for over 11,500 workers every year. Focusing on promoting labor export; supporting workers to work outside the province. On average, each year, the whole province has over 11,000 people working abroad and about 8,400 workers working in provinces across the country...
It can be said that through measures to promote propaganda and labor market information, creating conditions for workers to fully access; at the same time, timely supporting policies and mechanisms, the annual job creation work in the province has achieved good results. Annually, 32,000 - 35,000 workers are created, of which the labor export sector reaches 10,000 - 11,000 workers, contributing to reducing the unemployment rate from 0.83% (2005) to 0.55% (2010).
Although there have been many changes in job creation for workers, the number of unemployed and underemployed people in the province is still high, with over 80,000 workers. The rate of using working time in the new rural areas is 85%. Labor productivity and efficiency are still low, leading to low income and living standards for workers. Therefore, the priority issue in the coming time is that in addition to creating more new jobs, it is necessary to pay special attention to improving vocational skills, increasing the rate of trained workers, ensuring higher quality workers, contributing to increasing the value of labor, increasing income and improving the lives of workers (striving to have about 52% of the total social labor force through vocational training by 2015). Continue to strengthen and promote labor export activities, thereby solving immediate jobs for workers, in the long term it is also to improve labor skills and industrial style for workers after returning home. The province needs to focus on solving jobs for workers in mountainous areas and ethnic minority areas, contributing to improving farming and production skills, improving the lives of people.
