I - Problem statement:

1. The need to develop a project

Through that, it has contributed to promoting the patriotic emulation movement; participating in solving many difficulties and complications at the grassroots level; making important contributions to the great victories in the fields of socio-economy, national defense - security, building the political system of the province and each locality. However, in the past time, the "Skillful Mass Mobilization" emulation movement still has shortcomings, requiring the drastic and synchronous direction of Party committees at all levels, the active and responsible participation of organizations in the political system in the coming time, to bring the movement up to the level of requirements of mass mobilization work in the new period.

- Resolution No. 25 - NQ/TW, dated June 3, 2013 of the Party Central Committee on strengthening and innovating the Party's leadership in mass mobilization work in the new situation; Resolution No. 26 - NQ/TW of the Politburo (11th tenure) on "Orientations and tasks for Nghe An development to 2020" has set out new viewpoints, goals, tasks and solutions for mass mobilization work. From there, it requires Party committees at all levels and the political system to actively promote the emulation movement "Skillful mass mobilization", aiming to widely gather mass forces, promote great strength, unite and compete towards the goal of building Nghe An into a fairly good province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020.

3. Project scope:

The project identifies goals, tasks, and solutions to build models, examples, and promote the "Skillful Mass Mobilization" emulation movement in agencies, units, and residential areas from 2014 to 2020. The subjects participating in the implementation are organizations in the political system from the province to the grassroots level.

II - Situation of the "Skillful Mass Mobilization" emulation movement from 2009 - 2013

1. Results achieved:

Realizing the significance and importance of the "Skillful Mass Mobilization" emulation movement, every year the Provincial Party Committee's Mass Mobilization Committee and district, city and town Party Committees have advised the Party Committees to issue directive documents; guide, inspect and urge implementation. Many localities and units have built models and typical examples of "Skillful Mass Mobilization" in various fields, contributing to promoting the patriotic emulation movement among the people to become increasingly in-depth and practically effective.

1.1. About quantity:

Up to now, the provincial mass mobilization system has coordinated to build 360 "Skilled Mass Mobilization" models at the district level and 2,852 grassroots models, including:

1.2. The effectiveness of the emulation movement "Skillful mass mobilization"

- The emulation movement "Skilled Mass Mobilization" associated with studying and following the moral example of Ho Chi Minh and implementing national programs and goals on new rural construction has been led, directed, and mobilized by the Party Committee, with organizations in the political system, the core of which is the mass mobilization cadre force, the Fatherland Front, and socio-political organizations, actively participating. Many models and typical examples of "Skilled Mass Mobilization" have appeared in various fields of practical and effective activities.

+ In terms of economy: economic sector models have been associated with the movement of building new rural areas, building civilized urban areas; transforming economic structure, livestock, crops, developing production, services, and trade; economic models have been built with a value of over 202 billion VND, transforming thousands of mixed gardens into gardens with commodity value, building 370 livestock farms and hundreds of large-scale fields; publicizing programs, projects, and plans for socio-economic development... "Skilled mass mobilization" in the economic sector has contributed to bringing the total food output in 2013 to over 1.1 million tons, an increase of 0.6% compared to 2012; the growth rate of total products reached 7% (national average 5.4%); average income per capita reached 23.57 million VND (21.22 million in 2012); The poverty rate decreased to 12.5% ​​(15.6% in 2012); 1 commune met 19/19 criteria for new rural construction, 6 communes met 16 criteria, and 8 communes met 15 criteria.

+ Regarding culture and society: models focus on building movements to encourage learning and talent, implementing cultural life in residential areas, mobilizing people to contribute resources with the state to build schools, medical stations, cultural houses... In 2013, mobilizing cadres and people to contribute to the "Learning Encouragement Fund" reached 45 billion VND, helping poor students and teachers overcome difficulties with 34 billion VND; building 370,000 studious families, 6,010 studious clans. The rate of cultural families reached 76%; 4,810/5,790 villages and hamlets have cultural houses, accounting for 83%. The whole province has 3,763 villages (accounting for 65.5%), communes (accounting for 48%) have basically asphalted rural roads. The construction of cultural houses for blocks, villages, hamlets, and intra-village roads contributed by 70 - 80%.

