Promote administrative reform, improve investment environment

(Baonghean.vn) -On the afternoon of July 15, at discussion group No. 3, including 15 delegates from the Quynh Luu and Yen Thanh constituencies, led by Mr. Ho Phuc Hop - Secretary of the Provincial Party Committee, with the participation of leaders of the Department of Planning and Investment, Finance, Labor, Invalids and Social Affairs, Justice and the Provincial Civil Judgment Enforcement Department.

The main content that the delegates focused on discussing revolved around issues of investment attraction, especially the low level of attracting 100% foreign investment. Delegate Nguyen Van Tuyen, Yen Thanh district, said that one of the reasons for the difficulty in attracting investment was due to cumbersome and complicated administrative procedures, with many obstacles in the process, causing many investors to give up. This delegate suggested that in addition to the efforts to improve the investment environment of the province, economic zones, and localities, directly related provincial departments such as the Department of Natural Resources and Environment, Department of Finance, Department of Planning and Investment need to promote administrative procedure reform, have clear decentralization and assignment to quickly resolve investment procedures; directly and proactively guide; remove difficulties for businesses instead of administrativeizing, waiting for complete procedures to do.

Another issue that the delegates of Group 3 are concerned about is the inadequacy of policies for cadres in associations, mass organizations, positions in villages, hamlets and some part-time positions in the grassroots political system. Some delegates believe that there needs to be unity, clarity, fairness, openness and transparency in resolving policies and regimes. At the same time, review and evaluate to make the apparatus streamlined to avoid waste and promote efficiency.

Regarding the policy regime, the delegate of group 3 also raised the issue of needing specific solutions to remove difficulties for contract staff of district radio and television stations when handing over from the provincial station to localities because currently the number of staff that districts can handle compared to the number of remaining contract staff is very small.

Regarding the vote of confidence for positions elected by People's Councils at all levels according to Resolution 65 of the National Assembly, Mr. Pham Anh Tuan - a delegate of Quynh Luu district said that in terms of process and procedure, the requirements have been met, and all members have a self-assessment of their work process. However, to avoid formality and ensure highly authentic assessments, in the long term, it is necessary to recommend and propose to the National Assembly that there should not be 3 levels (high confidence, confidence and low confidence) but that there should be a vote at 2 levels: confidence and no confidence.

Also at this discussion, delegates from group 3 raised weaknesses in state management in mineral exploitation; policies to attract high-quality human resources need to be classified by region; level and based on the actual needs of localities and sectors; rural electricity issues; overload in hospitals; assessment of new rural criteria; job creation for workers after land recovery... and some shortcomings in implementing specific policies for agriculture.
