Promote training of highly skilled human resources

(Baonghean) - On June 6, 2014, the Central Party Secretariat issued Directive No. 37-CT/TU on "Strengthening the Party's leadership in the training of highly skilled human resources". For Nghe An, a province with potential in human resources, the implementation requires strong innovation in both training thinking and teaching equipment, focusing on specialized vocational training, meeting the world's vocational "standards".

The disadvantages

Mr. Tran Thanh Hai - Director of Hai Chau Shipbuilding Company said that finding skilled workers is extremely difficult, although the salary paid to shipbuilders is from 400 - 500 thousand VND/day. The company is one of the units that build fishing boats and tourist boats for the whole country, but cannot recruit skilled workers because the locality does not have schools or classes to train this profession. The province should have classes to train shipbuilding, because Nghe An is a shipbuilding center of the whole country.

Nghe An Agricultural Materials Joint Stock Corporation is a large enterprise in the area, with many factories and production facilities with nearly 300 employees. In addition to ordinary workers and university engineers, the Company is in great need of skilled workers such as mechanics and electricians. However, recruiting workers with high mechanical skills is very difficult. That is one of the inadequacies in the supply and demand of skilled workers.

Every year, Dien Chau trains more than 1,200 workers in a variety of occupations: sewing, agricultural machinery repair, rattan and bamboo weaving, office informatics, chief engineer, captain, aquaculture, mushroom growing, animal husbandry... with the budget for rural vocational training according to Decision 1956 of the Prime Minister having been settled at 1.2 to 1.3 billion VND. Mr. Pham Van Thanh - Vice Chairman of Dien Chau District People's Committee said: "Dien Chau is a district with potential human resources, Dien Chau people are hard-working, intelligent, and sharp. In the area, there are more and more projects using labor, so the district focuses on labor training; propaganda, vocational training and employment counseling for rural workers are promoted. Thanks to that, every year Dien Chau has provided thousands of workers for factories such as Nam Sung Vina, Dien Phong Garment Factory, serving economic development in the area and participating in labor export". According to Mr. Truong Cong Suu - Head of the district's Department of Labor, Invalids and Social Affairs, the good thing about Dien Chau is that it can train jobs based on the district's strengths such as aquaculture, training of chief engineers and captains. However, Dien Chau only trains general jobs, not high-quality jobs; some jobs such as aquaculture and captains are also having to cooperate with other schools and have not yet achieved high-skilled workers.

With a series of investment projects attracted in recent times, along with the new rural construction movement, Nam Dan has focused on vocational training for farmers to meet the requirements of economic development in the area. After more than 3 years of implementing the vocational training program for rural workers in the period 2010 - 2020 according to Decision 1956 of the Prime Minister, Nam Dan has opened more than 50 vocational training classes for nearly 1,200 farmers, mainly in the following occupations: flower growing, fattening cattle, sewing, aquaculture, embroidery... Vocational training has met the needs of factories in the area such as Haivina Kim Lien, Hanosimex textile cluster, Nam Dan Van An factory chain, cooperatives... But according to Ms. Le Thi Hang - Vice Chairman of Nam Dan District People's Committee: "Vocational training in Nam Dan is still at the general level, not yet able to train high skills". Nam Dan, Dien Chau as well as many other localities have actively equipped knowledge and skills for workers, however, the time has come when vocational training cannot be "universal" but needs new steps in vocational training with key points, invested in a systematic, professional manner and in accordance with international standards.

Solution to human resource problem

Directive 37 dated June 26, 2014 of the Central Party Secretariat clearly stated: “Party committees, authorities, agencies, organizations and enterprises, especially leaders, need to correctly identify the position, role and importance of highly skilled human resource training, and include this work in the annual programs and action plans of ministries, branches and localities”. The Directive also opens up a certain direction for highly skilled human resource training, which is: “The State plays a leading role in investing funds for highly skilled human resource training, focusing on synchronous investment in vocational training institutions that are qualified to perform training tasks that meet national, regional and international standards. Strive for high-quality vocational training institutions to have sufficient training capacity equivalent to regional and international levels by 2020”. Thus, it can be seen that the facilities participating in training highly skilled human resources will enjoy investment resources from the State and that investment source is worthy to train professions that meet regional and international standards. This is a breakthrough in the leadership and direction of the Party in the training of highly skilled human resources.

To implement the directive, the Vietnam - Korea Industrial Technical Vocational College has taken positive actions and done a good job of preparation. Mr. Nguyen Duy Nam - Party Secretary, Principal of the school led us to visit the integrated classrooms in the departments of electricity, information technology, industrial electronics, welding technology, etc. Here, students study on machines equipped from advanced countries such as the US, France, etc. Mr. Nam said: In 2014, the school was approved by the Prime Minister as 1/45 schools on the list of developing high-quality vocational schools, in which the General Department of Vocational Training selected it as 1 of 6 pilot schools for investment according to high-quality criteria. The issuance of Directive No. 37 of the Central Party Secretariat will create more favorable conditions for the school in completing the criteria of a high-quality school in vocational training. Currently, some vocational groups at the Vietnam - Korea Industrial Technical Vocational College have been selected by the Ministry of Labor, Invalids and Social Affairs to build international standard occupations such as: welding, industrial electronics, electrical control equipment installation, mechatronics. For welding, 90% of international standards have been met, mechanical engineering has reached 80%, electronics has reached 70% of standards. In leadership and direction, the school's Party Committee has a firm grasp of the Party and State's policies and guidelines on vocational training, issues monthly resolutions on this work, and actively trains and improves theories for students. The Party Committee has focused on teacher training abroad such as Australia, Malaysia, Japan, Korea, etc.

For Vinh University of Technical Education, it has not been selected as a high-quality vocational training school, but with the characteristics of training vocational teachers, specialized training is also focused on. Dr. Nguyen Hong Minh - Principal of the school said: The school's Party Committee always implements policies and guidelines on vocational training, gradually training high-quality vocational training from the 2014 - 2015 school year. The school has also studied Directive No. 37, so that in the coming time, it will lead teaching and training in the direction of responding to reality and training highly skilled vocational college students. Thus, it can be seen that there has been a movement in training highly skilled human resources to serve the industrialization and modernization of our province. In 2013, our province also had 13 vocational schools selected to have key training occupations.

Currently, Nghe An is preparing to approve the plan to implement Directive 37. After the plan is issued, the specialized sector will issue projects for implementation. Nghe An's goal from now until 2020 is to train 82,200 people with intermediate and college level technical workers, increase the rate of trained workers in the province to 65% by 2020 and the rate of trained workers to 61%, bringing the rate of workers with intermediate and college level vocational skills to 21.3% by 2020; focusing on key industries and occupations serving the socio-economic development of the province. To achieve that goal, it requires Party committees and authorities at all levels to thoroughly grasp Directive No. 37 CT/TU, based on the socio-economic development plan to develop a human resource development plan for the period 2014 - 2020 associated with the planning of the system of vocational education institutions; put the training of highly skilled human resources into the 5-year and annual plans, for each industry, each district, city, town and the whole province. Mobilize resources to support investment in key schools, high-quality schools, at the same time, there must be a survey and assessment of human resources in the area, the demand for high-quality human resources to have a training plan. Currently, it is known that the Department of Labor, Invalids and Social Affairs has not yet surveyed the demand for highly skilled human resources in the province to have a training plan.
