Promote administrative reform and improve the investment environment.

(Baonghean.vn) -On the afternoon of July 15th, discussion group number 3, consisting of 15 delegates from the Quỳnh Lưu and Yên Thành constituencies, chaired by Mr. Hồ Phúc Hợp - Secretary of the Party Committee of the Provincial Agencies Bloc, was held with the participation of leaders from the Departments of Planning and Investment, Finance, Labor, War Invalids and Social Affairs, Justice, and the Provincial Civil Enforcement Department.

The main focus of the delegates' discussions revolved around issues related to attracting investment, especially the low rate of attracting 100% foreign investment. Delegate Nguyen Van Tuyen from Yen Thanh district argued that one of the reasons for the difficulties in attracting investment is the cumbersome and complex administrative procedures, with many obstacles causing investors to give up. He suggested that, in addition to the efforts to improve the investment environment by the province, economic zones, and localities, relevant provincial departments such as the Department of Natural Resources and Environment, the Department of Finance, and the Department of Planning and Investment should accelerate administrative reform, clearly decentralize and assign responsibilities to expedite investment procedures; directly and proactively guide and resolve difficulties for businesses, rather than bureaucratizing and waiting for all procedures to be completed before taking action.

Another issue of concern to delegates from Group 3 was the inadequacy of policies and regulations for officials in associations and mass organizations, positions in villages and hamlets, and some semi-professional positions in the grassroots political system. Some delegates argued for consistency, clarity, fairness, openness, and transparency in addressing policies and regulations. They also suggested a review and evaluation to streamline the system, avoiding waste while maximizing efficiency.

Regarding policy issues, delegates from Group 3 also raised the need for specific solutions to address the difficulties faced by contract staff of district radio and television stations during the handover from the provincial station to the localities, as the number of available positions in the districts compared to the remaining number of contract staff is very small.

Regarding the vote of confidence for positions elected by People's Councils at all levels according to Resolution 65 of the National Assembly, Mr. Pham Anh Tuan, a representative from Quynh Luu district, stated that the process and procedures have met the requirements, and all members have submitted self-assessments of their work. However, to avoid formality and ensure a highly accurate assessment, it is necessary to propose to the National Assembly, in the long term, that instead of using three levels (high confidence, confidence, and low confidence), there should be a two-level vote: confidence and no confidence.

Also at this discussion, delegates from Group 3 raised issues such as weaknesses in state management of mineral exploitation; the need for policies to attract high-quality human resources to be categorized by region, level, and based on the actual needs of localities and sectors; rural electricity issues; hospital overcrowding; assessment of new rural criteria; job creation for laborers after land reclamation… and some inadequacies in the implementation of specific policies for agriculture.