+ In the field of security and defense: propagandizing and mobilizing people to participate in preventing social evils; building militia and self-defense forces, self-management groups, protecting security in villages and hamlets; conducting reconciliation activities; participating in the movement "All people protect national security"; building national defense and people's security posture. In the past time, 95% of households signed a commitment to prevent drug crimes, comply with the Road Traffic Law; organized 1,891 public meetings. The masses provided 2,146 valuable sources of information, helping authorities investigate and clarify 788 cases related to criminal offenses, 670 drug cases, 607 smuggling and trade fraud cases, 112 environmental violations; The activities of the People's Inspectorate contributed to monitoring 1,688 cases from the grassroots level, detecting 1,506 violations, and proposing to handle 982 cases. Mobilizing ethnic people to take care of building a peaceful and friendly border, protecting sovereignty and border security; the rate of handling petitions, complaints and denunciations reached 92%.

+ Regarding the building of the political system: Raising awareness and responsibility of organizations in the political system, of cadres and party members in serving the people. The quality of grassroots party organizations and organizations in the political system has been improved, the number of grassroots party committees and branches achieving clean and strong status in 2013 increased by 9.1% compared to 2008, contributing to consolidating and improving the quality of activities of the grassroots political system in religious and ethnic minority areas. The rate of gathering members of political and social organizations increases by 1-2% each year, eliminating weak bases in special areas.

+ Skillful mobilization of the Fatherland Front and organizations: each year mobilized over 10 billion VND to build the "Fund for the poor", especially in 2013, mobilized 21 billion/17 billion target of the "Fund for the poor". Lunar New Year 2014 mobilized 21,795 million VND, gave 46,741 gifts to meritorious people and poor people, people in difficult circumstances. The whole province mobilized people to donate 3,864,463m²land, 2,568,842 working days, 3,269,505 billion VND contributing to the construction of new rural areas. 100% of communes, wards and towns established community investment supervision boards, 42% operated effectively... Mobilizing resources from the people to participate in overcoming difficulties, contributing to preventing economic decline, realizing the goals of socio-economic development, national defense and security of the province.

- "Skillful mass mobilization" of the government and state agencies, contributing to the implementation of democratic regulations associated with administrative reform, achieved progressive results, 100% of provincial agencies established committees to implement grassroots democratic regulations. 20/21 districts, cities, towns, 457/480 communes, wards, towns, 22 departments, branches and the Provincial People's Committee Office implemented the "One-stop" mechanism; a number of departments, branches and 10/21 districts, cities, towns have implemented the "One-stop" mechanism... Creating convenience for agencies, businesses and people in carrying out administrative procedures, especially reducing travel time, gradually limiting harassment and inconvenience in handling work.

- The emulation movement "Skilled mass mobilization" has contributed to improving the spiritual and material life of the people; building new rural areas; implementing the grassroots democracy regulations, consolidating and improving the quality of the political system's activities; effectively participating in resolving difficulties and pressing issues at the grassroots level. Creating solidarity, consensus, promoting potential, creativity, mastery and resources among the people, striving to successfully carry out the political tasks set forth by the Party Congresses at all levels. In particular, in 2013, mass mobilization work has made an important contribution to stabilizing the province's economy and making progress in growth, improving people's lives, ensuring national defense and security; the political system has been strengthened and improved, the main targets (20/25 targets) have reached and exceeded the set plan.

- The emulation movement "Skilled mass mobilization" has been carried out according to President Ho Chi Minh's teaching "the people's strength is very large, the people's work is very important, poor mass mobilization will lead to poor performance in everything, skillful mass mobilization will lead to success in everything".

