Since the 4th meeting (January 3, 2013), the Ministry of Education and Training has developed a comprehensive training plan for human resources serving nuclear power plants and human resources serving State management in the nuclear field until 2020, based on the synthesis of the needs of the Ministry of Science and Technology and the Vietnam Electricity Group (EVN); has developed a Draft Decree regulating preferential and support policies for those sent for training and development in the field of nuclear energy. In particular, the Joint Circular guiding the content and expenditure levels for implementing Decision No. 1558/QD-TTg dated August 18, 2010 of the Prime Minister on approving the Project "Training and developing human resources in the field of nuclear energy" has not been completed.

Since the beginning of 2013, 70 students have been sent to the Russian Federation to study the major “Equipment and installation of nuclear power plants” under scholarships, bringing the total number of students studying this major in Russia to 230. The Ministry of Education and Training noted that EVN has a plan to manage and assign tasks to 230 students majoring in Atomic Energy in Russia, who are expected to return home in 2014.

In addition, the Ministry of Education and Training has implemented many survey activities, short-term study and learning management experience in a number of countries such as Russia, Hungary, Japan, Korea, etc.

Reporting at the meeting, EVN said that during the peak construction period, the number of staff of the Ninh Thuan Nuclear Power Plant Project Management Board was about 400 people; the operation and maintenance block for Ninh Thuan Nuclear Power Plant 1 and 2, each plant needed about 1,100 people with specific qualifications: 442 university graduates (accounting for 40%), 461 vocational college graduates (accounting for 42%), and 197 unskilled workers (accounting for 18%).

Speaking at the meeting, Deputy Prime Minister Nguyen Thien Nhan assessed that in the past 6 months, the Steering Committee has carried out many important tasks, especially the Ministry of Education and Training has ensured the progress of sending students to study in the field of atomic energy in Russia.

The Deputy Prime Minister assigned the Ministry of Education and Training to review and submit to the Prime Minister a plan to invest in and upgrade facilities serving the training of nuclear energy human resources at 7 schools nationwide; not to use capital allocated for training for basic construction work; and to strengthen coordination with ministries and branches in the task of developing policies related to the training of nuclear energy human resources.

The Deputy Prime Minister requested that in August 2013, the Ministry of Education and Training and the Ministry of Finance should issue a joint circular guiding the level of expenditure for training human resources in the field of atomic energy; the Ministry of Home Affairs and the Ministry of Science and Technology should review and collect all job positions, and specifically determine the levels and ranks in each job group in the field of atomic energy...
