Speed ​​up the progress of land acquisition and clearance for the railway overpass project on National Highway 48 connecting National Highway 1A

(Baonghean.vn) - On the afternoon of October 3, under the chairmanship of Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a working session to speed up site clearance and implement the investment project to build an overpass at the intersection between National Highway 48 and National Highway 1A and the North-South railway in Dien Chau district.

The project to invest in the construction of an overpass at the intersection between National Highway 48 and National Highway 1A and the North-South railway is implemented in the form of BOT, with Cienco4 Corporation and 319 Corporation - Ministry of National Defense as investors. The total investment of the project is nearly 250 billion VND, taken from the surplus capital of the National Highway 1A expansion project from Nghi Son to Cau Giat. This project passes through Dien Yen commune, Dien Chau district, with a total length of 1.2km; 66 households are affected, of which 14 households have to relocate and resettle, the land area recovered is 3.6ha. According to the design, the road connecting to the overpass is 12m wide, of which the road for vehicles is 7m wide, the reinforced sidewalk is 4m wide and the ground width is 1m. The overpass section is designed symmetrically with a circular curve, with a span of 7 girders with a span of 40m and a bridge length of 290.5m to the end of the 2 abutments. Currently, the project has started and is constructing the first items such as: service roads, girder casting and test piling at some bridge piers and abutments.

However, up to now, the site clearance is still stuck, because some households are constructing works within the site clearance area, as well as the statistical and counting plan to come up with a plan and compensation value has not been specifically agreed upon. In addition, some technical infrastructure works such as railway signal lines, telecommunication signal lines, and power grid systems have not been moved, thus affecting the overall progress of the project.

Therefore, it is necessary to create the most favorable conditions to speed up the progress of the project, thus requesting Dien Chau district to quickly establish a Compensation Council for Land Acquisition and Site Clearance of the project. Strive to select resettlement sites for households that must be relocated by October 2014. Prioritize the plan to help people rent houses for 12 months when they have not yet built houses, propagate and mobilize people to comply with the policy, mobilize the political system to speed up the land acquisition and site clearance work to create favorable conditions for contractors to construct, ensure security, order and environment.

Relevant units and contractors need to coordinate closely, agree on specific compensation plans that are reasonable and beneficial to the people, quickly resolve problems, promptly hand over the site to the construction unit, ensure security, order, and environment, and create conditions for the contractor to ensure the project progress as planned./.
