Speeding up the investigation and trial of major corruption cases

The report of the Central Steering Committee on anti-corruption stated: Since the 7th meeting of the Steering Committee, with the attention and direction of the Party and State, anti-corruption work has continued to be actively implemented in all aspects.
The leadership and direction of Party committees, Party organizations and authorities at all levels in the work of preventing and combating corruption have been strengthened, especially in the coordination between functional agencies, in the work of inspection, supervision and urging the prevention and combat of corruption, directing the resolution of a number of serious and complicated corruption cases...
The work of propaganda, dissemination and education on anti-corruption continues to receive attention from ministries, branches and localities, in conjunction with the implementation of Resolution 4 of the Central Committee (11th tenure) on Party building and Directive 03 of the Politburo on studying and following the moral example of Ho Chi Minh.
The work of building and perfecting institutions on corruption prevention and control has been focused on, contributing to improving the effectiveness of recovering corrupt assets, improving the quality of recruited officials and minimizing negative phenomena in recruiting officials and civil servants, improving the effectiveness and efficiency of state management, and contributing to preventing negativity and corruption.
Corruption prevention solutions have been actively implemented, such as publicity and transparency in the operations of agencies and organizations; administrative reform and innovation in management technology; building and implementing regimes, norms and standards; and transparency of assets and income.
According to the Government Inspectorate's report, the number of people who declared their assets and income in 2014 was over 995,380 people, reaching 99.6% of the number of people required to declare.
Ministries, branches and localities have paid attention to directing the implementation of legal regulations on the code of conduct for cadres, civil servants and public employees in performing their duties, public service and in social relations; transferring the working positions of cadres, civil servants and public employees to prevent corruption; and handling the responsibility of leaders when corruption occurs in agencies, organizations and units.
The work of detecting and handling corruption has been strengthened. In the first 6 months of 2015, through inspection and supervision activities of Party committees and inspection committees at all levels, 366 cases related to corruption and intentional violations were disciplined.
The entire inspection sector has conducted 2,842 administrative inspections and 116,334 specialized inspections and checks on 268,251 organizations and individuals; through inspections, violations of more than VND 11,298 billion and 589 hectares of land were detected.
The industry also proposed to recover 7,593 billion VND and 514 hectares of land to the state budget, handle responsibilities for 405 groups and 23 individuals, issue 106,562 decisions to sanction violations against organizations and individuals with a total amount of 1,830 billion VND, transfer 20 cases and 76 subjects to the investigation agency for handling...
The handling of cases and incidents under the supervision and direction of the Steering Committee has achieved many positive results. The role and responsibility of society in preventing and combating corruption is increasing. The activities of the Steering Committee and the internal affairs committees of provincial and municipal Party Committees have achieved positive results, especially in the inspection, supervision and urging of the anti-corruption work of the Steering Committee members; inspection and urging of the implementation of the conclusions and recommendations of the Steering Committee; and organization of reviews of socio-economic inspections in localities.
The members of the Steering Committee focused on giving opinions and identifying key tasks for the remaining months of 2015. Specifically: Strengthening propaganda and education on corruption prevention, in conjunction with the implementation of Directive 03-CT/TW of the Politburo on studying and following the moral example of Ho Chi Minh, Resolution 4 of the Central Committee (Session XI) on Party building. The members of the Steering Committee agreed that the authorities should pay attention to directing and orienting information and propaganda on corruption prevention, providing information on corruption prevention to the press.
The Steering Committee determined that it is necessary to continue to improve the institutions on socio-economic management of corruption prevention and control, and legal regulations on corruption prevention and control; and to continue to promote the detection and handling of corruption cases.
The Steering Committee focused on completing the Plan for inspection, supervision and urging of anti-corruption work in 4 ministries and 10 localities, the Plan for inspection and urging of the implementation of the conclusions and recommendations of the Steering Committee in 2013 and 2014, Instruction No. 06 on organizing the review of socio-economic inspections in localities; completing the Project "Strengthening the Party's leadership in detecting and handling corruption cases and cases in the current situation", the Project for the 3-year review of the Steering Committee's activities.
Concluding the meeting, General Secretary Nguyen Phu Trong highly appreciated the efforts, determination and high unity of all levels and sectors, who have joined together and systematically and seriously implemented the conclusions of the 7th meeting of the Central Steering Committee on Anti-Corruption; the regular urging, reminders and drastic implementation have brought about clear results, creating positive changes in reality.
The General Secretary pointed out that the outstanding results were positive changes in many stages and tasks, further promoting the continued building and improvement of institutions, building laws, policy mechanisms, and working regulations.
The inspection, supervision and promotion of work according to the functions of the Steering Committee are very clear and effective, both for central agencies and local leaders. The inspection points out the remaining problems and difficulties to promptly resolve and urge and direct handling, such as the appraisal stage, the coordination between investigation agencies, the reduction of suspended sentences, petty corruption, asset recovery, etc.
The Steering Committee does not interfere in the work of the authorities, but monitors, inspects and urges. Recently, the handling of a number of large, complicated and serious cases has been accelerated, which has had a preventive and deterrent effect. However, it is necessary to continue to be more determined, persistent, stronger and coordinate better to achieve higher efficiency. Based on the actual assessment of the work of the Steering Committee in the past time, to clearly see the existing shortcomings and limitations that need to be overcome, thereby drawing experience for future activities.
Regarding the work to be done in the coming time, the members of the Steering Committee agreed that it is necessary to continue to speed up the progress of investigation, prosecution and trial of key cases, strengthen the appraisal stage, remove difficulties and obstacles in judicial appraisal, serve the investigation, prosecution and trial of crimes related to corruption, economics...
The proposal to the Politburo to issue a Directive on strengthening the Party's leadership in detecting and handling corruption cases and cases in the current situation" requires consulting with competent agencies, ensuring compliance with the resolutions and policies of the Central Committee, existing laws, not contrary to the Constitution, within the scope of detecting and handling corruption crimes, reporting to the Standing Committee of the Steering Committee for consideration and proposal for promulgation.
The members highly agreed on the summary of the 3-year operation of the Steering Committee, saying that there should be a more systematic approach, thereby promoting anti-corruption work to achieve better results, encouraging localities to work more vigorously and resolutely, especially in key areas, agencies and fields prone to corruption; continuing to organize inspection delegations and urge anti-corruption work.
The General Secretary requested that relevant agencies strengthen coordination mechanisms; emphasize law enforcement; laws are available but need to be strictly implemented; at the same time, strengthen propaganda work on laws, policies, anti-corruption activities at all levels and sectors and the results achieved./.
