Speed up the progress of site clearance for the renovation project of area B of Quang Trung apartment building

Area B, Quang Trung apartment building was put into use in 1982. After more than 30 years, the quality of the houses has been increasingly degraded, the living space is narrow, the infrastructure is damaged and does not meet the living needs of the people. Implementing the policy of investing and rebuilding the apartment building, Vinh city has recently worked with households on the plan and carried out procedures to carry out the site clearance work.
However, there are still some difficulties and problems related to compensation prices, focusing on contents such as: conversion coefficient K, compensation price for households that do not receive resettlement houses, price for the additional area beyond the area after conversion, granting certificates for resettlement apartments, compensation for business kiosks, support for basements, support level for temporary housing rent, arrangement of community activity houses, entertainment areas, etc.
The city is also facing difficulties because it currently does not have enough housing funds to temporarily accommodate a large number of households that need to move, while from now until March 31, 2015, it must clear three apartment buildings B2, B3, B5 with 241 households and about 964 people.

At the meeting, representatives of departments and agencies analyzed and proposed a number of solutions to speed up the site clearance progress. At the same time, the investor was required to make specific calculations soon to create the most favorable conditions for people in the process of moving and resettling after the project was completed. In addition, the necessary procedures must also be completed soon for smooth implementation.

Based on the comments and conclusions at the conference, comrade Nguyen Xuan Duong affirmed: This is an important project and a good opportunity for people in area B, Quang Trung ward to improve their lives and contribute to renovating the city's urban landscape to become more spacious and modern. Therefore, in the coming time, the city needs to promptly carry out site clearance work and, together with the investor, draft documents to try to answer the people's questions by January 16.
Regarding the 13 issues that people have expressed opinions about, the province's policy is to comply with regulations and state documents, investors need to calculate additional support plans to help people stabilize their lives soon. Provincial leaders also hope that the investor, Vingroup Corporation, needs to publicize the planning, infrastructure investment level, model apartment details, etc. so that households know. Take the lead in coordinating with consulting units to speed up the design work, determine the price, ensure adequate and timely funding to pay compensation, support and resettlement, and construct the project on schedule. Try to hand over the site of phase 1 of the project by March 31 at the latest.
