(Baonghean.vn) - On the morning of April 2, the People's Committee of Nghe An province had a working session with My Ly - Nam Mo Hydropower Joint Stock Company on the progress of investment implementation of the My Ly and Nam Mo 1 hydropower projects.

Attending the working session on the side of Nghe An province, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee, Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, along with leaders of departments, branches and sectors at the provincial level and Ky Son district. On the side of My Ly - Nam Mo Hydropower Company, there was comrade Vo Nhat Thang - Chairman of the Board of Directors of the company.

Overview of the working session.

The My Ly Hydropower Project and Nam Mo 1 Hydropower Project are located in the upper reaches of the Ca River in My Ly and Ta Ca communes, Ky Son district, on an area of ​​about 100 hectares, of which the main and auxiliary works are located entirely on Vietnamese land, about 260 hectares. Of which, My Ly Hydropower has a total net investment capital of VND 7,669.7 billion with an installed capacity of Nlm = 250MW, and an average annual electricity output of Eo = 914.2 million kWh.

Nam Mo 1 Hydropower Project with installed capacity Nlm = 90MW, average annual electricity output Eo = 326.8 kWh, the project has a total net investment capital of 2,745.3 billion VND. The two projects put into operation have significantly contributed to the province's budget revenue of nearly 400 billion VND/year. My Ly and Nam Mo 1 Hydropower Projects are two relatively large-scale projects; according to the supplementary power plan VII, these projects will generate commercial electricity to the national grid in 2020.

Up to now, My Ly - Nam Mo Hydropower Joint Stock Company has completed the survey, drilling and exploration of geology and terrain of the construction area of ​​the factory and dam line. The Company hired a Lao Consultant to conduct an environmental impact assessment of the projects on the land belonging to the Lao territory. The Company is working with the Consulting Company to complete the environmental impact assessment dossier of each project according to the provisions of Vietnamese law, expected to be submitted to the Ministry of Natural Resources and Environment for consideration, approval and completion of the Investment Project dossier of the projects in April 2015 to the Ministry of Industry and Trade and competent authorities for appraisal and approval.

At the meeting, the People's Committee of Nghe An province and My Ly - Nam Mo Hydropower Joint Stock Company discussed the border marker procedures, agreed on the detailed resettlement plan; and the site clearance plan. In particular, the project is related to the two countries of Vietnam and Laos, so the project will come into operation when there is a border agreement between the two countries of Vietnam and Laos. The investor needs to quickly deploy and complete the documents and procedures for agreement with the Lao side.

Concluding the meeting, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee affirmed: Nghe An supports and highly agrees with the policy of building two hydropower projects My Ly and Nam Mo 1; the province will create all favorable conditions for the investor to complete the procedures as soon as possible. Nghe An province requested the investor to establish a permanent office to closely coordinate with local authorities on related issues during the project implementation process. To prepare for the project commencement, the investor needs to have a plan to solve the planning of power lines, traffic roads, and site clearance. For the project to come into operation, the workload is very large, so Nghe An province and My Ly - Nam Mo Hydropower Joint Stock Company need to show high political determination so that the project can come into operation soon.
