Promote administrative reform, improve the effectiveness of the state apparatus

(Baonghean.vn) - On July 23, 2014, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular meeting in July to listen to some contents on administrative reform, improving the effectiveness of the state apparatus, building key infrastructure, and granting land use right certificates.

In the morning, after listening to and approving the report on the program of building key infrastructure in Nghe An province until 2020 (reported by the Department of Planning and Investment), the Provincial People's Committee continued to listen to and discuss the draft report on the 2-year summary of the implementation of Conclusion No. 08-KL/TU of the Provincial Party Committee and the draft directive of the Provincial Party Committee Standing Committee on promoting administrative reform to improve the capacity and effectiveness of State apparatus management; Draft directive of the Provincial Party Committee Standing Committee on promoting administrative reform and improving the quality of one-stop shop and inter-connected one-stop shop towards modernization at State administrative agencies in the period 2014-2020 (reported by the Department of Home Affairs).

Regarding this content, comrade Nguyen Xuan Duong concluded: This draft Directive has not met the requirements. The Department of Home Affairs has not yet considered to advise the Provincial Party Committee with quality. It is recommended that the Department of Home Affairs absorb the opinions and complete the draft with a spirit of real innovation, breakthrough, strictness, and responsibility of the leader. Resolutely change and rotate a number of cadres who do not do well in administrative reform, causing inconvenience to the people.

Overview of the meeting

Regarding the Project to support businesses in the province to build and develop their brands (reported by the Department of Industry and Trade), the Chairman concluded: Building a brand needs to be associated with traditions, local specialties, and main products. Currently, Nghe An has many good agricultural products but has not yet developed a brand, not only branded products such as RS Melli sugar, Hoang Mai PCB 40 Cement, Hoang Mai PC 40 Cement, black tea, Trung Do Granite tiles... Therefore, the advisory sector must revise the project, complete the project, and associate it with feasible policy mechanisms.

Regarding the Project on building key infrastructure in Nghe An province in the health sector by 2020 (reported by the Department of Health), after listening to the opinions of the sectors, the Chairman of the Provincial People's Committee concluded: The health sector needs to consider and add some more sectors such as Traditional Medicine Hospital, focusing on socializing some projects, items, and hospitals. Clearly identify key projects for investment according to Resolution 26.

Regarding the Project to develop Nghe An into a center of science and technology in the North Central region (reported by the Department of Science and Technology), to ensure the feasibility of the Project, the Chairman requested the Department of Science and Technology to review the contents and clarify the solutions.

On the afternoon of July 23, 2014, the Provincial People's Committee continued to listen to 5 contents: Plan to organize the 2015 National Lotus Village Festival; Regulations on ensuring security - order, environmental sanitation and safety for tourists in the province (replacing Decision No. 131/2006/QD-UBND of the Provincial People's Committee); Draft Plan of the Provincial Party Standing Committee to implement Directive No. 37-CT/TW dated June 6, 2014 of the Central Party Secretariat on strengthening the Party's leadership in training highly skilled human resources in the province; Regulations on management of public Internet access points and public electronic game service points; Decision to promulgate regulations on granting Certificates of land use rights, house ownership rights and other assets attached to land for the first time to households and individuals using land in Nghe An province.
