Keng Du is one of the most remote and difficult border communes in Ky Son district, the poverty rate is still over 72%; the commune is located in areas that are frequently affected by landslides and natural disasters, so a project to relocate residents on the Vietnam - Laos border in Khe Linh was arranged. The project was approved in May 2011, with a budget of 47.736 billion VND to relocate 50 households; to date, the project has been allocated 4 billion VND out of the approved budget of 6.965 billion VND to complete the leveling project.

According to the survey, Ky Son district has 7 locations at high risk of landslides and floods, so in addition to the project in Keng Du commune, from 2006 to 2014, the district also had a residential relocation project in Hoa Ly village, My Ly commune approved in May 2011 with a total budget of 26.226 billion VND, relocating 61 households. The project is being implemented with a budget of 1.5 billion VND in 2014, reaching 5.72% of the demand; the residential relocation project has been completed with mixed career capital sources in 5 communes under Program 193/CP, in which the central government supported 2.228 billion VND, relocating 106 households.

Currently, Ky Son district is submitting a Project to build infrastructure for resettlement areas to evacuate people urgently from landslide-prone areas and extremely difficult areas in the Vietnam - Laos border area, Bac Ly commune with an implementation cost of 58.8 billion VND, arranging 85 households and a Project to build resettlement areas, emergency evacuation to avoid flash floods, landslides with a cost of 38 billion VND, evacuating 450 households but there is no source to implement.

At the meeting, representatives of Keng Du commune and Ky Son district raised some results as well as difficulties in the implementation of programs and projects to relocate people to avoid natural disasters in the area, such as low education level of the people, so the survey and project preparation process is slow, the investment rate at the construction site is higher than the regulations; the annual capital allocation is still low and slow, only reaching over 8%. It is requested that the Central Government pay attention to allocating enough capital for projects to speed up the progress.

Through the questions, the representative of the monitoring delegation and some central ministries also requested clarification of some details related to the project; the situation of natural disasters and landslides in the area; the results of surveys and planning of areas at risk of landslides in the district to serve as a basis for questioning the relevant ministries; and at the same time, have a basis for studying, adjusting or developing new policies in this field.

Concluding the monitoring session, comrade Ksor Phuoc requested the commune and district to complete the report more fully and specifically, paying attention to the recommendations and proposals; propagating to the people to understand that relocating residents in areas at risk of landslides is not only the concern of the Party and State but also the legitimate right of people in disaster-affected areas.

He emphasized that one of the requirements of the resettlement project for areas at risk of landslides and natural disasters is that the new place of residence must be better than the old place; taking care of people's lives after resettlement by granting land for production and suitable models of seedlings; during the implementation of projects, it is necessary to pay attention to people's thoughts and feelings; and harmoniously arrange staff work in the old and new places of residence. In the context of limited investment budget, localities need to actively study the practice to propose to the province, together with the National Assembly, to request the Government to have solutions to supplement resources in a timely manner so that projects can be implemented on schedule and according to plan. This is one of the measures to ensure the safety of people's lives in areas at risk of landslides when natural disasters and storms occur.
