On the morning of January 29, the People's Committee of Nghe An province held an online conference to implement the legal policies on social insurance and health insurance in 2021. Attending the conference were comrades: Pham Luong Son - Deputy General Director of Vietnam Social Security; Bui Dinh Long - Vice Chairman of Nghe An Provincial People's Committee; representatives of leaders of departments, branches, localities and medical examination and treatment facilities in the province.

Implement well the set targets and plans

Report on the implementation of legal policies onSocial insurance, Health Insurance presented by the leader of Nghe An Provincial Social Insurance clearly stated: 2020 is a year with many changes in the implementation of social insurance and health insurance policies in Nghe An province.

Leadership and direction have been strengthened; social insurance and health insurance policies and regimes have been effectively implemented; targets assigned by the Central and the province have been met and exceeded, and the goal of universal health insurance and social insurance for all workers has been gradually achieved. In the implementation, there has been synchronous coordination of the entire political system, contributing to the implementation of the set goals and tasks.

Administrative reform and application of information technology have had positive changes. Inspection and examination of law enforcement onSocial insurance, health insurancebe promoted, contributing to preventing and combating acts of abuse and profiteering from the Social Insurance Fund and controlling costs in health insurance examination and treatment associated with ensuring the rights of health insurance participants.

During the year, over 2.9 million people participated in social insurance, health insurance, voluntary social insurance, and unemployment insurance, reaching 100% of the assigned plan. Medical examination and treatment facilities requested a payment reduction of over 5% compared to the same period in 2019...

In addition to the achieved results, the implementation of legal policies onSocial insurance, health insuranceIn Nghe An, there are still many difficulties and problems, namely: The coverage of social insurance participants is still low compared to the national average, and there are still many enterprises that are eligible to participate but have not participated, affecting the assurance of benefits, social insurance and unemployment insurance regimes of employees.

The situation of late payment and social insurance debt is still happening in many enterprises; handling bankrupt units and enterprises, dissolution, absconding owners, ceasing operations... is still difficult and problematic.

The management of the health insurance fund and control of health insurance treatment costs in the area still face many difficulties; although there have been many measures to control health insurance treatment costs, the rate of using the health insurance treatment budget is still high compared to other localities.

Increase the rate of population participating in health insurance to 91%

At the conference, delegates focused on clarifying the causes of difficulties and obstacles; proposing goals and solutions to effectively implement policies and laws on social insurance and health insurance in 2021.

Accordingly, in 2021, Nghe An province sets a goal of striving to exceed the coverage targets and develop the assigned social insurance, health insurance and unemployment insurance participants, specifically: The rate of the working-age labor force participating in social insurance reaches 18.50% (an increase of 1.7% compared to 2020); the rate of the population participating in health insurance reaches 91%.

The province will drastically implement new regulations on social insurance and health insurance; improve the efficiency of management of collection and debt collection of social insurance, unemployment insurance and health insurance; ensure correct, full and timely collection and prevent loss and arrears of social insurance and health insurance contributions; organize full, timely and correct implementation of social insurance and health insurance regimes and policies; improve the quality of appraisal work, closely monitor the payment of health insurance medical examination and treatment costs, ensure the rights of participants and best beneficiaries of the Party and State's preferential policies; continue to closely follow the Central Government's directions on urgent solutions to remove difficulties for production and business, ensure social security, and respond to the Covid-19 pandemic.

Focus on inspecting, supervising and urging units during the implementation process; strengthen inter-sectoral inspection and examination and surprise specialized inspection at units showing signs of arrears and abuse of social insurance and health insurance funds; promptly handle and propose handling of violations of social insurance, unemployment insurance and health insurance laws; contribute to minimizing social insurance and health insurance debt in the area to ensure the legitimate rights and interests of employees; promote the application of information technology and promote administrative reform.

At the conference, authorized by the leadership of Vietnam Social Security, the Prime Minister's Certificate of Merit was awarded to 5 individuals with outstanding achievements; the General Director of Vietnam Social Security awarded Certificates of Merit to 30 groups and 20 individuals. Nghe An Provincial People's Committee awarded the Emulation Flag to 2 outstanding groups, Nghe An Provincial Social Security Office and Nghia Dan District Social Security, and awarded a Certificate of Merit to 1 individual.
