The report of the Department of Health on "Projects attracting investment in the health sector in the period of 2006 - 2013; tasks and solutions to attract investment in the period of 2014 - 2020" clearly stated: In recent years, Nghe An health sector has attracted a number of investment projects in health sectors such as: medical equipment facilities, capacity building for health sector staff, construction of hospital wastewater systems... Most of the investment projects have been effective, contributing to improving infrastructure and medical equipment for project beneficiaries; training and retraining of professional staff and managers; creating motivation for developing new expertise and techniques and applying and applying scientific and technical advances to serve the work of caring for, protecting and improving people's health.

However, in general, the health sector has not attracted many investment projects to develop infrastructure and medical equipment. In particular, it has not attracted investment projects to transfer technology, research, and apply breakthrough scientific and technological advances. Most projects are behind schedule compared to the initial commitment. Some projects have been approved for a long time but have not been able to mobilize investment capital. On the other hand, investment capital for the health sector is still low compared to development needs.

The health sector has proposed solutions to mobilize investment in projects in the health sector from now until 2020. Specifically: Focus on developing human resources in the health sector; developing the health network, investing in the construction of factories producing medicinal materials, pharmaceutical products and functional foods; developing science and technology and protecting the environment. The health sector has proposed that the Provincial People's Committee have a policy of prioritizing investment capital to build facilities for commune health stations and regional polyclinics to gradually improve the quality of primary health care for people, contributing to reducing the load on upper-level hospitals; allowing the establishment of investment projects to build centralized medical waste treatment areas; Drug - Cosmetic - Food Testing Center; Eye Hospital, Food Safety and Hygiene Department and Forensic Examination Center.

After listening to the report of the Department of Health and many opinions from departments and agencies, comrade Dinh Thi Le Thanh suggested that the Department of Health should receive comments from relevant agencies to complete the report. The content of the report should revolve around the issue of attracting investment in the health sector, to provide specific solutions and effective proposals.

In addition, at the meeting, delegates also listened to and gave their opinions on the progress report, the remaining items and the difficulties and obstacles in the implementation of the construction of the following hospitals: Provincial General Hospital, Oncology, Traumatology - Orthopedics; Obstetrics and Pediatrics, Endocrinology; Northwestern Regional General Hospital and Southwestern Regional General Hospital; Hematology and Blood Transfusion Center.

Concluding the meeting, comrade Dinh Thi Le Thanh suggested: In the report on the progress of hospital construction, the health sector needs to clarify specific recommendations for each hospital; the recommendations need to set out the minimum necessary level and implementation stage of each hospital (in terms of funding, in terms of solutions). Priority should be given to hospitals with investment projects (currently there are two general hospitals and a cancer hospital); especially priority should be given to hospitals in site clearance work. In the case of the newly inaugurated general hospital to put into operation soon, it is recommended that relevant departments and branches check and handle the recommendations of the hospital. For other hospitals, it is necessary to resolve necessary issues first. Particularly for the two general hospitals in the Northwest and Southwest regions, the provincial leaders will have a direct working session to resolve difficulties, contributing to promoting health care for people in mountainous areas.
