(Baonghean) - On the morning of November 23, Comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of Nghe An Provincial People's Committee, Head of the Steering Committee for Illiteracy Prevention and Universal Education chaired a working session with relevant departments, branches and members of the Steering Committee on promoting illiteracy prevention and building community learning centers.
In the past time, the Steering Committees at all levels have made great efforts in directing schools and localities to actively implement the Project on universalizing preschool education for 5-year-old children, combating illiteracy and developing community learning centers (CLCs). As a result, 20/20 districts and cities in the whole province have met the anti-illiteracy standards, the literacy rate of the population aged 26-35 is 99.34%, the number of 6-year-old children entering grade 1 is 99.9%, the number of 5-year-old children attending kindergarten is 99.7%, 479/479 communes, wards and towns have CLCs, many centers operate effectively, contributing to improving people's knowledge, improving the quality of life, thereby contributing to socio-economic development in the locality...

In addition to the achievements, the members of the Steering Committee also pointed out the difficulties in the work of combating illiteracy and universalizing education such as: Currently, the rate of illiteracy in the age group of 13-35 is about 0.7%, concentrated in mountainous districts and remote areas. In mountainous and highland districts alone, there are 5,230 illiterate people, accounting for 1.4% of the illiterates in the age group in the region and 79% of the illiterates in the age group in the whole province. Illiterates in the age group are scattered and have no need to go to school, so mobilizing and organizing illiteracy eradication and primary education classes is difficult. The work after illiteracy eradication has not received due attention, so the situation of re-illiteracy is at risk of returning.
In his speech, Comrade Nguyen Xuan Duong praised the efforts of the Departments and branches in implementing the program to eradicate illiteracy, build a learning society and develop community learning centers; to improve efficiency, in the coming time, the Department of Education and Training will coordinate with the Steering Committee to develop the program to soon develop a specific project on promoting a learning society, improving the quality of community learning centers for the period 2011-2020; promote the opening of literacy classes, prevent re-illiteracy; focus on mobilizing children of school age due to difficult circumstances who cannot go to school to study according to universal education programs; raise awareness among everyone about lifelong learning and building a learning society, effectively implement the building of a learning society from the grassroots, focus on consolidating the operating model of community learning centers; Increase investment in building facilities, teaching equipment and developing staff and teachers, diversifying content, programs and forms of learning to meet the needs of regular learning and lifelong learning of everyone.
Nghe An strives to have 100% of mountainous and highland communes meet the standards for combating illiteracy and universalizing primary education by 2015, reducing the rate of illiterate people in the highlands to below 1%; some plain districts and cities and towns will universalize high school; 60% of wards and communes will meet level 2 standards for universalizing primary education.
