Speed up the construction progress of upgrading and expanding National Highway 1A through Nghe An
(Baonghean.vn) -On the afternoon of August 14, in Vinh City, Comrade Truong Tan Vien - Deputy Minister of Transport and the Ministry's working delegation had a working session with the Nghe An Department of Transport on the implementation of the National Highway 1A upgrade project, Dien Chau - Quan Hanh section. Attending the meeting was Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee.

The project to upgrade National Highway 1A, Dien Chau (Km 425+900) - Quan Hanh (Km 449+300) section, designed by a joint venture of 497 Consulting Joint Stock Company and North Central Construction Materials Joint Stock Company, has a total main route length of 23.4km according to the standards of a grade III plain road, with a total investment of 1,217.64 billion VND. The project passes through Dien Chau district with a length of 10.9km, Nghi Loc district with a length of 12.5km, and is divided into 4 bid packages. Due to financial difficulties, the Government has only allocated 90 billion VND for the project so far, so the investor has implemented 3/4 bid packages. Up to now, the site clearance handover has reached 73%; the volume of work performed by contractors up to now is 145 billion out of the total 90 billion VND allocated for the project. Construction units are focusing on accelerating progress and ensuring the quality requirements of the project. However, the current difficulty in funding has directly affected the construction progress of the project. In addition, 8 new resettlement areas have had decisions on location approval, of which 2 areas have had decisions on selecting construction contractors.
At the meeting, Nghe An Department of Transport proposed that the Ministry of Transport allocate capital of 250 billion VND (of which 200 billion is for construction and installation, 50 billion for site clearance) to upgrade and expand National Highway 1A, Dien Chau - Quan Hanh section, ensuring construction progress. Provide capital to build resettlement areas and hand over to households, with an estimated cost of 30 billion VND; propose that Nghe An Ministry of Transport implement construction package No. 4. The Department of Transport proposed that the Ministry of Transport allocate capital to implement the railway overpass (Km 456+629.81) and 700m of the section (Km 455+300 - Km 456+00) of the project to upgrade and expand National Highway 1A, Quan Hanh - Quan Banh section.
Speaking at the meeting, Deputy Minister of Transport Truong Tan Vien assigned the investor, Nghe An Department of Transport, to inspect and direct construction units to speed up the construction progress of construction packages, especially the packages currently being implemented. In the coming time, the Government will continue to allocate 700 billion VND in advance capital for the project, due to the huge demand, so the investor needs to allocate concentrated capital, completely resolve the unfinished packages, the province needs to direct the payment of 50 billion VND in site clearance fees.