2. Existence and limitations:

- Some Party committees have not really paid attention to directing the emulation movement "Skilled mass mobilization". The participation of authorities, departments, branches and organizations in some places has not been active and timely. The quality of the movement is not uniform.

- Models and typical examples of development are not comprehensive in all fields. Some models are not highly effective, lack sustainability and influence. Propaganda, summarization, experience drawing, and replication of models in some places are still slow.

Causes of existence and limitations:

- The awareness and responsibility of some Party committees, authorities, departments, branches, organizations and a number of cadres, Party members, union members and association members regarding the "Skillful Mass Mobilization" emulation movement are not deep and complete. Some places have not developed action plans, lacked inspection and supervision of implementation, and have not encouraged and motivated the movement in a timely manner.

- Coordination between mass mobilization, the Fatherland Front, departments, branches and organizations in model building work is sometimes not tight. Investment resources for model building are limited.

III - Objectives, tasks and solutions to build models, typical examples, and promote the emulation movement "Skillful mass mobilization" by 2020

1. General objectives:Promoting the core role of the mass mobilization system, the Fatherland Front, socio-political organizations, mobilizing the participation of organizations in the political system, building and replicating many practical, effective, sustainable and widespread "Skilled Mass Mobilization" models in all areas of social life, promoting the "Skilled Mass Mobilization" emulation movement to develop more and more deeply, contributing to the completion of socio-economic, national defense and security goals, and building the political system set forth by the Resolutions of Party Congresses at all levels.

2. Some specific targets from now to 2020:

Maintain and sustainably develop existing models and strive to:

- Provincial and district agencies, departments, branches and organizations have built 1-2 pilot models of "Skilled Mass Mobilization".

- Each commune, ward and town builds 3 - 5 pilot models (selecting difficult and weak areas; balancing all areas equally).

3. Tasks and solutions

3.1. Strengthen propaganda work, raise awareness and responsibility for organizations in the political system, cadres, party members and people about the emulation movement "Skillful mass mobilization"

- The Party Committee's Mass Mobilization Committee coordinates with the Propaganda Committee and mass media agencies to organize press conferences, provide information to open special pages and columns to increase broadcasting time to promptly reflect the "Skillful Mass Mobilization" emulation movement, typical models, collectives and individuals.

- The Provincial Party Committee's Mass Mobilization Committee will coordinate with relevant departments and branches to compile a book on typical "Skillful Mass Mobilization" models throughout the province in 2014 and distribute it to the grassroots level.

- Agencies, departments, branches and organizations use reporters, propagandists and magazines, newsletters and information to promote propaganda work in the vertical sector.

- Strengthen propaganda and replication of new, innovative models and examples, models in specific difficult areas and comprehensive models in all fields of operation.

3.2. Establish and strengthen the Steering Committee of the "Skilled Mass Mobilization" Movement at all levels.

- Party committees at all levels establish and consolidate the Steering Committee for the "Skillful Mass Mobilization" emulation movement, with the following members: the permanent deputy secretary, the vice chairman of the People's Committee, the head of the mass mobilization committee, representatives of the leaders of the Fatherland Front, socio-political organizations, and representatives of the leaders of sectors in the fields of economy, society, national defense and security. The steering committee is headed by the permanent deputy secretary; the head of the mass mobilization committee is the deputy head of the committee; the vice chairman of the People's Committee is the deputy head of the committee.

- Departments, branches and organizations establish a steering committee of 3-5 members, with 1 leader of the agency or unit as the head of the committee.

3.3. Develop plans and programs of activities to promote the emulation movement "Skilled mass mobilization"

- The Steering Committee of the "Skilled Mass Mobilization" Movement develops annual and term plans and programs of activities. Assigns responsibilities to members; members, based on their functions and tasks, coordinate to direct the development of models, examples and promote the "Skilled Mass Mobilization" emulation movement in their assigned areas. Focus on building models in difficult and specific areas; comprehensive models in all areas of operation, pay attention to solving urgent issues that people are concerned about (environmental sanitation, traffic safety, natural resource protection, food safety, etc.), and strengthen experience sharing in pilot directions to expand the movement.

