Promote good production movement, comply with tax policies and laws
In 2010, enterprises in Nghe An province and the whole country carried out production and business tasks in conditions of inflation, high prices, natural disasters and epidemics... Objective factors along with the inherent problems of the majority of enterprises in the province (such as lack of business capital, outdated technology, burdened with loan interest rates and surplus labor,...) caused enterprises and business households to face many difficulties.
However, the business community and entrepreneurs in the province have strived to overcome difficulties, maintain and promote production and business, creating a strong driving force to promote Nghe An's economy to continue to develop. The activities of businesses and entrepreneurs increasingly demonstrate the great role of the business community in the socio-economic development of the province.
In addition to implementing well the State's policies and restructuring the industry, arranging a reasonable workforce, building a team of entrepreneurs with qualifications, business culture, solid technical and management expertise, quick access to the market economy and the integration process; enterprises and entrepreneurs have boldly invested in expanding production and business, gradually promoting advantages, exploiting potentials, constantly improving competitiveness, creating many good quality products and services to meet market demand. The activities of enterprises and entrepreneurs in recent times have made an important contribution to solving employment, increasing income and improving the lives of workers.
Production competition contributes to economic growth and increased budget revenue.

Along with the development of production and business, enterprises, entrepreneurs and business households have become increasingly aware of complying with tax laws, proactively declaring, correctly calculating, fully and promptly paying taxes and fees to the state budget.
Thanks to that, the state budget revenue from enterprises is increasing, with the rate of each year being higher than the previous year. In 2010, the total budget revenue in the province reached 5,541.5 billion VND, of which domestic revenue reached over 4,300 billion VND, exceeding 81% compared to the estimate assigned by the Provincial People's Council, increasing 53% compared to 2009.
Most tax revenues were completed and exceeded the set plan, notably some revenues increased sharply, such as: revenue from central state-owned enterprises reached 626.7 billion VND, equal to 128% of the Ordinance estimate, 127% of the Provincial People's Council estimate and increased by 42% compared to the same period in 2009. Revenue from local state-owned enterprises reached 439.7 billion VND, equal to 170% of the Ordinance estimate, 169% of the Provincial People's Council estimate and increased by 56% compared to the same period in 2009.
Revenue from foreign-invested enterprises reached 132.2 billion VND, equal to 220% of the ordinance estimate, 220% of the provincial People's Council estimate and increased by 111% compared to the same period in 2009. Revenue from the field of public service provision reached 683.6 billion VND, equal to 144% of the ordinance estimate, 130% of the provincial People's Council estimate and increased by 44% compared to the same period in 2009.
Land use fee collection reached 1,655.8 billion VND, equal to 487% of the ordinance estimate, 331% of the provincial People's Council estimate and increased by 70% compared to the same period in 2009. Registration fee collection reached 275 billion VND, equal to 167% of the ordinance estimate, 167% of the provincial People's Council estimate and increased by 48% compared to the same period in 2009...
2010 was the year that Nghe An had a strong growth in the number of enterprises and business households, with 1,287 newly established organizations (613 LLCs, 657 Joint Stock Companies and 17 private enterprises,...) and 7,528 newly registered individual households, bringing the total number of enterprises and business households in the province operating and managing tax collection to 7,302 enterprises and 52,571 business households.
During the year, hundreds of organizations, individuals and households paid large amounts of taxes to the budget, typically: Tate & Lyte Sugarcane Company Limited (81.2 billion VND); Sabeco Song Lam Packaging Joint Stock Company (75.6 billion VND); Bac A Joint Stock Bank (50.7 billion VND); Nghe An Branch of Military Telecommunications Corporation (46.6 billion VND); Tuong An Vegetable Oil Joint Stock Company (42 billion VND); Nghe An Milk Factory (36.1 billion VND); VINAFOODI Flour Company (35.8 billion VND); Nghe An Petroleum Construction Corporation (34.7 billion VND); Tan Khanh An One Member Co., Ltd. (31.1 billion VND); VTC Online Media Joint Stock Company (28.3 billion VND); Nghe An Agricultural Materials Joint Stock Corporation (26.5 billion VND); Nghe An Telecommunications (20.8 billion VND); Traffic Construction Corporation 4 (13.8 billion VND); Vinh Plastic and Packaging Joint Stock Company (10.8 billion VND)...
It can be affirmed that the results that the Party Committee and people of Nghe An have achieved in recent years have had important contributions from businesses and entrepreneurs - the core force in building and developing economic goals, creating material wealth for society, and developing revenue sources for the State budget.
Every year, hundreds of enterprises and business households successfully fulfill their tax obligations and are listed on the Golden List, which is a testament to the efforts of enterprises and businessmen in implementing the patriotic emulation movement, striving to improve in production and business, and fulfilling their obligations to the State budget. However, compared to the number of registered enterprises and business households, the annual budget payment from enterprises is still low, and the number of enterprises with large payments (over 50 billion VND) is still too small.
To continue promoting the achieved results, contributing to exceeding the budget revenue target for 2011 and the following years, enterprises and business households need to continue to strive, overcome difficulties and challenges, proactively grasp integration knowledge, understand legal policies, change thinking, strengthen joint ventures, help and support each other to expand production, innovate equipment, technological lines, and build brands.
Promote production and business; improve productivity, quality, efficiency, competitiveness, produce many quality goods and services, to gradually dominate regional and world markets, contribute to economic growth, increase budget revenue so that Nghe An can increasingly move forward in the cause of industrialization and modernization of the country.
On the part of state management agencies at all levels, it is necessary to create all favorable conditions and the best environment for businesses and entrepreneurs to promote production and business development. The Tax sector needs to continue to improve service quality, carry out propaganda and support work well, strengthen dialogue with businesses, promptly receive and handle difficulties and problems in the process of implementing tax policies and laws, ensuring the legitimate rights and interests of businesses.
Promote administrative reform, simplify, publicize, and modernize tax administrative procedures, shorten the time to process work, reduce inconvenience to taxpayers, and provide the best assistance and convenience for taxpayers to the State budget. Regularly monitor, detect, commend, and replicate typical factors; thereby truly creating a favorable environment for production and business, promoting the patriotic emulation movement of good production and high tax payment in the business and entrepreneur community.
