Promote land accumulation to develop large-scale production

At the meeting, members of the Provincial People's Committee and leaders of departments and branches focused on discussing and giving opinions on the draft Directive of the Provincial Party Committee on promoting the mobilization of farmers to "consolidate and exchange plots" and encourage land accumulation to develop large-scale production in agriculture. In addition to the positive results achieved after more than 10 years, the conversion in many localities in recent times has also revealed some shortcomings.
That is, some communes have not carried out land conversion thoroughly, not linked to the re-planning of fields and the conversion of crop and livestock structures; the scale of the land plots after conversion is still small, not connected to regions or plots. And the issue that delegates are concerned about is that this land conversion must be linked to and meet the current requirements of new rural construction. Therefore, it is necessary to pay attention to planning and rebuilding internal traffic, irrigation, and fields with each household having from 1 to 3 plots. Districts, cities, and towns should focus on reviewing to do a good job of directing the promotion of land consolidation, plot exchange, and land accumulation.
Regarding secured transaction fees and fees for providing information on secured transactions, the conference highly agreed with the draft submitted by the Department of Finance. According to the draft, the subjects of application include organizations and individuals requesting registration of secured transactions, contracts, and notices of property seizure for enforcement; requesting information on secured transactions, contracts, and seized assets; providing copies of documents certifying the contents of secured transaction registration, contracts, and notices of property seizure for enforcement must pay fees for secured transaction registration and fees for providing information on secured transactions.
The fee for registering a secured transaction is 80,000 VND; registering a notice of handling secured assets is 70,000 VND; registering changes to the registered secured transaction is 60,000 VND; and deleting a secured transaction registration is 20,000 VND. As for the fee for providing information on secured transactions, it includes 30,000 VND for organizations and 20,000 VND for households and individuals.
Regarding the draft resolution on the subjects and levels of environmental protection fees for mineral exploitation activities in Nghe An province submitted by the Department of Finance this time, 12 more mineral categories were added and some non-metallic mineral categories were removed. The environmental protection fee levels for mineral exploitation in the area are determined according to 2 types, including minerals used for normal construction purposes, the fee is determined at 80% of the maximum fee; the remaining minerals are determined at 100% of the maximum fee as prescribed by the Government in Decree No. 74/2011.