- The Steering Committee is responsible for reporting to the Standing Committee of the Party Committee on the results of the implementation of the "Skillful Mass Mobilization" Movement periodically.

3.4. Implement guidance, urge, inspect and supervise the implementation of the "Skillful Mass Mobilization" emulation movement.

- The Steering Committee has documents guiding the establishment of models and typical examples.

- Coordinate facility inspections once a year; agencies and units must do a good job of self-inspection and report to the steering committee.

3.5. Organize a preliminary review and evaluation of the movement:

- In 2015 and 2020, the provincial level organized a preliminary and final review of the "Skillful Mass Mobilization" emulation movement.

- District level 5-year review twice.

- The grassroots level summarizes, evaluates and commends typical examples once a year, associated with activities to celebrate the traditional day of mass mobilization work on October 15 every year.

3.6. Implementation costs

- People's Committees at all levels support funding for building pilot models and activities to implement the "Skillful Mass Mobilization" emulation movement according to the annual plan of the steering committee at the same level (assign the Mass Mobilization Committee to prepare a budget estimate, the finance sector to appraise and submit to the Provincial People's Committee for resolution).

- Agencies, units and localities, depending on specific conditions, integrate activities, have funding sources to support the development of models and implement the "Skillful Mass Mobilization" emulation movement of the steering committee.

IV- Implementation

1. Provincial Party Committees, district, city, town Party Committees, Party Committees directly under the Provincial Party Committee; the Fatherland Front and mass organizations at provincial and district levels are responsible for leading, directing, and disseminating the project's contents, establishing steering committees, developing plans and organizing implementation in accordance with the specific situation and characteristics of the locality and unit.

2. The Provincial Party Committee's Mass Mobilization Commission shall coordinate with the departments and the Provincial Party Committee Office, the Fatherland Front, and mass organizations to guide, inspect, supervise, urge and summarize the implementation of the "Skillful Mass Mobilization" emulation movement and annually report on the implementation of the project to the Provincial Party Committee's Standing Committee (through the Provincial Party Committee's Mass Mobilization Commission).

The population of the province is over 3 million people, with 7 ethnic groups and many religions living together, intertwined. The economic starting point of the province is low, the impact of the process of market economic development and increasingly deep international integration has quickly affected the thoughts, feelings, and lives of the people. With difficult natural and social conditions, in recent years, Party committees at all levels, authorities, the Fatherland Front and organizations have recognized the importance of mass mobilization work in mobilizing people to successfully carry out the political tasks of localities and units, have built many models, typically "Skilled Mass Mobilization" and widely replicated; The "Skilled Mass Mobilization" movement launched by the Central Mass Mobilization Committee has increasingly gone into depth and brought about effectiveness.

II - CURRENT SITUATION

1. Results achieved in the past

In recent years, the implementation of the "Skillful Mass Mobilization" emulation movement launched by the Central Mass Mobilization Committee has achieved many important results. Many localities and units in the province have had new, creative ways of doing things, achieving high efficiency in mass mobilization work; more and more models and typical examples of "Skillful Mass Mobilization" of collectives and individuals have appeared in all areas of social life; making an important contribution to the successful implementation of socio-economic development goals and tasks of localities and units.

The "Skillful Mass Mobilization" movement has truly spread across all fields, in all localities and units in the province, bringing about practical results, promoting the strength of great national unity, creating a strong driving force for striving to complete political tasks and solving newly arising issues directly related to the legitimate rights and interests of the people, especially at the grassroots level.

