Promoting agricultural restructuring associated with new rural construction
In the opening session of the 8th session of the 13th National Assembly, reporting on the socio-economic situation, Prime Minister Nguyen Tan Dung said: The socio-economic situation in 2014 has shown very positive signs of change. The Government has set higher targets for 2015.
The economy continued to grow as each quarter was higher than the previous quarter, with the total growth rate for the first 9 months reaching 5.62%, higher than the same period of the previous 2 years; the estimate for the whole year of 2014 was about 5.8%. Industrial production increased by 6.7%. Agricultural production value increased by 3.5%. The service sector increased by nearly 6%. Total retail sales of goods and consumer service revenue increased by 11.1% (excluding price factors, the increase was about 6.2%).
Agricultural restructuring associated with new rural construction has not achieved the set goals. It is necessary to promote agricultural restructuring associated with new rural construction. Implement policies to support the conversion of crop structure, develop livestock, exploit aquaculture, plant large timber forests and encourage enterprises to invest in rural agriculture, apply science and technology, and mechanize agriculture. Replicate large-field models, consolidate land plots, link and cooperate in production and business. The new rural construction movement has achieved positive results, by the end of 2014 it is expected that about 790 communes will complete 19 criteria (accounting for 8.8%).
The consumer price growth rate has decreased sharply, increasing by 2.25% in the first 9 months, the lowest in the past 10 years, and the whole year is expected to increase by less than 5%. The interest rate level has decreased by about 2% compared to the end of 2013. Credit growth by the end of September reached 7.26% (same period last year was 6.87%), and the whole year is expected to increase by 12-14% as planned. Exchange rates and the foreign exchange market are stable, foreign exchange reserves have increased, reaching the highest level ever. Confidence in the Vietnamese currency has increased.
Exports continued to grow well with export turnover in the first 9 months increasing by 14.4%, imports increasing by 11.6%, mainly machinery, equipment and raw materials. Estimated export for the whole year is about 148 billion USD, up 12.1%; imports are about 146.5 billion USD, up 11%.
State budget revenue in the first 9 months increased by 17.2% compared to the same period last year and is estimated to exceed the estimate by 10.6%. Planned expenditures and urgent needs are ensured. Budget deficit is 5.3% of GDP. Public debt, government debt, and foreign debt of the country are still within the limits allowed in Resolution No. 10/2011/QH13 of the National Assembly.
The Prime Minister also emphasized the results of managing the market economy with prices of some essential goods such as milk for children under 6 years old reduced by up to 34%, prices of medicines through bidding reduced by an average of 25-30%, continued implementation of market prices according to the roadmap for gasoline, electricity, coal, clean water, education and health services... while providing support for poor households and policy beneficiaries.
In addition, the Head of Government also frankly pointed out some remaining problems of the macro economy such as some major balances of the economy are not stable, budget deficit is still high, public debt is increasing rapidly, aggregate demand and credit growth are still slow... The investment and business environment and competitiveness are still improving slowly. There are still many obstacles in administrative procedures. Production and business still face many difficulties, and enterprises still have difficulty accessing credit capital.
A highlight of the socio-economic results in recent times is that despite many difficulties, resources from the State Budget have still been increased, while socialization has been promoted to develop culture, society and ensure social security, especially sustainable poverty reduction programs, strengthen resource management, environmental protection and proactively respond to climate change, prevent natural disasters, prevent corruption, practice thrift, and combat waste...
