The current alarming situation in the border area is that some residents in border communes, due to limited legal knowledge and difficult economic life, are taken advantage of by smugglers to hire transport of goods across the border (mainly herding cattle across the border). In addition, some subjects who regularly cross the border take advantage of the re-import and re-export policy of means of transport to smuggle and illegally transport prohibited goods, rare animals and drugs across the border, without re-exporting the means of transport according to regulations.

Due to the implementation of combat measures, since October 2012, the situation of smuggling cattle across the border has decreased significantly, but illegal trading and transportation of narcotics is still complicated in the backdoor areas of the Border Gate and through trails on the Vietnam-Laos border".
In order to effectively combat smuggling, trade fraud, and illegal transportation of goods across the border, especially before, during, and after Tet, Nghe An Customs Department has signed coordination regulations with local police forces, Border Guard Station 539 - Nam Mat International Border Gate, Border Guard Station 543 (Ta Do), Border Guard Station 545 (Na Ngoi), Border Guard Station 551 (Tam Hop), Border Guard Station 561 (Thanh Thuy). Organize forces, vehicles, and use service dogs to patrol and control on land and at sea to promptly detect and arrest smugglers and illegal transporters of goods across the border and within the Customs control area.
Recently, the Customs Control Team No. 1 - Nghe An Customs Department has coordinated with PC46 - Provincial Police to crack down on the case of HQ02, temporarily seizing a car with signs of smuggling (making fake registration for circulation). The Customs Department has coordinated with other sectors to classify the case, transfer the file to the Provincial Police to handle the act of "forging seals and documents of agencies and organizations" according to the provisions of law. At the same time, advise the Provincial People's Committee to issue a Decision to impose an administrative fine of VND 10,000,000 and evaluate the confiscated property to auction the car with the total amount of money collected to the State budget from the case being more than VND 211 million. The Customs Drug Control Team coordinated with Department PC47 - Nghe An Police to discover and arrest Bui Viet Ha, born in 1963 and Vo Thi Hien, born in 1964, residing in Hamlet 5A, Nghia Thuan Commune, Nghia Dan District, Nghe An Province, who were illegally buying, selling and transporting drugs. The seized evidence was: 77.09 grams of heroin...
With the active participation of the Customs sector and functional agencies, in 2012, Nghe An Customs discovered and handled: 99.9 kg of various types of firecrackers; 6 kg of bear paws; 2 kg of stone turtles; 0.8 m3 of clove wood; 1.297 m3 of rosewood; 0.99 m3 of purple rosewood; 30 bags of animal bones (750 kg); 1,000 synthetic drug pills; 416.495 grams of heroin; 21,330 grams of marijuana; 1,017 grams of plastic opium; 2 cars...; handled 33 cases with a fine of more than 192,151,543 VND; the proceeds from the auction of confiscated property of 2 cars worth more than 706 million VND and paid to the state budget more than 898 million VND.