Every year, the mass mobilization committees of districts, cities, and town Party Committees, and Party Committees directly under the Provincial Party Committee have proactively advised the Party Committees to develop implementation plans and issue guiding documents suitable to the actual situation of the locality and unit, in conjunction with the implementation of "Studying and following the moral example of Ho Chi Minh" and the New Rural Construction Movement. Advise the Party Committees to organize conferences to disseminate, deploy, and launch emulation campaigns to cadres, party members, civil servants, public employees, party organizations, authorities, sectors, the Front, unions, mass organizations and people of all walks of life. - In the socio-economic field: All levels and sectors in the political system have focused on mobilizing people to develop the socio-economy; produce and do business well, get rich legitimately; eliminate hunger and reduce poverty, actively solve difficult and pressing problems of the people, take care of the material and spiritual life of the people (the average economic growth of the province is over 8% annually, the number of poor households has decreased from 22.89% in 2011 to 12.5% ​​in 2013). Many typical examples of "Skilled Mass Mobilization" have been effective in transforming the structure of crops and livestock; building enterprises, building farms, developing occupations and craft villages (growing Tuyet Shan tea in Ky Son, passion fruit in Que Phong, raising buffaloes, cattle for goods, specialties such as ducks, black chickens, black pigs, vegetables for high income, etc.); have been "skillful" in resolving land disputes; land recovery, site clearance for industrial parks, urban areas, implementation of programs and projects for migration and resettlement... At the same time, thanks to many "skillful" forms of mobilization by organizations in the political system, the movement "State and people work together" to build works serving people's lives, traffic infrastructure, and rice field construction (mobilized people to donate over 3.5 million m² land, thousands of meters of fences, tens of thousands of working days to build new rural areas"; from 2010 - 2013, 301.3 billion VND was mobilized to build school facilities)..., has contributed significantly to overcoming difficulties, preventing economic decline, and effectively implementing political goals and tasks in localities and units.

- In the field of national defense and security: The emulation movement "Skilled mass mobilization" has contributed to promoting legal propaganda, closely following the situation of the masses, with many creative, effective, skillful ways of propaganda, mobilization, arousing revolutionary traditions, promoting the role of the people in participating in building the movement of the whole people to protect the Fatherland, protect security and order, strengthen the national defense and people's security posture (mobilizing people to set up over 8,000 crime denunciation mailboxes, providing thousands of important news reports); from 2010 to present, organizing dialogues and reconciling 2,000 complicated cases right at the grassroots level; gradually pushing back crimes and social evils, creating political stability, consensus among the people and strengthening the flesh-and-blood bond between the Party, the government and the people.

- In the field of building the political system: The emulation movement "Skilled mass mobilization" has contributed to strengthening the work of building the Party and government; innovating the content and methods of operation, improving the quality and effectiveness of mass mobilization movements of people's organizations and improving the capacity of advising Party committees on mass mobilization work of the Mass Mobilization Committees at all levels. The emulation movement "Skilled mass mobilization" has contributed to promoting the people's mastery, mobilizing people to participate in building a clean and strong Party, government and mass organizations (from 2011 to 2013, 9 village and hamlet Party cells were developed, reducing the number of villages and hamlets without Party cells to 93; 13,193 new Party members were admitted); The emulation movement "Skilled mass mobilization" has been associated with promoting administrative procedure reform, implementing democratic regulations at the grassroots level; "Cadres, civil servants and public employees are loyal, creative, dedicated and exemplary"; “Say no to negativity in examinations and the disease of achievement in education”; “Practice thrift, prevent corruption”. 2. Limitations and difficulties

Some Party committees and authorities have not fully understood the purpose and significance of building models, typical examples, and promoting the emulation movement "Skilled mass mobilization", so they have not led and directed actively and effectively. Some localities only issued documents, did not organize the launching of the movement and promote it; the implementation work was not synchronous, not regular, and not close, especially among government officials. The coordination of some departments, branches, and organizations was sometimes not tight. The preliminary, final, and experience-drawing work in some localities and units was not proactive, not regular, and still waited for the direction of superiors. Building models, typical examples, and promoting the emulation movement "Skilled mass mobilization" has not been implemented evenly in organizations in the political system, and not evenly in all fields; the typical examples of "Skilled mass mobilization" among officials and civil servants of state agencies and enterprises are still few; participation in Party and government building is still limited.

