The project started in September 2009 and was expected to be completed in August 2013. However, up to now, the project progress has been slow, with the rough construction only basically completed and the items in house number 1, house number 2 and the multi-function house being completed. The difficulty is due to the lack of capital (with a total of 109 billion VND, including the amount not fully allocated and 30 billion VND calculated for inflation).
