Speed up site clearance work for key projects in Vinh City
(Baonghean.vn) -Continuing the program of monitoring compensation and site clearance for construction investment projects in the province, this afternoon, March 26, the Economic and Budget Committee of the Provincial People's Council had a working session with the leaders of Vinh City.
Up to now, the Vinh City Land Fund Development Center has organized the preparation of compensation plans for site clearance and land acquisition to implement investment projects in the area. In 2009, the total compensation and support for site clearance was 126 billion VND; in 2010, the total compensation and site clearance cost was 140 billion VND; in 2011, it was 332 billion VND. In particular, focusing on key projects to build the city's infrastructure under the direction of the Provincial People's Committee, such as: Tourist road along Vinh River, Nguyen Canh Hoan Street (Quan Bau Ward), Pham Dinh Toai Street (Ha Huy Tap Ward), Phong Dinh Cang extended street (Ben Thuy Ward), Nguyen Phong Sac Street (Hung Dung Ward), Hoang Thi Loan Street (Ben Thuy Ward), Le Ninh Street (Quan Bau Ward), Nguyen Son Street (Trung Do Ward), Nguyen Kiem Street (Truong Thi Ward), Ben Thuy 3-way intersection relic site, Cua Nam Lake entertainment area (Cua Nam Ward), expanding Nguyen Tat Thanh Park (Truong Thi Ward), building and expanding Vinh University's first campus, Vinh Airport's safe take-off and landing center, expanding Vinh University of Technical Education (Hung Dung Ward). During the process of compensation for land acquisition, the city also encountered many difficulties and problems: households whose land was recovered did not receive compensation for the land but requested to be compensated by new residential land. In addition, agricultural land in Vinh city has not been allocated according to Decree 64/ND-CP of the Government, the Cooperative is assigning it to households and individuals for use, the Cooperative only manages it in general, so when the State recovers land, the support level of 35% depends on the average residential land price of the area where the land is recovered, leading to different levels of support in the same area, not ensuring fairness, causing complaints. Most people whose land was recovered did not accept the support level of 2 times the price of agricultural land but requested to be supported at 35% as agricultural land within the ward's administrative boundaries or the support level according to the maximum regulations of the Government (5 times the price of agricultural land).
The monitoring delegation also discussed with Vinh city leaders a number of solutions in compensation for site clearance, in which the city needs to connect with provincial departments and investors to remove difficulties and obstacles in the implementation process. Do a good job of propaganda among the people, and at the same time be determined in dealing with cases of deliberate procrastination in relocation, slowing down the site clearance progress.