3. Causes of limitations and difficulties

The above situation has objective causes, but mainly due to subjective causes. Some Party committees, authorities, the Fatherland Front and socio-political organizations have not fully recognized the need to build models and examples, promote the emulation movement "Skilled mass mobilization" in propaganda and mobilizing people to develop the socio-economy, maintain security and defense, and build the political system of localities and units; have not fully realized their responsibilities and have not paid due attention to leadership and direction; have not clearly identified the focus and key points and allocated sufficient resources for deployment and implementation. The coordination between departments, branches and organizations at all levels is not close, in many places the construction of models and examples is not close to the characteristics and conditions of localities, units and people; propaganda and mobilization work is not suitable for each subject, affecting the results of building models and examples, promoting the emulation movement "Skilled mass mobilization".

III - GOALS, TASKS AND SOLUTIONS TO BUILD MODELS AND EXAMPLES, PROMOTING THE "SKILLFUL MASS MOBILE" EMULATION MOVEMENT

1. Objective: In order to diversify the forms of gathering the masses, creating a broad social force, actively participating in patriotic emulation movements in the spirit of "Emulation is patriotism, patriotism requires emulation". Party committees at all levels, authorities, the Fatherland Front and people's organizations closely follow political tasks, grasp the legitimate interests of the people to "skillfully" gather, "skillfully" mobilize, focus on successfully solving difficult tasks, newly arising tasks, thereby determining the content and choosing the way to launch emulation close to the reality of the locality, unit, with many diverse and rich forms, suitable for each subject. Building models, typical examples, promoting the "Skillful Mass Mobilization" emulation movement must be associated with "Studying and following the moral example of Ho Chi Minh" and emulation movements launched by the Fatherland Front, political and social organizations".

2. Tasks and solutions

2.1. Strengthen the leadership of Party committees at all levels in building models and examples, promoting the emulation movement "Skillful mass mobilization"

1. Continue to thoroughly grasp and correctly perceive President Ho Chi Minh's ideology and style of mass mobilization in his article "Mass mobilization" and the five viewpoints of the Party in Resolution No. 25 - NQ/TW, dated June 3, 2013 of the Party Central Committee (11th tenure) "on strengthening and innovating the Party's leadership over mass mobilization work in the new situation". Deploy and effectively implement Decision 290-QD/TW, dated February 25, 2010 of the Politburo and Decision 2138 - QD/TU, dated September 21, 2010 of the Provincial Party Standing Committee on promulgating the Regulation on mass mobilization work of the political system.

2. Party committees at all levels lead the work of building models and examples, promoting the "Skillful Mass Mobilization" emulation movement to encourage and promote the people's mastery, mobilize all resources among the people, build an offensive ideology, dare to think, dare to do, fight against conservative and stagnant ideology, in order to successfully implement socio-economic development goals and tasks; pay attention to solving urgent and legitimate problems of the people; strengthen national defense and security; build a clean and strong Party and political system.

3. Innovate the leadership and direction of implementation so that the models, typical examples and the "Skillful Mass Mobilization" emulation movement have practical effects and become regular and continuous work. Direct the government, the Fatherland Front, and organizations to focus on investing in building a number of pilot models; strengthen propaganda work on the purpose, significance and results of building models, typical examples and the "Skillful Mass Mobilization" emulation movement on mass media. The provincial level builds a book of models and typical examples of "Skillful Mass Mobilization" to disseminate experiences and good practices to serve propaganda work and replicate throughout the province.

Governments at all levels study the Party Committee's policies on building models and examples, promoting the "Skillful Mass Mobilization" emulation movement and the tasks of socio-economic development, national defense and security to develop plans and documents directing and guiding the implementation. 2. 4. Promote the role of the armed forces in building models, typical examples, the "Skilled Mass Mobilization" emulation movement, focusing on the grassroots, especially in difficult and special areas, associated with promoting the implementation of the mass movement to protect national security, build safe bases and clusters, and be ready to fight. Promote all potentials for socio-economic development, ensure national defense and security, improve the effectiveness of mass mobilization work, and consolidate the solidarity of the army and people.

