Promoting occupational safety and health work in the period of industrialization and modernization
Pursuant to Directive No. 29-CT/TU dated September 18, 2013 of the Central Secretariat on promoting labor safety and hygiene in the period of industrialization, modernization and international integration (hereinafter referred to as Directive No. 29-CT/TU), on May 12, 2014, the Provincial Party Standing Committee developed Plan No. 131-KH/TU for implementation.
(Baonghean) -Pursuant to Directive No. 29-CT/TU dated September 18, 2013 of the Central Secretariat on promoting labor safety and hygiene in the period of industrialization, modernization and international integration (hereinafter referred to as Directive No. 29-CT/TU), on May 12, 2014, the Provincial Party Standing Committee developed Plan No. 131-KH/TU for implementation.
Accordingly, it is required to synchronously and closely lead and direct the implementation of Directive No. 29-CT/TU in the province, promote propaganda and training on labor safety and labor hygiene for employers and employees in enterprises, production establishments and cooperatives to ensure effectiveness and practicality. Specify the goals, tasks and solutions to implement Directive No. 29-CT/TU and the implementation plan of the Provincial Party Standing Committee; focus on perfecting and enhancing the capacity of the state management system on labor safety and labor hygiene.
Specific objectives:
Phase 2014 – 2015:
- 100% of provincial and district-level officials in charge of state management of labor safety and hygiene are trained, coached, and have their knowledge and professional qualifications improved in labor safety and hygiene.
- Annual average: Reduce by 5% the frequency of fatal work accidents in the mining, metallurgy, construction, electricity use and chemical production sectors; increase by 5% the number of establishments organizing periodic health check-ups for workers, increase by 5% the number of workers examined to detect occupational diseases, increase by 3% the number of establishments having their working environment monitored compared to the previous year; increase by 1% the number of small and medium enterprises effectively applying the occupational safety and hygiene management system.
- 100% of workers confirmed to have had work-related accidents or occupational diseases receive health care and occupational rehabilitation.
- 100% of fatal work accidents are reported, investigated and handled.
Phase 2016 – 2020:
- 100% of officers with specialized inspection functions and tasks on labor safety and labor hygiene are fully equipped with equipment and means to serve inspection and examination work.
- 100% of medical facilities with the function and task of diagnosing, examining, detecting, and treating occupational diseases are invested in human resources and equipment serving the diagnosis, examination, detection, and treatment of occupational diseases.
- 100% of employers, occupational safety and hygiene workers and employees doing jobs with strict requirements on occupational safety and hygiene are trained in occupational safety and hygiene according to the provisions of law.
- Annual average: Increase by 8% the number of establishments organizing periodic health check-ups for workers, increase by 10% the number of workers being examined to detect occupational diseases, increase by 8% the number of enterprises and production and business establishments organizing measurement and inspection of the working environment; increase by 2% the number of small and medium enterprises effectively applying the occupational safety and hygiene management system.
- Over 90% of cooperatives and craft villages, 100% of small and medium enterprises are informed and disseminated appropriate information on occupational safety and hygiene.
- Strive for 100% of workers to be equipped with essential personal vehicles, emergency and rescue equipment necessary to prevent, cope with, and respond to incidents and occupational accidents.
