Speed ​​up the implementation of housing policy for meritorious people

Pursuant to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister, the total number of households with revolutionary contributions in the province needing housing support is 26,846 households (including 13,784 households building new houses and 13,098 households repairing houses), the total budget needed to support is nearly 815 billion VND.

To date, the number of houses that have been completed is 14,646, reaching a rate of 54.56%. Of which, 7,882 are newly built; 6,764 are repaired and renovated. The number of houses under construction is 3,888 (14.48%), of which 2,130 are newly built; 1,758 are repaired and renovated. The capital has been granted more than 773 billion VND. The amount of money disbursed to support the subjects is 269 billion 758 million VND, reaching 34.89%.

The remaining number of units under the Project that have not been built yet is 8,312, accounting for 30.96%, of which 3,736 units are newly built; 4,576 units are repaired and renovated. The total local budget funding still lacking to support under the approved Project is nearly 43 billion VND. Of which, counterpart funding to support the subjects is 38 billion 863 million VND; management funding is 3 billion 886 million VND.

At the meeting, the issue that many members of the survey team were concerned about was reviewing the subjects receiving housing support for meritorious people in localities in the province to ensure accuracy, fairness, and objectivity.

In response to members' concerns about the slow disbursement rate, Director of the Department of Construction Hoang Trong Kim explained: "The reason is that the completion of construction documents according to the program is slow, the documents are not accurate or complete, the treasury cannot disburse; the preparation of construction documents is not timely."

Regarding the survey team's attention to inspection and examination work at the grassroots level, the head of the Construction sector said that the review and examination of beneficiaries of housing policies for meritorious people is carried out by the Department of Labor, War Invalids and Social Affairs.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien acknowledged that the Department of Construction - the unit in charge of implementing the housing support project for people with meritorious services - had developed the project, reviewed, established a steering committee, and issued documents to implement the directive.

Through a survey of localities, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien assessed that the work of organizing propaganda to raise awareness of local Party committees, authorities and people about housing policies for people with meritorious services is still limited.

Therefore, the head of the survey team suggested that the Department of Construction continue to pay attention to organizing good propaganda so that Party committees, authorities and people at all levels are more fully aware of Decision 22; review the number of increases and decreases; and re-check the completion acceptance process.

The Deputy Head of the Provincial Delegation of National Assembly Deputies emphasized that the problem is that there are still 8,312 houses that have not been built yet, and there is not much time left to implement the policy. The Department of Construction needs to coordinate with other sectors to speed up the implementation of housing policies for people with meritorious services in accordance with State regulations.

Regarding the recommendations of the Department, the Provincial Delegation of National Assembly Deputies receives and synthesizes them to make recommendations to the Central ministries, branches, the Government and the National Assembly through forums so that the policies of the Party and State can be effectively implemented in life.
