Over the past 4 years, administrative reform (AR) has achieved quite comprehensive results in all aspects. Especially the innovation in the issuance of documents, step by step perfecting mechanisms and policies; promoting the application of information technology in state agencies. By 2011, 16 units had applied M.office and E.office software, over 90% of educational and medical establishments used specialized software.

Many IT projects have been completed such as Nghe An Provincial Electronic Information Portal, Multimedia Electronic Meeting System, Document Management and Operation of Nghe An Province, Provincial Email System... Administrative procedures have been reformed in a simple and convenient direction for transactions. Through administrative reform, the state apparatus has been gradually improved, state agencies have performed their functions and tasks quite well, anti-corruption has been promoted, people's mastery has been promoted, the efficiency and effectiveness of state administrative agencies have been gradually improved.
Regarding this content, the Provincial Party Secretary concluded: although administrative reform has made progress, it has not yet met requirements. Procedures are still slow, cumbersome, formal, unclear about the functions, tasks, and responsibilities of organizations and individuals, violations have not been strictly handled, professionalism is not high; a number of cadres have poor moral qualities, causing harassment to people and businesses; the responsibility of leaders is not high.
In the coming time, to ensure feasibility, it is necessary to focus on handling complaints and denunciations from the people, applying ISO standard information technology, reforming public finance, improving the responsibility, dedication and professionalism of civil servants; the capacity and working methods of leaders, innovating working methods and styles towards administrative modernization.
Following the meeting, the Provincial Party Committee Executive Board listened to and gave opinions on the "Project to improve the provincial competitiveness index". According to the assessment of VCCI, in 2011, Nghe An was still the locality with the lowest PCI score in the North Central region and ranked 49th out of 63 provinces and cities nationwide. At the meeting, delegates contributed many opinions clarifying the strengths and weaknesses, and proposed specific solutions in each field to improve the province's investment and business environment. Concluding this content, comrade Phan Dinh Trac emphasized: it is necessary to publicize administrative procedures, perfect policy mechanisms; implement a one-stop mechanism in investment; enhance the responsibility of the entire political system, especially the heads of units and agencies in improving the provincial competitiveness index.
Also at the meeting, the Provincial Party Secretary noted the key tasks in socio-economic development in the second quarter: giving top priority to removing obstacles for businesses in terms of site clearance, production support policies and mechanisms; taking care of crops, preventing diseases for livestock and poultry, protecting forests, implementing social policies well, eliminating hunger and reducing poverty, ensuring social security, etc.