2.3. Innovate the content and methods of operation, promote the role of the Vietnam Fatherland Front and socio-political organizations in building models and examples, and promote the emulation movement "Skilled mass mobilization".

Thoroughly grasp, raise awareness, significance of building models, typical examples and promote the emulation movement "Skillful mass mobilization" among union members, association members and the masses, associated with propaganda, mobilizing people to implement the Party's guidelines and policies, the State's policies and laws. Create high consensus among people in both awareness and implementation; contribute to the implementation of tasks of socio-economic development, security - defense, foreign affairs, Party building and the political system.

2. Organize union members, association members and the masses to participate in giving opinions on building and implementing well the Party's guidelines and policies, the State's laws; effectively implement the policy of great national unity; compete to improve the quality and efficiency of work, production - business, socio-economic development; help each other to eliminate hunger and reduce poverty; build cultural life in residential areas; build infrastructure (electricity, roads, schools, stations ...); prevent natural disasters, epidemics, protect the ecological environment, etc.

3. Mobilize people to participate in practicing thrift; fight against negative manifestations, social evils, corruption, waste; effectively carry out the "Studying and following the moral example of Ho Chi Minh"; participate in the movement "All people protect national security", build national defense; maintain political and social stability; effectively fight against the sabotage tricks of hostile forces.

4. Mobilize and have measures and forms of organization for people to promote democracy; participate in building a clean and strong Party, government, Front, and socio-political organizations.

5. Building the style of cadres of the Fatherland Front and people's organizations in building models and examples. The emulation movement "Skilled mass mobilization" must truly focus on the grassroots, remote, isolated and disadvantaged areas to build the movement.

6. The Front and mass organizations grasp the thoughts, aspirations, and living conditions of the people to develop plans, contents, and criteria for building models, aiming to promptly resolve urgent and legitimate issues of union members, association members, and the people, ensuring harmony between the interests of the state, the collective, and the people. Each mass organization from the provincial to the grassroots level builds at least 2-5 effective models each year. Annually, promptly summarize the building of models, typical examples, and the "Skilled Mass Mobilization" emulation movement. Replicating and praising advanced models and typical examples.

IV - IMPLEMENTATION ORGANIZATION

1. District, city, town Party Committees, Party committees, Party delegations, Party executive committees, and Party committees directly under the Provincial Party Committee develop plans to disseminate and organize the implementation of the Project.

2. The Party Delegation of the People's Council leads the research and promulgation of mechanisms and policies to create a legal basis for building models and typical examples of "Skilled Mass Mobilization" and supervises their implementation.

3. The Party Executive Committee of the Provincial People's Committee leads the concretization of the mechanisms and policies of the Provincial People's Council, issues new legal documents, supports funding for the construction of a number of models and typical examples of "Skilled Mass Mobilization"; regularly monitors, inspects, and evaluates the implementation of government at all levels; promptly adjusts programs and solutions to promote the "Skilled Mass Mobilization" emulation movement.

4. The Provincial Party Committee's Propaganda Department coordinates with departments, branches and sectors; directs Radio and Television Stations and press agencies to strengthen and innovate propaganda work so that the model and typical examples are promoted, and the "Skillful Mass Mobilization" Movement becomes a widespread revolutionary action movement among the people.

5. The Provincial Fatherland Front and socio-political organizations develop plans to implement the Project; organize learning, dissemination and propaganda of the Project to union members, association members and all classes of people.

6. The Provincial Party Committee's Mass Mobilization Commission shall preside over and coordinate with Party delegations, Party executive committees, Party committees, district, city, town Party committees, and Party committees directly under the Provincial Party Committee to regularly monitor, inspect, urge, summarize, and periodically report to the Standing Committee and the Standing Committee of the Provincial Party Committee on the results of the Project implementation.
