Promote solutions to effectively implement Resolution 11 of the Government

(Baonghean) -This morning, the Provincial National Assembly Delegation led by Comrade Pham Van Tan - Deputy Head of the Provincial National Assembly Delegation had a working program with leaders of the Departments of Finance, Planning and Investment; Industry and Trade; State Bank of the province on the implementation of Resolution 11 of the Government.

At the meeting, leaders of departments and branches focused on assessing the implementation of Resolution 11 in the province, the results achieved as well as the difficulties and limitations. Delegates affirmed that the Government's issuance of Resolution 11 has had an effect on the economy. Many solutions to increase revenue and prevent revenue loss in sectors and regions have been implemented drastically, so the budget collection results in the first 9 months of 2011 are still on schedule and increased compared to the same period. Estimated budget revenue for the first 9 months reached 5,313.8 billion VND, reaching 111.6% of the estimate, of which domestic revenue reached 4,765.2 billion VND, reaching 116.2% of the estimate, up 64.7% over the same period in 2010. Regular spending savings were implemented quite seriously, ensuring 10% savings with the amount reaching 82,758 million VND, of which the provincial budget was 51,894 million VND, the district and commune budgets were 30,864 million VND. Public investment reduction was implemented quite strictly. Sectors and localities have promoted measures to strengthen management and stabilize prices in the province, contributing to curbing inflation. Directive and management solutions in the monetary sector were also implemented with many positive results. Social security work was maintained well.

Delegates also said that, at each point in time, the dynamism of the Resolution is still limited, so the Government needs to study and direct the implementation of Resolution 11 more flexibly, ensuring strict management of investment at the macro level but need to consider local micro-investment to ensure smoothness. The reduction of investment projects but there are no criteria to determine projects that need to stop construction, while Nghe An has many key projects of urgent nature that are not being implemented, especially projects on prevention and overcoming consequences of natural disasters, national defense - security; projects to ensure stable people's lives, restore production and business development for people and enterprises; projects under the Government's Program 30a on 3 poor districts... There are measures and solutions at the macro level to strengthen management and supervision of market prices, especially for products that can influence other products.

Speaking at the end of the working session, comrade Pham Van Tan highly appreciated the very practical opinions and recommendations from the departments and branches as a basis for the National Assembly Delegation and each National Assembly Delegate of the province to study and synthesize to serve the work of contacting voters before the 2nd session and to serve the discussion, contribution, recommendations in groups, in the hall and to conduct questioning of the Government and central ministries and branches at the next session.
