Promoting traffic construction in the Southeast Economic Zone
(Baonghean) - In order to create momentum for investment projects in the Southeast Economic Zone (EZ), recently, the Provincial People's Committee and the EZ Management Board have implemented many solutions, adjusted planning, and prioritized capital sources to build traffic projects. Therefore, the EZ's infrastructure has been gradually improved, meeting the requirements of investors.

In the Southeast Economic Zone, many traffic construction projects are currently being implemented, including important projects such as N2, N5, D4 roads, rescue and resettlement (TDC) roads along the coast of Dong Hoi Port area... Mr. Phan Nguyen Quoc Khanh - Deputy Director of the Southeast Economic Zone Project Management Board said: "One of the projects in the field of traffic development in the Southeast Economic Zone is N5 road with a length of 6.97 km passing through 4 communes of Nghi Thuan, Nghi Long, Nghi Xa, Nghi Hop (Nghi Loc) with a total investment of more than 760 billion VND, of which, phase 1 has an investment capital of more than 629.3 billion VND; phase 2 is more than 130.7 billion VND.
Up to now, the construction unit has completed a volume of more than 177.4 billion VND. This project was assigned by Xuan Truong Construction Enterprise, which was assigned by the province to construct on the main route and currently the western route of National Highway 1A (from Km0 - Km1+890) has completed the construction of Nhan Hoa bridge and the horizontal drainage system, longitudinal ditches, and is completing the roadbed, road surface and constructing the intersection with National Highway 1A. In the east of National Highway 1A (from Km1+890 to Km 3+00), the contractor has completed the horizontal drainage system across Dong Vong bridge, the longitudinal drainage system and is completing the roadbed and road surface.
Also at the N5 crossroad project (phase 2) nearly 5 km long passing through Nghi Thuan and Nghi Dong communes (with a total investment of more than 658 billion VND). This project is undertaken by the construction unit, the Thanh Hoa 1 Traffic Construction Corporation, Minh Tuan Construction Corporation and Hoang Son Company Limited. The investment capital only meets about 1/2 of the demand, but the Dong Nam Economic Zone Management Board has encouraged the contractor to invest in advance for construction, so it has invested in clearing 1/2 of the northern route to the asphalt concrete road surface. At the project undertaken by Hoang Son Construction Company Limited (a unit that replaced NaNo Construction Joint Stock Company as a member since July 2014), with the contractor's efforts, the embankment and 50% of the drainage ditch volume have been completed, continuing to construct the roadbed for more than 1km.
Mr. Le Van Dau - General Director of Thanh Hoa Construction and Traffic Construction Corporation 1 said: "The Corporation undertakes the construction of the section from Km3 + 618 to Km4 + 985. This is one of the very complicated construction sections, because it has to handle the weak soil roadbed, but the unit has mobilized modern machinery and technical staff, workers to focus on the construction, so up to now, the weak soil roadbed treatment has been completed, the installation of horizontal culverts, circular culverts... Especially at the Nghi Thuan bridge construction project, with the support of all levels, sectors, especially the local government, the construction unit has cast 56/192 girders, 6,500m/19,721m of piles". At the project constructed by Minh Tuan Investment and Construction Corporation, the weak soil treatment has also been completed and other items such as filling the foundation, placing horizontal culverts... are being focused on.
Infrastructure investment in the Southeast Economic Zone has always been of interest to all levels and sectors, and a number of important traffic projects are currently being implemented. The D4 traffic project package passing through Nghi Yen, Nghi Tien, Nghi Thiet communes (Nghi Loc) has an investment capital of more than VND 867 billion, constructed by Tan Nam Construction Joint Stock Company. Mr. Nguyen Ngoc Long, Director of the company, said: "Up to now, the enterprise has completed 4 km/7 km of roadbed and along with that are bridges, drainage systems, cross-culverts, longitudinal ditches... with a total completed value of VND 265.5 billion".
Mr. Nguyen Ba Diep, Deputy Head of the Department of Natural Resources and Environment, and Vice Chairman of the Nghi Loc District Land Acquisition Council, said: “Due to the high demand for progress in implementing main traffic projects in the Southeast Economic Zone, in the past time, the Management Board of the Southeast Economic Zone and Nghi Loc District have coordinated very well in compensation for land acquisition, creating favorable conditions for contractors to implement traffic projects N4, N5... However, in some areas, after completing compensation for land acquisition, some contractors have not yet started construction, so there has been re-encroachment, some households deliberately built illegal works. Therefore, after compensation and support for compensation for land acquisition, the construction unit needs to erect fences, level the ground and organize timely construction of traffic roads”.
Mr. Phan Xuan Hoa, Deputy Head of the Southeast Economic Zone Management Board, said: “In 2014, the Southeast Economic Zone received support from the Central Government, the province, and all levels and sectors, and invested capital to implement technical infrastructure development projects with a total amount of 120 billion VND, and thanks to that, many important projects were implemented, creating momentum to attract large projects to invest in the Southeast Economic Zone. In 2015, we continued to mobilize capital to construct and complete the N2, N5, D4 cross-road projects; started the main traffic road project in Zone B and the Nam Cam Industrial Park cross-road, the main traffic road in Hoang Mai 2 Industrial Park...”.
