Speed up the review process for Youth Volunteer Force files according to Decision 40

Among them, there are people who have not received any benefits for nearly 40 years. Timely resolving the regime for the Youth Volunteer Force is an urgent task and requires the active participation of all levels and sectors...
In recent years, Nghe An has made great efforts in resolving the regime for former Youth Volunteers who completed their tasks in the resistance war and achieved good results. Accordingly, 409 cases have been recognized as martyrs; 5,347 people have been granted policies similar to war invalids; 247 cases have been granted chemical poisoning benefits; 225 cases have been granted burial expenses for deceased former Youth Volunteers... While waiting for the Government's decision to adjust the one-time subsidy level, the Provincial People's Committee has also proactively provided 1 million VND each to 4,269 people. However, currently, the implementation of the subsidy regime for former Youth Volunteers who completed their tasks in the resistance war according to Decision 40 of the Prime Minister, implemented since July 2011, is facing many difficulties and is behind schedule, causing many concerns among former Youth Volunteers.
Ms. Pham Thi Minh Phong - Vice President of Nghe An Youth Volunteer Veterans Association said: “After Decision 40 was issued, communes, wards and towns have guided the procedures for qualified people to prepare documents and review documents at the grassroots level. The Provincial Youth Volunteer Veterans Association has also directed all levels of the association from district to grassroots level to check, review and confirm documents related to Youth Volunteers who have completed their tasks in the resistance war. Thereby, by the end of 2012, there were more than 7,000 sets of documents sent to the Provincial Emulation and Reward Board, of which 4,269 files had received one-time allowances according to the previous Circular No. 26. The remaining 3,000 cases were new files, the review process had to be re-implemented from the beginning. The Provincial People's Committee assigned the Department of Home Affairs, directly the Emulation and Reward Board, to preside over the implementation of the allowance regime for Youth Volunteers who have completed their tasks in the resistance war and must be resolved well and promptly in 2012. However, it is now the end of the first quarter of 2013 and there are still no documents submitted to the review board and we do not know how long we will have to wait…”.
Discussing this issue, Mr. Vuong Van Khanh - Deputy Head of the Provincial Emulation and Reward Board said: "Compared to the old regulations of Circular No. 26, the new policy for the Youth Volunteer Force under Decision 40 has many new points. In particular, instead of receiving a one-time subsidy as before, now all those who participate in the Youth Volunteer Force from the third year onwards, in addition to receiving a one-time subsidy of VND 2,500,000, will also receive an additional VND 800,000 for each year of participating in the Youth Volunteer Force. In addition, Youth Volunteer Force who have completed their mission and returned to their hometown and are no longer able to work and live alone, without support, will be considered for a monthly subsidy of VND 360,000, and will be considered for a loan for production... However, along with the new policies, the review of the application requires a longer appraisal process, clearer and more detailed criteria. Meanwhile, with the Emulation and Reward Board, the task is to This case is almost "amateur", not the main expertise so the application review process encountered many difficulties.
As the person who directly reviewed nearly 1,000 files of Youth Volunteers in this period, Mr. Nguyen Hong Dung - Head of the General Administration Department - Provincial Emulation and Reward Board, shared: There were many problems arising during the implementation process, for example, due to the long time, most of the cases no longer had original documents, mainly based on the declarations and confirmations of the individuals themselves and witnesses, so the accuracy was not high. The beneficiaries of this period were cases that had never received any regime, so it was necessary to coordinate with the Department of Labor - Invalids and Social Affairs to screen, which required a lot of time. Or, in the appraisal, the current leaders of communes and wards are mostly young people, born after 1975, now verifying for their predecessors, so it is not accurate. Some Youth Volunteers participated in revolutionary activities far from the province, so it is very difficult to confirm... If there are mistakes, lawsuits will affect the general policy of the State.
The review process also has some shortcomings and "inconsistencies" in the directive documents. As in Circular 08/2012/TTLT - BLDTBXH - BNV - BTC, there are only 3 main subjects that can be reviewed, but recently the Ministry of Labor, Invalids and Social Affairs has issued a new document, which specifies each specific case in detail. That forces the reviewers to review and re-evaluate to ensure the correct subjects and the correct regime. Also because of the above reasons, up to now, the number of reviewed files has not been much and is much slower than the set plan. Faced with this reality, Mr. Vuong Van Khanh - Deputy Head of the Provincial Emulation and Reward Board added: Although this time is nearly a month behind the province's plan, we still affirm that we must be careful to avoid mistakes.
