In Nghe An, many loan programs have been disbursed to policy beneficiaries and brought about high results.

The Bank has advised the District People's Committee to issue an official dispatch to review the demand for policy credit capital; At the same time, it has coordinated well with organizations entrusted with propaganda, organizing reviews and completing loan applications to disburse to eligible borrowers. In April, it has disbursed 100 households to buy 165 computers with a total amount of 1,650 billion VND.

Loan data as of May 22, 2022 is: Loans for students to buy computers of 6.1 billion VND for 610 students; Loans for job creation of 4,050 billion VND for 79 workers; Loans for social housing according to Decree 100 for 6 houses of 1,160 million VND.

Thanh Chuong is one of the localities with high loan rates for computer purchases in the province. Many households have been able to borrow money to buy computers for their children, such as Ms. Tran Thi Thanh's family - a poor household in Hoa Thinh village, Thanh Thinh commune, who borrowed 20 million VND; Pham Xuan Huan, a near-poor household in Hoa Thinh village, Thanh Thinh, who borrowed 10 million VND; Ms. Bui Thi Ly - a near-poor household in Ngu Cam hamlet, Thanh Xuan commune, who borrowed 30 million VND to buy 3 computers...

In Anh Son district, in order to promptly, effectively and appropriately implement preferential credit policies to support the poor and other policy beneficiaries to overcome difficulties caused by the Covid-19 pandemic, contributing to economic recovery and development according to Resolution No. 11/NQ-CP of the Government, with a spirit of urgency and determination, the district Social Policy Bank closely coordinated with agencies, departments, branches and political and social organizations entrusted to actively review beneficiaries, promptly disburse funds when allocated capital, ensuring publicity, transparency and effective use of capital for the right purposes.

By May 23, 2022, Anh Son District Social Policy Bank had disbursed programs under Resolution 11, including: Loans for job creation in the amount of VND 4,810 billion for 89 workers; Loans for social housing in the amount of VND 1.5 billion for 4 customers; Loans for students to buy computers in the amount of VND 3,280 billion for 328 students.

According to assessments, many localities have done well in the program of lending money to students to buy computers for their studies, such as Thanh Chuong, Anh Son, Hoang Mai Town, etc., with the amount of money reaching tens of billions of VND.

Continue to review and speed up disbursement progress

Implementing the General Director's Plan for ImplementationResolution 11-NQ/CPdated January 30, 2022 of the Government on the Program for socio-economic recovery and development, the provincial branch of the Bank for Social Policies has developed a Plan, established a Steering Committee, assigned specific tasks to key officials for implementation, and launched a competition to successfully complete the implementation. Based on the review and synthesis from the Departments of Labor - Invalids and Social Affairs, Department of Education and Training, Department of Construction and the Provincial Ethnic Committee, the capital demand according to Resolution 11 of the 5 credit programs for the period 2022-2023 is 2,177 billion VND.

Up to now, Nghe An has been assigned the target of 5 credit programs with a total capital of 389 billion VND. Of these, 4/5 programs have been assigned by the Central Government to meet the province's proposed needs, while loans for job creation are still lacking compared to the proposed needs.

As of May 24, 2022, the total number of applications received by Nghe An branch for disbursement preparation is: 3,013 application sets with an amount of 119.3 billion VND; including: Loans for job creation: 50 billion VND/892 applications; Loans for social housing: 49 billion VND/123 applications; Loans for preschools: 420 million VND/5 applications; Loans for students to buy computers: 19.9 billion VND/1,993 applications.

The whole province has disbursed capital (4/5 authorized credit programs) to 2,404 customers, the amount of over 80.1 billion VND. Of which: Loans for job creation: 50 billion VND/892 workers; Loans for social housing: 10 billion VND/46 customers; Loans for students to buy computers: 19.9 billion VND/1,226 borrowers/1,993 students supported to buy computers for their studies. Loans for preschools: 240 million/3 files.

However, during the implementation process, there were some initial difficulties affecting the disbursement progress of some credit programs. Mr. Tran Khac Hung - Director of the Provincial Social Policy Bank said: For lending to ethnic minority and mountainous areas, the locality has not yet announced the results of approving the list of beneficiaries of sub-projects related to loans from the Social Policy Bank for the bank to base on for lending. In addition, the Department of Education and Training has not yet announced the list of beneficiaries supported by the "Waves and Computers for Children" Program according to each specific locality. Therefore, the bank does not have enough basis to exclude beneficiaries when lending, on the other hand, beneficiaries of poor and near-poor households who want to borrow but have not registered because they are waiting for the support results.

The Provincial People's Committee needs to direct relevant departments, branches, sectors, and district-level People's Committees to promptly direct the review and approval of the list of beneficiaries of credit policies related to the people so that banks can provide loans; the Department of Education and Training should promptly notify the list of beneficiaries supported by the "Waves and Computers for Children" Program in each specific locality so that the Social Policy Bank can exclude and avoid overlapping and duplicate loans. The Provincial Fatherland Front Committee and its member organizations, relevant agencies, departments, and sectors should continue to coordinate in disseminating preferential credit policies according to Resolution No. 11 to all levels, sectors, people, and businesses; pay attention to monitoring and inspecting the results of program implementation, contributing to ensuring that the policy implementation in the locality is correct, accurate, and effective.
