Promoting the implementation of the autonomy mechanism of public science and technology organizations

(Baonghean.vn) - On the morning of March 6, in Hanoi, the National Assembly's Committee on Science, Technology and Environment coordinated with the Ministry of Science and Technology to organize a national online conference on implementing the mechanism of autonomy and self-responsibility of public science and technology organizations.

Attending the conference were Party Central Committee member Vu Duc Dam - Deputy Prime Minister; Phan Xuan Dung - Chairman of the National Assembly's Committee on Science, Technology and Environment; Nguyen Quan - Minister of Science and Technology. At the conference, the opening speech of Mr. Phan Xuan Dung - Chairman of the National Assembly's Committee on Science, Technology and Environment and reports from the Ministry of Science and Technology, Ministry of Finance, Ministry of Home Affairs and representatives of the World Bank... all affirmed the contributions of science and technology as well as the dedication of the science and technology team in the socio-economic development and national defense of the country in recent times.

However, science and technology have not become a driving force and have not developed commensurate with the potential of the science and technology workforce. The reason is that the mobilization of social resources to participate in this field is still limited; the management and financial mechanisms in science and technology activities are not really reasonable. Science and technology research is not linked to production, business and management; there is no attention paid to application in real life.

In particular, after 10 years of implementing the mechanism of autonomy and self-responsibility of public science and technology organizations according to Decree No. 115 of the Government, besides many science and technology organizations that have exercised strong autonomy in performing tasks, in terms of finance and assets, in terms of organization and human resources, contributing to affirming their position and brand in the market, improving the lives of scientific staff, many public science and technology organizations have not yet implemented strongly to successfully transform.

To continue institutionalizing the Party and State's policy on innovation in the management and operation mechanism of public science and technology organizations, the conference discussed and proposed many solutions, emphasizing the continued innovation of science and technology in general and the implementation of the autonomy and self-responsibility mechanism of public science and technology organizations in the spirit of Decree 115 of the Government. The organization evaluated and selected a number of potential science and technology organizations to focus on investment to improve capacity and operational efficiency, practically serving the development, while resolutely merging and dissolving science and technology organizations with weak operational capacity. The responsibility of localities is to prioritize investment, create conditions for affiliated public science and technology organizations to improve their research and implementation capacity and effectively perform their role as a bridge to bring research results to apply science and technology in production and life.
