Speed ​​up the implementation of the North Canal upgrading and renovation project

(Baonghean.vn) - On the morning of May 7, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of the project to upgrade and renovate the North Canal in Vinh City.

Also attending were representatives of Vinh City, Vinh Urban Development Sub-project Management Board, consulting units and contractors.

The project to upgrade and renovate the North Canal is part of the Vinh Urban Development Sub-project. According to the design, the project is divided into 3 construction phases: phase 1, from Mai Hac De Street to the North Canal Bridge; phase 2, from the North Canal Bridge to the Post Office Bridge and phase 3, from the Post Office Bridge to the regulating lake.

The project has a total capital of 95 million USD borrowed from the World Bank (WB); Vietnam's counterpart capital is 54 million USD, mainly used for site clearance. According to the report of the Project Management Board, the current problem is the source of capital for site clearance, there is a shortage of about 550 billion VND, in 2015 alone, about 495 billion VND is needed.

Comrade Nguyen Xuan Duong directly inspected the construction progress at 3 sections of the project and the Quan Bau resettlement area - where resettlement will be arranged for people who have to relocate to implement the Vinh Sub-urban Project.

After inspecting all the project packages, the Chairman of the Provincial People's Committee assessed that although there have been changes, the progress of the project is still very slow; the contractors are still not determined to implement, so the number of staff, workers and means participating in the construction is still small; if this situation continues, it will lead to a prolongation of the construction time, especially when encountering bad weather and affecting the lives of the people.

In particular, at the area of ​​the renovation of the North Canal, section 3, comrade Nguyen Xuan Duong criticized the contractor, Hanoi Construction Corporation, for the slow progress; requested the contractor to increase workers and machinery to speed up the construction; the contractors were still not methodical; the techniques and aesthetics did not meet the requirements such as in the flower beds, restoring the old status.

Faced with the situation that after 5 inspections and many meetings, the progress still did not meet the requirements, comrade Nguyen Xuan Duong assessed that Vinh City has not seriously implemented the conclusions. In which, there is the content: in case the contractors are slow in construction, do not meet the requirements, they must be replaced or the contractors have committed to speed up the construction progress but do not do so, the city still has no solution. Therefore, the Chairman of the Provincial People's Committee requested that Vinh City needs to actively urge the contractors to implement, for the slow construction units, there must be a clear attitude and solution.
