From November 12 to November 19, 2011, FMD in livestock occurred in Thanh Long commune (Thanh Chuong), Hung Nhan (Hung Nguyen) and Vinh Tan ward (Vinh city). In Thanh Chuong, Mr. Dao Quang Bien (Head of the District Veterinary Station) said: From November 12 to November 17, 2011, the epidemic occurred in 3 households in Hamlet 1, Thanh Long commune, the total number of infected livestock was 4 buffaloes and calves. It is worth mentioning that the symptoms of FMD had occurred in Thanh Long's livestock since November 12, but it was not until November 17 that the District Veterinary Station learned about it through a source of information from a local resident. The epidemic even occurred right at the residence of the commune chairman, but the commune was still unaware, the people hid the epidemic, and treated the symptoms themselves based on experience.
The inadequate quarantine of animal products is a cause of disease spread.
After the outbreak, in addition to propaganda measures, localities with the epidemic also organized households with sick livestock to sign a commitment to keep them in captivity, not to graze, slaughter or sell them, causing the disease to spread. At the same time, they set up checkpoints to prevent livestock from entering or leaving the epidemic area. The Department of Animal Health provided 318 liters of Benkocid chemicals to Thanh Chuong, Hung Nguyen and Vinh City to spray disinfectants in the epidemic area, and provided 4,150 doses of FMD vaccine for Hung Nguyen and Vinh City to vaccinate and surround the epidemic area.
According to Master Dang Van Minh - Deputy Head of the Epidemiology Department (Provincial Veterinary Department), the scale of FMD in our province is not large. However, now it is the last months of the year, the cold and rainy weather is a very favorable condition for diseases, including FMD, to continue to recur and spread strongly. Therefore, to prevent the disease from spreading widely, localities with the epidemic must concentrate all forces to control the epidemic, completely isolate sick livestock, not let livestock roam freely, disinfect and sterilize around the epidemic area, and organize vaccination to surround the epidemic area. In particular, in reality, it can be seen that the transportation of sick livestock is a cause of spreading and dispersing the epidemic widely. Therefore, it is necessary to strictly prohibit all acts of trading and transporting sick livestock and livestock in epidemic areas for consumption. Local authorities from hamlet to commune level must strictly manage sick livestock, set up quarantine checkpoints in epidemic areas to prevent the transportation of livestock in and out of epidemic areas, not sell livestock to other localities to spread the disease, and strictly implement measures to strictly handle those who intentionally violate regulations on the transportation, trading of livestock, livestock products, and slaughter of sick or suspected sick livestock.
